The Director, State Affairs represents the organization's position on legislation and/or regulatory affairs to elected representatives and their staff, as well as to officials and staff in regulatory and other agencies. The Director, State Affairs requires an in-depth understanding of how organization capabilities interrelate across the function or segment.
The Director of State Public Policy role resides within the Government Affairs Department and will serve as an expert in pharmacy and pharmacist licensure, pharmacy shared services, occupational/facility licensure, PBM, and federal healthcare preemption public policy at the state level while working with subject matter experts and business units across the Humana enterprise. The person in this position will report to the Vice President of Strategy and State Affairs and be responsible for state public policy development that informs our thought leadership, advocacy, and overall strategic positioning.

**Responsibilities**
Be an instrumental part of Government Affairs Team by leading the development of Humana's state public policy positions for our pharmacy and PBM businesses.
Engage across the company to analyze state public policy, develop positions, and draft deliverables supporting Humana business strategy.
Responsibilities include:
+ Monitor and analyze state policy trends impacting pharmacies and PBMs. Contribute policy expertise to state-level advocacy efforts.
+ Draft concise and clear descriptions/analyses/summaries of key issues to Government Affairs and Humana businesses. Inform State Affairs and business leadership on legislative and regulatory trends and translate trends into clear business impact analysis.
+ Partner with Humana's pharmacy and PBM businesses to identify business risk and opportunities in external state policy developments.
+ With input from enterprise subject matter experts, analyze, draft, and develop public policy positions to support the enterprise's priorities.
+ Provide regulatory guidance, talking points, issue management and strategic stakeholder engagement support to Government Affairs and business leaders.
+ Prepare testimony, regulatory comments, and position statements sent to legislative and regulatory bodies and other interested parties concerning legislation, policies, published reports, regulations, and statutes.
+ Develop and maintain repository of legislative and regulatory analyses, policy briefs, reports, position statements, white papers, and other materials pertinent to Humana's pharmacy and PBM businesses.
+ Represent Humana before national advocacy groups, trade associations, public policy organizations, intergovernmental groups, and state boards of pharmacy/National Associations of Boards of Pharmacy; manage public policy consultants and develop external stakeholder outreach strategies.
+ Maintain current awareness and analyze/compare trends, positions, and issues promoted by other companies, trade, and advocacy organizations active on pharmacy and PBM issues.
+ Perform necessary research and analyses to support enterprise positions and priorities.

+ Bachelor's degree
+ 8 or more years' experience working at a state legislative or executive branch, regulatory board, trade group, intergovernmental group, consulting firm, or private sector public policy function.
+ 8 or more years' experience in pharmacy and/or PBM public policy with a direct understanding of pharmacy/PBM operations and state public policy environment impacting operations.
+ Strong knowledge of state health administrative/regulatory/licensure rules and guidance as well as state health policy. Demonstrated relationships with policy makers and thought leaders in the state public policy arena.
+ A track record of applied analysis, research, and resource development supporting healthcare policy and translating information from a wide variety of resources into actionable policy documents for use in an advocacy setting or otherwise.
+ Understanding of pharmacy and PBM public policy and regulatory issues and ability to translate complex issues in clear, concise manner to business leaders and advocacy team (technical and non-technical audiences).
+ Passion for the development of innovative, high quality government healthcare programs
+ Strong conceptual and creative thinker with an ability to identify trends and interrelationships
+ Strong verbal and written communication skills, creative problem-solving, negotiation, and multi-tasking skills in time-sensitive settings.
+ Ability to actively listen to others and ensure an open and confident style of communication both written and verbal.
+ Highly developed interpersonal skills with ability to build strong working relationships internally and externally.

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. **Position Overview:**

**About the Job**
The **Head of U.S. Reimbursement & Public Policy** is responsible for shaping and leading Sanofi's reimbursement and public policy agenda at the federal and state levels. This leader manages a team of professionals who provide the analytical and strategic foundation that drives Sanofi's U.S. advocacy positions for our current and future portfolio.
This role requires deep knowledge of the U.S. healthcare ecosystem, the ability to anticipate and evaluate downstream implications of policy change, and the vision to develop and implement creative, pragmatic solutions that protect patient access to medicines and foster a sustainable innovation environment.
The successful candidate will serve as both an internal strategic advisor and an external ambassador, engaging with agencies, trade associations, and key stakeholders to advance Sanofi's policy objectives.

