What You'll Be Doing

Stifel's industry leading Public Finance professionals perform investment banking services for city, state, and local government agencies, helping them raise capital to build and maintain essential infrastructure in the communities they serve. From some of the nation's largest states, cities, convention centers and economic development projects to rural school districts and small towns and nearly everything in between, our municipal banking and underwriting groups work with public and not-for-profit entities to develop and implement financing strategies that allow them to operate and optimize the important work they do.

Stifel's Public Finance team is seeking an Analyst to join our Conshohocken practice. Analysts provide analytical and transaction support on municipal financings, assist in the development of proposals and presentations, and provide general support to the initiatives of the senior bankers. Analysts serve as the second or third person on client relationships and begin to undertake extensive direct contact with clients and outside consultants. A strong desire and ability to learn technical and business development skills is important, as is a willingness to work outside normal business hours. Analysts participate in junior banker training with colleagues from offices located throughout the nation.

What We're Looking For

•Developing and analyzing financial and debt models to support the marketing and execution of new municipal bond issues.
•Researching capital needs and financial structure of local government agency clients.
•Creating marketing and sales materials, attending client meetings, and acting as a point of contact for the finance team throughout the financing process.
•Performing debt profile analyses related to current and prospective public finance clients.
•Assisting with the preparation and delivery of client pitch books and requests for Proposals/Qualifications.
•Researching industry and financial market trends, running data queries and analyzing such data.
•Preparing memorandums describing financing ideas and opportunities, and case studies on completed transactions.
•Lead the internal processing of new issue financings
•Some travel expected

What You'll Bring

•Interest in public sector and municipal finance.
•Ability to multi-task, work independently and collaborate in teams.
•Knowledge, or ability to learn, web-based applications, and specialized information systems, including EMMA, Bloomberg, TM3, and DBC.
•Knowledge of finance and accounting principles.
•Ability to prepare and deliver clear, effective and professional presentations.
•Competence in clearly and effectively communicating in both oral and written formats.

Education & Experience

•Bachelor's degree in Finance or related field

Work closely with our K-12 and General Markets (City/County/State) Public Finance teams to develop, evaluate, and present detailed and creative financial plans for public or private sector clients related to their issuances of debt obligations, cash flow management, strategic planning, economic development, and other matters. Interfaces with clients and working group members to coordinate the implementation of a financial plan, which could involve developing presentations of financial and economic data for credit rating agencies, potential bondholders, and other key stakeholders, evaluating market data, and coordinating of pricing and settlement of bonds.

As a Financial Analyst, You Will:

  • Assist in research and development of financing and long-term strategic plans that meet the clients unique goals and objectives.
  • Generate preliminary financing scenarios and prepare summaries, presentations, and memos for clients using Excel, DBC, Word, and/or PowerPoint.
  • Gather, analyze, and summarize economic and financial information and trends.
  • Prepare presentations to clients/issuers, credit rating agencies, governing bodies, bondholders, and other key stakeholders.
  • Utilize strong communication abilities with working group professionals, both internal (underwriters, investment bankers, and/or financial advisors) and external (clients/issuers, bond counsel, bidders) to facilitate bond transactions.
  • Create agendas and participate in working group calls or meetings.
  • Coordinate bond sale process including detailed timelines, sale, and closing/funding.
  • Compile demographic and debt information for municipal bond disclosure documents.
  • Assist with the review of legal and offering documents for bond offerings.
  • Draft requests for proposals for clients/issuers and assist in summarizing and evaluating resulting proposals.
  • Draft responses to requests for proposals to acquire new clients.
  • Ensure transaction details are recorded properly in department database, organize and submit electronic deal files, and other data management and regulatory compliance tasks.
  • Perform Continuing Disclosure due diligence and assist clients in complying with SEC Rule 15c2-12, if necessary.
  • Assist with required MSRB EMMA filings, if necessary.
  • Perform other duties as assigned.

The uptown Dallas office of Winstead PC is seeking a Paralegal to join our Public Finance Practice Group . Ideally, candidates will have prior experience in public finance or real estate.

The Special Districts Paralegal plays a key role in supporting attorneys and coordinating with external consultants. This individual serves as the primary point of contact for each District and ensures smooth operations across meetings, documentation, and compliance.

Key Responsibilities:

  • Research statutes and legislative updates relevant to Special Districts
  • Draft documents for attorney review
  • Monitor and stay current on election laws for political subdivisions
  • Track changes in laws governing Special Districts following legislative sessions
  • Manage Board meetings from start to finish, including scheduling, preparation, and follow-up
  • Record and maintain notes and/or audio recordings of Board meetings
  • Serve as the main liaison for each District, coordinating with engineers, bookkeepers, financial advisors, and developer representatives
  • Assist with project management tasks such as confirming quorums, preparing meeting materials, and distributing documents to Board members
  • Maintain accurate records and manage legal files efficiently
  • Attend lunch and evening meetings as needed, with flexibility in working hours
  • Travel to and from meetings within and outside the metroplex
Qualifications:
  • Minimum of four (4) years of paralegal experience in a law firm
  • One of the following is strongly preferred: (1) Bachelor's degree; (2) Paralegal certificate or Associate's degree in Paralegal Studies; or (3) Certified Legal Assistant (CLA) designation
  • Experience in public finance or real estate is a plus
  • Strong project management and organizational skills
  • Excellent communication and interpersonal abilities
  • Highly self-motivated and detail-oriented
  • Comfortable working in a collaborative, team-oriented environment
