Job Summary:
Reporting to the Chief Financial Officer and working with limited oversight, this role provides strategic leadership and direction for the procurement organization. It ensures the consistent application of federal and commercial acquisition practices in alignment with established procurement policies and procedures, contract law, commercial standards, and applicable federal regulations. The position is also responsible for developing and guiding departmental goals and objectives that align with both short- and long-term organizational initiatives, while meeting the performance expectations outlined in the Department of Energy (DOE) Performance Evaluation Management Plan.
Job Duties:
Ensures the consistent application of contract requirements by implementing best-in-class acquisition practices from federal, industry, and academic sectors to improve procurement quality and compliance across the organization.
Develops and executes comprehensive acquisition strategies, including operating plans, performance metrics, and long-range goals to meet the organization’s evolving needs.
Leads the development and execution of departmental objectives that align with both short- and long-term organizational goals and support overall performance targets.
Oversees and participates in key projects or initiatives, serving as a representative on procurement-related matters, such as internal committees, working groups, and external collaborations.
Builds and maintains strong, collaborative relationships with internal stakeholders and external partners to ensure alignment of expectations and performance outcomes.
Implements a proactive and consistent communication strategy to engage key stakeholders early and throughout the procurement process.
Fosters leadership and professional development within the procurement team to strengthen capabilities and organizational effectiveness.
Designs and delivers training programs to equip internal customers with strategic tools and best practices throughout the acquisition lifecycle.
Identifies strategic sourcing opportunities and promotes vendor partnerships to optimize procurement value across the organization and affiliated entities.
Advises executive leadership on procurement policies and decisions to ensure alignment with broader organizational goals, contractual obligations, and regulatory requirements.
Manages a team by overseeing recruitment, performance management, training, disciplinary actions, and other leadership responsibilities.
Performs additional responsibilities and special projects as assigned.
Ensures all duties are carried out in compliance with applicable environmental, health, and safety regulations and best practices.
Qualifications:
- Bachelor’s degree with a Discipline in Business, Finance, Legal Studies or Economics and a minimum of 10+ years of experience or equivalent; Master’s Degree preferred. Law Degree preferred. 5+ years of management experience in business and/or financial operations.
- Professional certification, such as Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) desired, not required.
- Ability to interpret contract terms and conditions, including FAR and DEAR.

As the Chief Procurement Officer (CPO), this position is responsible for providing exceptional procurement and business contract services to the entire campus. The CPO position reports to the Associate Vice Chancellor-Business & Financial Services (BFS) and has a dotted line to the Vice Chancellor of Planning, Budget & Administration (PB&A), and is part of the BFS Leadership team. This position requires a high degree of collaboration with many functional units across the campus and coordination in a distributed access environment. The position is responsible for the leadership, strategic planning, and management of the Procurement Service and Business Contracts areas, with the support of two managers supporting Goods and Services and their staff. The CPO partners with the Vice Chancellor of PB&A on campus-wide procurement initiatives. Responsibilities:- Prepare solicitation documents for various procurement methods and coordinate processing of requisitions, purchase orders, and contract renewals, especially related to IT hardware, software, maintenance, and consulting contracts.
- Enter and retrieve data from FMS, Passport, and other databases; maintain a tracker of all purchase transactions and expenditures.
- Oversee processing of receiving reports and invoice approvals.
- Collaborate with project managers and supervisory staff within IT to advise on procurement requirements.
- Follow established procedures to process orders in compliance with NYC PPB Rules, Comptroller's Directives, and advise staff accordingly.
- Process Competitive Bid, OTI, DCAS, and Non-Competitive MWBE Small Purchases; review FY end reports and process decreases.
- Use FMS and PASSPORT systems with minimal supervision.
- Bachelor's degree in Finance, Accounting, Economics, Public Administration, or related field.
- At least 2 years of experience in budgeting, financial analysis, or related roles.
- Government experience preferred.
- Proficiency in financial management systems and Excel.
- Knowledge of budgeting principles, policies, and government regulations.
- Excellent communication, analytical, and problem-solving skills.
- Ability to work under pressure and manage multiple priorities.
- Attention to detail and accuracy in financial data.

Minimum Qualifications:- Baccalaureate degree and six months of professional experience in procurement or contract management; or
- Associate degree or 60 semester credits and 18 months of relevant experience; or
- High school diploma and 2.5 years of relevant experience; or
- Equivalent education and experience combination.
