The Project Supervisor acts in concert with the Construction Manger to provide effective leadership and oversight throughout all aspects of the project lifecycle from initiation through close-out and is adept at communicating with various stakeholders to manage expectations and maintain positive relationships. The Project Supervisor is responsible for supervising any skilled and unskilled construction teams, as well as subcontractors to achieve quality results, within scope and on-schedule. The Supervisor provides: subject matter expertise, technical guidance, training and mentorship to Trade Leads and tradesmen. The Project Supervisor ensures compliance with company policies, job-site safety and all administrative requirements. The Project Supervisor participates in the completion of various technical documents to include SOW's, ROM's, Technical Volumes, Field Surveys, Risk Assessments and other documents as required. Supervisors conduct internal quality checks and assessments to ensure the quality of work as well as promoting a safety culture throughout the organization and on the job-site.
Responsibilities
Key Responsibilities
+ + Under the direction of the Construction Manager, supervises the construction efforts of assigned projects.
+ Coordinate resources and efforts with in-house labor, subcontractors, materials and supply sections, military clients, end users and management to provide the necessary support to ensure the success of assigned projects.
+ Facilitate and obtain any necessary pre-construction authorizations such as: permits, surveys, etc
+ Monitor and enforce project schedule, labor forecast and workload requirements to ensure the execution of all planned work.
+ Coordinate logistical resources to ensure that all necessary materials and tools are ordered, inspected, delivered and on-site to accomplish the job.
+ Clearly define roles, responsibilities, expectations and deliverable requirements to all subordinate team members.
+ Direct the efforts of Project Supervisors to ensure adequate site supervision, employee oversite and safety
+ Supervise the daily activities of construction teams comprised of skilled, unskilled workers and subcontractors throughout all phases of construction, including: Inspection and closeout.
+ Coach, teach, and mentor junior employees to ensure a safe, capable and ready work force as well as ensuring the timely and accurate completion of any mandatory, company directed training.
+ Immediately advise the Construction Manager of any changes to Project specifications, scope and/or drawings
+ Inspects each phase of work to ensure code compliance, and quality of workmanship requirements are met
+ Utilizes various Project Management tools to monitor and control projects for adherence with scope, schedule, and cost
+ Ensure employee labor hours & project details are accurately captured and submitted to finance and work control systems
+ Inspect assigned projects on a daily basis and provides timely production updates to the Construction Manager
+ Provides necessary inputs to ensure the complete and correct closure of projects, which may include: excess material inventory, loss reports, lessons learned, project performance reports, warranty information or other documentation.
+ May participate in the development of Construction Documents to include, Statements of Work (SOW), Material and Labor Estimates, Risk Assessments, Project Specific Safety Requirements, and other documents as directed.
+ After project execution, responsible for punch list, workmanship follow-up and warranty work as needed.
+ Provides input to develop and implement continuous process improvement initiatives to enhance operations
+ Ensures all direct labor and subcontractor personnel comply with Environmental Safety and Health requirements.
+ Adhere to company safety standards and promote safety culture among employees and subcontractors
+ Performs other duties as assigned.
Qualifications
Minimum Qualifications
+ Education:
+ High School Diploma.
+ Preferred two year degree or in construction, engineering, or other technical field.
+ Certificates:
+ OSHA Construction Safety Certification with competency in one of the 5 High Hazard areas
+ Experience:
+ Minimum of ten (8) years' of relevant construction experience in project management and/or construction management
+ At least 5 years' experience supervising employees
+ Other Requirements:
+ Must be able to obtain a Common Access Card (CAC) or DBIDS Card
+ Must be able to clear background checks for access to secure work sites.
+ Must be a U.S. Citizen
+ Must have a valid US driver's license
+ Experience supporting DOD Construction efforts a strong plus.
+ Working knowledge of a variety of construction techniques (Mechanical Systems, Electrical Systems, Civil and Structural)
+ Familiar with building codes and the latest industry best-practices

