This role involves conducting research on assigned compliance topics, drafting and updating policies and related documents, and advising staff on regulatory matters. The analyst will also respond to client and employee inquiries or grievances and provide support and consultation on human resources compliance issues.

Responsibilities:

  • Monitor regulatory agency requirements for Fraser’s programs including but not limited to Essential Community Provider, Minnesota Statutes 245D, 245G and 245I.
  • Consult with program staff regarding matters such as the release of protected health information and consent for services. Process responses to unauthorized disclosures of health information and the execution of business associate agreements.
  • Assist in researching and writing new policies or policy revisions. Create management communication and implementation plans for corresponding process changes, if relevant.
  • Provide support in writing Handbook changes or updates as well as changes to the Operations manual.
  • Assist in the internal monitoring of audits to assure correction plans are in place and promptly implemented to address deficiencies identified in internal and external audits.
  • Review program licensing and certification reports from external agencies and work with division directors to assure corrective actions are effective and timely. Review program specific policies and procedures.
  • Review employment agreement letters and contracts.

Requirements:

  • BA/BS in Human Resources, Business or a related field required.
  • JD from an accredited law school preferred.
  • 5+ years of external experience in related area.
  • Current knowledge of state and federal laws required. Knowledge of Minnesota Statutes 245 D, 245G, and 245I preferred.

Director of Policy & Research

The Center for Caregiver Advancement (CCA) is building the workforce of highly trained caregivers that many Californians can’t live without.

For over two decades, CCA has been at the forefront of an equity-driven movement for quality training and quality jobs. CCA is one of the largest providers of training for long-term caregivers in California, training over 70,000 home care and nursing home caregivers in the past 20 years. We are pioneers in home care training and are the only organization in the country to show the value of evidence-informed training programs on both the workforce population and the low-income seniors and people with disabilities for whom they care, with curriculum licensed in four other states.

Training is one piece of a large, complex system of long-term care. Still, we know from our long history in the field and studies of our impact that training can lead to higher rates of retention and quality care because caregivers have the knowledge and confidence to be successful in their jobs. With the vast majority of caregivers being immigrant women of color who live in under-invested communities across the state, we meet them where they are - providing training in six languages

CCA develops quality programs for both IHSS home care workers and Skilled Nursing Facility workers. We have a deep partnership with SEIU Local 2015 - the labor union that represents IHSS and SNF workers across California. Our Labor Management Training Partnership for nursing home workers is grounded in partnership systems in which skilled nursing facility employers collaborate with SEIU Local 2015 in order to benefit the workforce and provide higher-quality care to residents through high-quality courses, certifications, and apprenticeship programs.

Position Summary:

The Director of Policy & Research plans, develops, and executes both the policy and research agenda on behalf of The Center for Caregiver Advancement. Additionally, the Director works across CCA departments and with other senior staff to prepare research and policy analyses that identify data-driven strategies to advance our mission. The Director will have the opportunity to shape the department, as well as serve as the department's sole member until we expand it.

The role is critical to inform and support the value proposition that quality training for Skilled Nursing Facility workers and IHSS home care workers positively impacts both the workforce, leading to higher wages and greater retention, as well as the larger health care system, resulting in better care to consumers and residents.

CCA requires a candidate who has a passion for social justice and caregiving and a desire to join a team that champions the underserved, particularly immigrant women of color who comprise the majority of the workforce. Essential Duties and Responsibilities:

  • Develops conceptual frameworks that guide various research mechanisms across the state that influence funding for long-term care training.

  • Initiates research and analysis on topics of concern to CCA’s long-term caregiving policy, legislative, and regulatory initiatives.

  • Provides strategic research and analysis in support of researching and shifting policy and creating opportunities for engagement about our research within the industry, the organization, and our stakeholders by establishing relationships that build support for CCA’s mission.

  • Proactively monitor federal and state legislative policy developments and assess their potential impact on long-term funding and training for home care and nursing home workers.

  • Analyzes budgets, policy options, and legislative proposals for their impact on future CCA goals and projections

  • Collaborates with SEIU Local 2015 policy and research staff on CCA state and national policy-related research and initiatives

  • Supports the development of written material, including correspondence, legislative testimony, research reports, and policy memoranda for use internally and externally of CCA

  • Assist in the training and mentoring of other research and policy analysts and work with the CEO and senior staff to support the activities of our stakeholders.

