Role Synopsis

The PSM Coordinator (Process Safety Management) will be responsible for implementing and maintaining the Process Safety Management program for the Permian Midstream Business. This role ensures compliance with regulatory standards and fosters a safety focused culture. This coordinator works closely with operations, engineering and maintenance to manage risks associated with processes while providing guidance to the business on PSM related requirements. The ideal candidate will demonstrate strong organizational skills with a focus on details with the ability to influence all levels of the organization. The ideal candidate will have a strong background of working in PSM operations.

Key Accountabilities
  • Oversee the implementation and the continuous improvement of the 14 PSM elements, including process hazard analysis, management of change, process safety information and operating procedures.
  • Maintain accurate and up to date PSM documentation including process safety information, standard operating procedures and training records.
  • Coordinate and facilitate PHA’s, LOPA’s and PSSR’s.
  • Ensure compliance with OSHA PSM standards, EPA Risk Management Program and other relevant regulations and standards.
  • Prepare and submit required reports to regulatory bodies while supporting internal audits and inspections.
  • Monitor compliance with regulatory standards including API and CCPS.
  • Working with Central functions, identify and assess process hazards associated with operations.
  • Develop and implement risk mitigation strategies including safe work practices and emergency response plan.
  • Coordinate root cause failure analysis or incident investigations for incidents.
  • Develop and deliver PSM training programs for employees and contractors covering safe operations, hazard awareness and emergency procedures.
  • Collaborate with operations and engineering teams to integrate PSM into daily activities including maintenance, inspections and change management.
  • Oversee mechanical integrity programs to ensure equipment reliability and compliance.
  • Assist in developing operating procedures for all modes of operation.
  • Develop and maintain database to track PSM metrics or KPI’s to drive continuous improvement.

Essential Experience and Education
  • Minimum of a bachelor’s degree in engineering or 10+ years of relevant experience in the direct management of process safety programs.
  • Minimum of 15 years of experience in the oil and gas industry
  • Deep operational and engineering background
  • Proficiency communicating regulations, risk management, and risk assessment skills
  • Proficiency in HSE auditing, incident investigation, and documentation techniques
  • Proficiency with written and email communication including use of MS Office (Word, Excel, etc.)
  • Excellent interpersonal and relationship building skills to work effectively with all levels of leadership, professional staff, and field employees.
  • Good verbal and written communication skills which include the ability to speak, write and listen in a manner that clarifies issues, promotes closure and delivers information in a clear and concise manner and facilitates good decision-making is required

**Summary**
The PSM Coordinator will implement and maintain the plant ammonia refrigeration PSM program, work as Utility department lead with Manager/Supervisor and maintain Plant ODS log, be involved in the Department PM program, and assist in the management of the day-to-day operation of the Utility Department.
**Principal and Essential Duties & Responsibilities**
+ Position manages the Plant PSM (Process Safety Management) program and is responsible for managing (operation, maintenance, and upgrade) the Ammonia Refrigeration Systems, CFC Refrigeration Systems, Steam generating system, Plant Compressed Air system, Plant HVAC (Heating, Ventilating, and Air Conditioning) systems.
+ Responsible for managing ODS (Ozone Depleting Substance) usage and recovery procedures and log.
+ Position assists with Boiler and Pressure vessel inspections and certificates.
+ Position is responsible for managing the emergency response process for all environmental issues related to the Ammonia Refrigeration System.
+ Under the direction of the Utilities Manager, the PSM Coordinator will assist in providing leadership across all three shifts in establishing, organizing, planning, and implementing utilities programs/initiatives that will support the facility Utilities strategy. These programs will include but are not limited to PSM (including leading internal PSM audits of the 14 elements of PSM), Preventative Maintenance, Corrective Maintenance, Continuous Improvement, Predictive Maintenance, Equipment Overhauls, and Equipment Upgrades of the plant ammonia control systems and Utility equipment.
+ Duties will also include assisting with the development and training / certification needs of Hourly Utility Operator(s) and Hourly Utility Analyst(s).
+ Duties also include the development/management of the plant PSM program. The position will assist with the identification / execution of capital projects in the Utility area.
+ Position will coordinate associated ammonia best practices across the plant and facilitate continuous improvement in the Utility group.
+ The person in this position will interface, on a frequent basis, with the Corporate Refrigeration Manager to stay aligned and up to date on information and direction being shared across all ammonia refrigeration facilities, as well as to share ideas and practices with other facilities that will benefit them in the safe, efficient operation of their facility.
+ Develops short and long range planning for the Boiler and Refrigeration department.
**Minimum Education**
+ High School Diploma (or equivalent) required.
**Experience Requirements**
+ A minimum of five-years' experience with PSM, refrigeration and boiler operation are preferred.
+ Must demonstrate strong working and technical knowledge of refrigeration, steam generation, compressed air generation, Utility equipment, maintenance systems, equipment installation/startups and plant utility equipment.
+ Individual should have experience working with vendors and contractors.
+ Individual must also be able to learn the company policies and procedures.
+ Individual must have interpersonal and team skills to function as a team member and leader.

