What You'll Do
Provides professional nursing services to assure compliance with company policies, standards of nursing and applicable State and Federal regulations to maintain quality care for residents in the Health Care Center.
Location: Arcadia Retirement Residence
Work Schedule
- Part-Time B (20 - 29 hours per week): Monday - Sunday, 8:00am - 4:00pm, 3 days/week
Compensation
- Annual Salary Range: $81,200.00 - $101,700
Responsibilities
- Performs nursing assessments of residents upon admission, quarterly reviews, significant changes in condition and annual in accordance with applicable requirements and per Quality Assurance guidelines.
- Works in collaboration with all disciplines by:
- Obtaining a nurse to nurse report from the hospital or other community about the status of all incoming admissions and convenes the admission team to communicate information.
- Assisting with processing new admissions, discharges, transfers and emergency situations that arise in the Health Care Center.
- Reviewing x-ray results, laboratory results and other diagnostic results to identify any issues or concerns. Assures timely follow-up with Primary Care Provider and communicates information with nursing staff before being filed in the resident's medical record.
- Implementing Resident and Employee Immunization Program in the Health Care Center and preparing a quarterly summary for Quality Assurance monitoring.
- Performing thorough resident medical record and care plan reviews on as needed basis prior to quarterly care plan meetings to ensure accurate and complete documentation and communicating with the Interdisciplinary Team (IDT) any changes that may have occurred.
- Attending all care plan and significant changes meetings to assure nursing assessments and recommendations are included and presented.
- Serves as the Wound Management nurse by:
- Conducting weekly wound assessments.
- Coordinating treatments with physicians and Wound consultant as indicated.
- Reporting on residents' wound status at daily meeting.
- Preparing pressure injury report for quarterly Quality Assurance meetings.
- Updating schedules for identified residents requiring weekly skin assessments based on their Braden score and communicating with the IDT to assure coordination of care and appropriate interventions are provided.
- Monitors and reviews resident pain management regimen and communicates with Primary Care Providers as indicated.
- Monitors, tracks and updates Fall Risk Assessment schedule for residents identified as high risk for falls and communicates with the IDT to assure coordination of care and appropriate interventions are provided.
- Tracks and audits consents for use of antipsychotic medications and potentially restrictive devices. Follows-up with resident assessments as indicated.
- Follows-up on pharmacist recommendation letters to Primary Care Providers, in coordination with the Consultant Pharmacist, to assure timely PCP response and action taken.
- Keeps the Director of Nursing informed of pertinent issues relating to nursing services, care concerns and any employee related matters immediately as they occur.
- Serves as a resource for nurses and other staff through:
- Participation in orientation of new nursing staff.
- Mentoring Licensed Nurses in electronic health records process and functions.
- Performing monthly skills checks for Licensed Nurses and identifying training needs.
- Assisting the Director of Nursing in providing other trainings and in-services to the staff.
- Performs all essential functions of the Registered Nurse position as needed including direct resident care.
- Assists with performance evaluations for employees as assigned by the Director of Nursing.
- Creates schedules and maintains nursing staffing schedules for Registered Nurses and Licensed Practical Nurses in the Health Care Center.
- Maintains schedules for CPR, First Aide, Med Sled, and AET for all Licensed Nurses.
- Assists with infection control duties as outlined by Director of Nursing and/or Infection Preventionist.
Supervisory Responsibilities
There is no direct supervisory responsibilities in this position, however it is expected that the Quality Assurance Nurse will provide leadership and support to all Licensed Nurses and CNAs working in the Health Care Center. The QA Nurse will also assist with performance evaluations as assigned.
Qualifications

Education/Experience
Bachelor's degree (B.S.) from a four-year college or university and a minimum of 3-5 years' experience and/or training; or equivalent combination of education and experience. Experience in Quality Assurance and management preferred.
Certifications, Licenses, and Registrations
- Current State of Hawaii R.N. license
- Current First Aid/CPR certification
- Wound Certification preferable
Computer Skills
Proficiency in using a computer and applicable software programs, including the Microsoft Office Suite (Excel, Outlook, PowerPoint, Word) and other applicable software applications.
Physical Demands

The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu's rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in the history of Hawaii.
Skyline's route is approximately 19 miles, with 19 stations, along Oahu's southern coast, and it is being constructed in three segments. The first segment, from East Kapolei to Aloha Stadium, is already in revenue service, with the next segments planned to extend service from Middle Street, through downtown Honolulu, to the Civic Center Station.
This position provides a high level of responsible, complex management and policy support to HART's Director of Quality Assurance and Quality Control (DQA) and the Executive Director/Chief Executive Officer (ED/CEO), and exercises significant delegated authority and independent judgment in overseeing both the administrative and technical aspects of the City's rail transit design and construction quality. The role plays a key part in implementing the goals and objectives of the HART Quality Management System (QMS), working closely with subordinate managers, supervisors, and staff. Additionally, the Deputy Director of Quality Assurance and Quality Controls will assist in providing executive direction to ensure effective management of all activities related to HART's quality program and overall success of project initiatives.
Job Duties & Responsibilities
Under the supervision of the Director of Quality Assurance and Quality Controls (DQA) the Deputy Director of Quality Assurance and Quality Controls assists and supports the development, implementation, and maintenance of a Quality Assurance and Quality Controls program for HART. The role shall assist in the oversight to ensure HART's compliance with all applicable quality guidelines, regulations, rules, and generally accepted industry practices; assist in the oversight and review of HART's activities, and resolve quality assurance issues; develop and maintain liaison relationships with other governmental organizations/agencies; provide development and implementation assistance of effective training programs; and perform other duties as assigned by the DQA, ED/CEO, Deputy Executive Director/Chief Operating Officer, and Project Director.
- Assist, establish, implement, and maintain an effective Quality Management Plan for HART, including methods to investigate, monitor, regulate, and enforce quality standards.
- Establish coordination of functions and operations across departments through the development and clear definition of quality assurance procedures.
- Ensure HART's compliance with applicable laws, regulations, rules, and generally accepted industry practices.
- Provide additional oversight for the planning, analysis, inspection, design, testing, and/or integration of products and/or components to ensure compliance with HART's quality assurance program.
- Contribute to the development of contractor and quality specifications for design, procurement, and construction contracts.
- Oversee internal and external audit, surveillance, and monitoring programs, ensuring compliance with HART's requirements; holds the delegated responsibility for ensuring that internal and external audits are scheduled, performed, and followed up.

- Lead the development and implementation of an effective training program, on QA/QC requirements, for staff and contractors.

- A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in quality management, business administration, engineering, or a related field and five years of progressive experience in quality assurance, quality control, or related administrative or analytical field.
- Experience must include active involvement in developing, implementing, improving QA/QC processes or programs, with demonstrated ability to analyze operations and develop effective solutions.
- A minimum of two years experience in a governmental agency or regulated industry, including experience supervising or managing QA/QC activities or teams.
