- Under Provisional Supervision, conducts psychological diagnostic clinical interviews (DCI): • Completes DCI documentation including a differential diagnosis and treatment plan • Completes and document crisis assessment plans. • Collaborates with and facilitates multidisciplinary team discussions to understand the mental health needs of the patients/families. • Appropriately documents all clinical services in chart. • Formulates patient goals and monitors the progression of the plan of care utilizing strength based interventions. • Provides appropriate patient education and documents in the patient’s EMR. • Communicates psychological assessment and plan of care with patient care team. • Assesses high risk individuals and families intervention focusing on the safety and mental health of the patient/family and collaborates with the healthcare team to ensure a safe environment.

This Mental Health Specialist will support the Enhanced Care Services (ECS) program within the Adult Mental Health (AMH) department. This role will work closely with internal and community partner staff to provide integrated care to individuals who may be experiencing significant medical and/or psychiatric illnesses.
The Mental Health Specialist provides culturally competent, appropriate, and trauma-informed crisis and behavioral health treatment for assigned clients. This position provides counseling and education for individuals, couples, families, and groups. Clients may present with a variety of issues including trauma histories, dysregulated behavior and/or emotions, suicidality, and difficult relationship dynamics. Interventions by the Mental Health Specialist may include Collaborative Problem Solving, Cognitive Behavior Therapy, Dialectical Behavior Therapy, Motivational Interviewing, and a variety of other modalities. This role provides behavioral health services to other community agencies, coordinates behavioral health services with other community and State resources, and performs related work as required. This classification may support any one of the agency’s departments, including Adult Mental Health, Children and Family Services, Community Support Services, and Mobile Crisis. Incumbents must demonstrate cultural sensitivity and understanding of how culture influences and impacts behavioral health services while incorporating this understanding into trauma-informed care.
Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness, cultural responsivity, and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more.

- Master's degree in a Mental Health and Addiction Certification Board of Oregon (MHACBO) qualifying field.

- Incumbent must obtain certification from the Department of Human Services as a Mental Health Investigator and Mental Health Examiner. Incumbent must keep certification current and in good standing.
- Must possess a valid Oregon or Washington Driver's License, maintain an acceptable driving record and be insurable for client service purposes and for travel between business office for meetings and/or trainings.
- Must pass all criminal history check requirements as required by ORS 181.536 to 181.537, and in accordance with OAR to .
- Must be certified as a Qualified Mental Health Professional (QMHP) or register as QMHP-R within 14 days of hire OR

- Provide psychotherapy, counseling, and case management services to individuals, families and groups. Conduct interviews to accumulate pertinent data; assess presenting issues; develop service plans. - Actively participate in joint case planning and coordination with internal multi-disciplinary team and agency psychiatrists. Collaborate in case planning and service coordination as needed with other community agencies such as law enforcement, community detention facility, schools, group homes, community medical hospital and other DHS programs.

ESSENTIAL RESPONSIBILITIES / DUTIES:
At the beginning of shift, attends shift report, reads all progress notes, test results and other patient data to determine patient status for past several shifts.
Reviews and implements treatment plan/behavior management plan to achieve patient goals
Reads treatment plans and daily mental status assessments on patients to ensure consistent and accurate delivery of care
Meets with patient early in shift to review the schedule for the day
During the shift, talks with patient about mental status, behavior and progress patient is making towards identified treatment and discharge goals
Throughout the shift, reports pertinent information to charge RN such as:
Level of safety
Changes in behavior
Increase in agitation
Physical complaints or any signs of physical illness
Vital signs, intake and output, activity of daily living status
Gives observation and input regarding the patient to Nurse Manager/Charge RN when unable to communicate directly at treatment team meetings

Conducts patient safety checks as assigned to monitor both individual patient safety as well as unit mood and rising acuity concerns in the milieu
On admission, conducts and/or assists RN with patient search for contraband, vital signs, height, weight and orientation to the unit
Clarifies and implements unit rules indicated in patient handbook
Continuously evaluates patient progress toward goals clearly evident in documentation, participation in treatment planning, shift report and report to charge RN
Provides constructive peer feedback
Orients new staff to unit under the direction of the RN
Assists RN in administering physical care and personal hygiene measures to assigned patients as appropriate

The Mental Health Specialist is responsible for ensuring that training, technical assistance, and supports for good mental health practices are provided for children 0-5, families and staff. The Mental Health Specialist promotes positive interactions within classrooms through responsive and nurturing care. The Mental Health Specialist coordinates individualized strategies to affect positive behavioral changes for identified children. The Mental Health Specialist works with all staff in an inter-disciplinary approach to support and enhance the mental health of all children and families with social-emotional difficulties in providing and or obtaining services. The Mental Health Specialist is responsible for promoting the mission of ABCD Head Start & Children's Services; building an understanding of the program by communicating this mission to staff, families and the community.

- Train and support staff to increase awareness of, and competence in, mental health issues relevant to each other and the children and families served.
- Implement an inter-disciplinary system of mental health services to children and their families with an emphasis on the early identification of children with potential social-emotional difficulties.
- Provide in-house mental health treatment to children needing direct mental health services through individual counseling, play therapy, classroom support.