As a part of a high-performing team, CACI's Project Supervisors work with Lead Project Managers and Project Managers to serve as a supervisor over portions of a case for the Department of Justice (DOJ). Purpose/Description
The Project Supervisor can be assigned to one of the multiple offices within the Engineering Division and perform sub-professional civil engineering work as a member of a survey crew, construction field inspector, materials testing technician or traffic technician on construction or maintenance projects. Ordinarily, the work is closely supervised by the survey party chief, by an engineer or by an inspector/technician of higher rank. Work assignments are in connection with construction of roads, bridges or storm water drainage systems, county drains and subdivisions include making routine inspections and tests of construction materials and work performed to assure conformance with contract specifications.

- Sketch drawings and design layouts for projects and to ensure conformance to specifications.
- Calculate dimensions, square footage, profile, and material quantities using calculator or computer.
- Read and review project plans and structural specifications to determine dimensions of structure or system and material requirements.
- Confer with supervisor to determine project details such as plan preparation, acceptance testing, and evaluation of field conditions.
- Inspect project site and evaluate contractor work to ensure conformance to design specifications and applicable codes.
- Select material samples for testing.
- Prepare reports and document project activities and data.
- Report public suggestions and complaints.
- Maintain daily logs and supplement inspection.
- Measure dimensions and verify level, alignment, or elevation of structures or fixtures to ensure compliance to building plans and codes.
- Inspect and monitor construction sites to ensure adherence to safety standards, or specifications.
- Monitor construction activities to ensure that environmental regulations are not violated.

This position is open to current Wayne County employees who have Regular Status and:
- An Associate's Degree in Civil Engineering Technology or similar engineering associate degree as determined acceptable by the Department of Personnel, OR
- A Bachelor's Degree in any discipline and two (2) years of experience surveying land, inspecting projects, reviewing traffic reports and specifications for construction and maintenance projects, and testing construction materials such as soil, cement, aggregate, and asphalt; OR
- Two (2) of the certifications listed below, with two (2) years of experience surveying land, inspecting projects, reviewing traffic reports and specifications for construction and maintenance projects, and testing construction materials such as soil, cement, aggregate, and asphalt.

During the probation period, candidates must obtain at least one of the listed certifications. If certification is not obtained, the employee will be removed from the Project Supervisor position pursuant to the department of Personnel/Human resources and Department of Public services procedures.
TYPES OF ASSESSMENTS
Written Assessment will be rated at 85% and will include knowledge of basic construction principles, mathematics, engineering technology, materials testing and the use of surveying instruments, measuring devices, materials testing equipment, project data entry, construction software knowledge and construction tools. (Calculators may be used during the written assessment). Experience, Training and Certifications will be rated at 15%. (Credit will be awarded to applicants who submit certifications prior to the written assessment).
Candidates must pass all the tests in order to be placed on the eligibility list.
In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or other such tests as the Department may deem desirable to determine the competence of the applicants for promotion.
Applicants must comply with the provisions of their union contract regarding career demotions and career shifts. Applications from AFSCME employees who have regular status in this class (and are employed in this class) will not be accepted.
PURPOSE
The purpose of this examination is to establish an eligibility list from which to fill present and future vacancies. The eligibility list will remain in effect for one (1) year. This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list.
GENERAL INFORMATION
How to Apply: The application may be used both for determining admission to the examination and for rating experience and training. Applicants will be notified by mail of the time and place of the examination. Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty (20) days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted.
In accordance with the provisions of the collective bargaining agreement, appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.
Appeal Process: Under the Rules of the Department of Personnel/Human Resources (Rule 6, Section 12 and 13), requests to review examinations must be made in writing within twenty (20) days after the mailing of the notice of results. Appeals concerning the ratings must be made in writing within twenty (20) days after the review. The appeal must state why the applicant believes the ratings are improper.