  • Represents CCA and the caregiving movement on critical public policy issues and presents positions before conferences, government groups, and public forums as needed.

  • Brief the CEO and other senior staff on public policy issues, current research trends, views of other organizations, and the long-term impact on CCA and the caregiving industry.

  • Supervise strategic research in the caregiving industry through an understanding of the economic, social, and political factors that impact the impact of training on caregivers.

  • Manage requests for research from diverse stakeholders, including senior staff

  • Monitor economic, industrial, environmental, and social performance of industries and companies, including outlooks and trends.

  • Provide input to senior staff for the strategic planning process and coordinate with essential staff who contribute to policy and research programs.

Experience and Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor's degree, master's degree preferred, in public administration/policy, economics, or social justice

  • (3) years of supervisory experience and (5) years of work-related experience in policy and research analysis or a combination of education and experience that would provide for the following knowledge, skills, and abilities:

  • Knowledge of caregiving, workforce development, unions, and other advocacy groups.

  • Thorough understanding of public sector issues, including federal and state budget funding, workforce development, and non-profit funding streams, and the various federal and state laws and regulations governing the operation of public sector programs.

  • Policy analysis and issue development.

  • Development of strategy and ability to lead complex campaigns that require coordination of the work of multiple departments, disciplines, and external allies.

  • Ability to monitor public sector industry trends at the federal, state, and local levels in financing, quality public service issues, and workforce issues.

A well-resourced continuum of care should include a wide range of supports, from community-based prevention services for youth at risk of system involvement, to diversion and intervention services that prevent youth from penetrating deeper into the juvenile justice system, as well as re-entry services to help support with community reintegration following a period of detention.

The Data Analyst will organize and conduct research, and analyze data to support the creation of an implementation plan for the development of a continuum of care for at-risk youth in the district, that at minimum includes asset mapping, a gap analysis, qualitative and quantitative data collection and analysis, and a report detailing the continuum of care plan with an implementation timeline.

Specific Duties:

  1. Attend monthly meetings with the Project Director and Client staff to update the agency regarding the status of the project, including progress and any challenges encountered.
  2. Attend Planning Council meetings and collaborate with stakeholders to identify key data points for tracking and monitoring.
  3. Collaborate with relevant agencies to collect and analyze selected data and identify trends.
  4. Plan, organize and conduct qualitative research to support asset mapping and gap analysis.
  5. Complete a literature review to identify best practices in juvenile justice.
  6. Use collected and analyzed data to help inform Continuum of Care implementation plan.
Required Skills and Experience
  1. Required: Bachelor's degree or equivalent experience.
  2. Required: 1 year of work experience in the social sciences, preferably specializing in criminal justice, juvenile justice, public health, social science, or behavioral sciences.
  3. Required: 1 year of experience conducting research and evaluations using public health or justice system administrative data.
  4. Required: Demonstrate an understanding of statistical concepts and their application in the analysis of public health and criminal justice data.

Assistant Director Of Policy & Research

DCWP also conducts research and advocates for public policy that furthers its work to support New York City's communities. Within DCWP, the Office of Financial Empowerment (OFE) focuses on initiatives that support New Yorkers and communities with low incomes in building wealth and improving their financial health. OFE is the first local government initiative in the country with the mission to educate, empower, and protect New Yorkers and neighborhoods with low incomes so they can build assets and make the most of their financial resources. OFE uses data and research, policy, partnerships, and convenings to advance its mission. The Research team analyzes multiple data sources for reporting and evaluation to help OFE fulfill its mission of improving the financial health of New Yorkers, reach its program goals and demonstrate the impact and effectiveness of its work; identifies patterns and insights that help identify systemic barriers across New York City to financial health; and creates publicly-available research reports and other materials. The Policy team monitors regulatory changes that would impact the delivery of financial empowerment services; develops policy priorities from OFE's on-the-ground work; and with national stakeholders, supports the development of materials that further DCWP's policy agenda. OFE is seeking an entrepreneurial, driven, innovative and highly-organized Assistant Director of Policy & Research to join OFE's Policy & Research team and provide day-to-day management of the team. The Assistant Director will lead the division's policy and research analysis and implementation of strategic initiatives for OFE, and should have strong project management, relationship management, and written and oral communication skills. The Assistant Director of Policy & Research will lead a research team in coordinating OFE's data assets and working with OFE's programs leadership to identify improvements to data collection and reporting. The Assistant Director of Policy & Research will support the policy team in drafting and moving forward DCWP's legislative agenda. The Assistant Director of Policy & Research will also focus on growing OFE's capacity to monitor and analyze the progress of the agency's student loan research and associated initiatives. Responsibilities will include, but are not limited to:

  • Lead efforts to develop an annual research plan and policy agenda that reflect the priorities and mission of OFE and DCWP;
  • Collaborate with OFE's programs team, to understand and prioritize research projects and inform policy items that support the agency's legislative agenda and areas of emerging systemic financial stress to monitor;
  • Support OFE as it rolls out new initiatives that increase the financial health of all New Yorkers, including youth financial empowerment and student loan supports;
  • Supervise staff assigned to policy & research team and provide professional development, training and assistance, as needed;
  • Research new financial product ideas, technologies and research; identify linkages to OFE's programs and services and provide market and consumer insights to inform OFE's work;
  • Develop and lead OFE's annual calendar of reports for timely and accurate results of its Free Tax Prep program services and financial counseling programs to comply with any mandatory reporting obligations, contractual agreements, and program evaluation and analysis;
  • Oversight of OFE's current data collection processes and coordinate with DCWP's divisions and within OFE to support the buildout of new ones as projects emerge;
  • In partnership with the financial empowerment programs teams, provide timely updates to OFE Executive Leadership and other stakeholders on the status of programs, progress toward deliverables, unanticipated challenges and strategies for addressing those challenges;
  • Draft an annual written publication schedule and oversee the work of the Policy and Research teams to draft various written products, including but not limited to research briefs, survey results, policy briefs or memos, position papers, and public comment submissions;
  • Support the Director of Policy & Research in participating in working groups and coalitions that OFE is a member of which or co-leads, including coordinating stakeholders;
  • Collaborate with other OFE team members to identify linkages across OFE's programs and initiatives, and support cross collaboration amongst programs;
  • Understand the landscape of policy and advocacy organizations focused on improving financial health in New York City, as well as safe and affordable banking products and services, and build and maintain relationships with organizations providing those services;
  • Draft, proofread and/or edit a range of materials, including but not limited to grant proposals, publications, reports, program documents, policy memos, presentations, and press releases;
  • Build and manage relationships with City agencies, community-based organizations, funders, grantees, and other external stakeholders and act as a liaison internally with other DCWP divisions;
  • Implement and manage special projects as needed to reduce systemic inequality and build individual and community wealth and assets; and

PRIMARY FUNCTION

RESPONSIBILITIES

• Develop evidence-based recommendations for policies and strategies that advance affordable

• Utilize quantitative and/or qualitative methods to answer questions about housing affordability and economic mobility outcomes for Coachella Valley residents and prepare or contribute to memos (or other deliverables) discussing methods and results of analyses.
• Support with writing and data for grant proposals and applications for funding.
• Generate data visualizations and presentations that effectively and simply communicate complex topics pertaining to affordable housing policy/finance and community development.
• Conduct background research on existing models and best practices for affordable housing development, collect data across multiple policy domains, and synthesize research findings.
• Manage assigned projects to ensure the timely completion and release of research reports and other deliverables.

• Develop and deepen relationships with relevant stakeholders.

QUALIFICATIONS
• Bachelor's degree required; Master's degree in Public Policy, Planning, or related field preferred.
• A minimum of 5-7 years of demonstrable leadership experience in housing policy, community development, or related field.
• Progressively responsible work experience and demonstrable work product from prior roles.
• Proficiency with data analysis/statistical and GIS mapping software e.g. STATA, R, Tableau, PowerBI, Salesforce, ESRI ArcGIS Pro, etc.
• Excellent writing and verbal communication skills.
• Ability to collaborate with other team members and outside contacts with flexibility.
• Must maintain professional boundaries and confidentiality at all times.
• Ability to work both independently and as part of a team.