**Main Responsibilities**
**Policy Strategy & Leadership**
+ Define and lead Sanofi's U.S. reimbursement and public policy strategy, aligned with business priorities and the evolving policy landscape.
+ Anticipate and interpret legislative, regulatory, and market trends; drive forward-thinking, cross-functional solutions to complex healthcare challenges.
+ Lead and develop a high-performing team with a culture of accountability, collaboration, and continuous growth.
**External Engagement & Advocacy**
+ Represent Sanofi with agencies (e.g., CMS, HHS) on access, coding, and reimbursement issues.
+ Develop and deliver Sanofi's positions in public forums, including industry trade associations, coalitions, and policy workgroups.
+ Draft and oversee the submission of formal comment letters, regulatory responses, and testimony.
**Internal Advisory & Business Partnership**
+ Provide senior management with actionable policy insights, briefing documents, and strategic recommendations.
+ Partner with business units, market access, legal, finance, medical, and R&D functions to integrate policy intelligence into product strategy, forecasting, and commercialization plans.
+ Establish agile processes to quickly assess business implications of evolving policy and guide rapid, informed decision-making.
**Cross-Functional Collaboration**
+ Support federal and state government affairs teams in technical policy development and advocacy; participate in legislative meetings as a subject matter expert.
+ Collaborate with global colleagues to ensure U.S. insights inform global policy positioning and strategy.
**Operational & Budget Management**
+ Oversee budget planning and resource allocation for U.S. reimbursement and policy initiatives.
+ Drive operational excellence, ensuring timely delivery of strategic priorities.

**Required:**
+ Bachelor's degree required.
+ 12-15 years of progressive experience in U.S. healthcare policy, reimbursement, market access, or related field within biopharma and/or government.
+ Demonstrated expertise in federal and state reimbursement policy, CMS processes, and market access dynamics.
+ Strong track record of influencing and collaborating in a highly matrixed, global organization.
+ Proven people leadership, with experience managing and developing diverse teams.
+ Exceptional strategic thinking, communication, and relationship management skills.

1. Identify, monitor, and analyze copyright and AI issues affecting Meta at the international, regional, and domestic levels
2. Assist in advising Meta business, product, and regional policy teams on copyright and AI-related policy matters to support the development of our products and policy positions
3. Develop narratives and research on AI and IP for policymakers (e.g., filings, consultations)

A day in the life
Reporting to the Director of AWS Global AI/ML and Canada Public Policy, this position will be responsible for analyzing business risks and opportunities, crafting coherent global policy narratives, and leading Amazon's engagement with key stakeholders. The role encompasses leadership of cross-geographic AI/ML engagements and coordination with multi-lateral institutions and events, including AI Summits and G7/B7 engagements. Working closely with global policy and technical teams across Amazon, the Principal will anticipate and support policy development in cross-cutting topic areas, while collaborating with regional Public Policy colleagues, business leaders, support teams, and customers. As part of a dedicated and talented team, this position will develop and execute effective government affairs and public policy advocacy strategies to protect and advance Amazon's interests before key international organizations.
The successful candidate will be a self-starter who can quickly digest complex policy documents and clearly formulate and communicate recommendations and plans to peers, third party organizations, and executives, and can also drive collaborative decisions and deliver results. You will also be comfortable providing counsel and guidance to a wide variety of internal and external counterparts and collaborators crossing several aspects of AI/ML policy.
You will achieve goals using a variety of tactics including direct lobbying, facilitating high-level meetings between AWS executives and key stakeholders, managing consultants, working through trade associations, building coalitions, and more.
Basic Qualifications
- 12+ years experience working in global affairs in an international institution or corporation on public policy matters, with a particular depth of experience managing political dynamics and their intersection with large-scale business operations.
- Bachelor's degree, preferably in a relevant discipline (Law, Political Science, Public Policy, etc.).
- Fluent English speaker required.
- Some domestic and international travel required.