+ May be exposed to temperatures of 28 degrees to 100 degrees Fahrenheit with both ambient and 100% humidity.
+ May handle product 25 degrees to 50 degrees Fahrenheit. May be exposed to noise ranges of 50 db to 110 db.

Position Summary

Combining your in-depth automotive repair knowledge with your exceptional people skills, you'll manage customer relationships and frequently serve as a liaison between technicians and customers. You'll also select, coach, lead, train and supervise vehicle technicians while assisting with the purchase of parts, materials and equipment.

Pay Range: $0.00 - 30.00

Responsibilities

  • Assign and schedule work duties to auto service staff according to individual skill level.

  • Serve all automotive service needs of customers.

  • Oversee the hiring and training of an effective auto service team.

  • Ensure high teammate retention.

  • Maintain compliance with quality standards.

  • Ensure exceptional customer satisfaction and retention by effectively managing all aspects of customer interactions, including proactive communication, issue resolution, and follow-up.

  • Serve as the primary point of contact for customer inquiries, feedback, and concerns, utilizing strong interpersonal skills and automotive expertise to foster long-term relationships and loyalty.

  • Develop understanding of business operations in the automotive service environment from proficient management of paperwork and customer interactions to financial transactions and adherence to company policies and standards. Use this expertise to enhance efficiency and ensure seamless store operations.

  • Drive sales through proactive customer interactions, thorough vehicle inspections, and facilitation of communication between the back and front of the shop.

  • Provide valuable insights to the front of the shop to facilitate product and service sales, optimizing revenue generation.

Minimum Qualifications

  • High School Diploma or equivalent.

  • 4 years of auto service technical experience.

  • 1 year of service manager or service writer experience.

  • Problem solving - customer complaints.

  • Aptitude to manage inventory, scheduling, equipment maintenance, etc.

  • Capacity to lead and coach others.

  • Teammate and customer/communication skills.

  • Ability to recruit and select technicians successfully according to store requirements.

  • Willingness to continue education and remain current in automotive repair issues.

  • Must have valid automotive driver's license at all times in order to test drive customer's vehicles.

  • 2 year degree or equivalent.

Serve as the site representative for the Process Safety Management (PSM) program from initiation to ongoing maintenance. The PSM program provides information and procedures to prevent or minimize an accidental release of ammonia. Perform all jobs safely, efficiently and accurately to maintain and improve the performance of the entire plant in the areas of Safety, Quality, Reliability (SQR) and our Customer 1st strategy. Provide leadership that embodies our 7 Kroger Manufacturing High Performance Work System principles. - Effective oral/written communication skills
- Ability to work with minimal supervision
- Ability to attend school for maintenance courses outside of regular work hours
- Proficient Microsoft Office skills

- OSHA Certification
- Refrigeration Engineer Technician Association (RETA) Certification

- Coordinate and work with safety manager in designated safety training
- Work closely with contractors/contacts within/outside of the company in the development/collection of procedures, documents, policies, training and other elements required to meet OSHA compliance
- Work closely with contractors and contacts in the process of correcting mechanical issues
- Serve as the principal liaison/contact with local emergency planning committee
- Consult, implement, train and help other company facilities with the PSM program
- Coordinate with planner/schedulers on issuing/completing work orders
- Manage all preventive maintenance work orders on the calibration of confined space monitors
- Coordinate with facilities maintenance technicians on problems/concerns of the ammonia refrigeration systems
- Conduct PSM team meetings on a regular basis; attend maintenance/safety meetings
- Work with maintenance engineer and training manager on training needs for maintenance technicians
- Plot and check weekly maintenance work order schedule
- Presentation of program including fielding questions to auditors
- Assist in maintaining additional regulatory compliance programs in the Maintenance Area, i.e. ARC Flash
- Follow established programs, policies and practices to produce safe, quality foods that meet regulatory and company requirements
- Maintain flexibility to work flexible hours, including overtime as needed
- Accountable to the Kroger Manufacturing Food Safety and Quality Principles
- Must be able to perform the essential job functions of this position with or without reasonable accommodation
