**Minimum Qualifications**
A minimum of two years' experience as a Radio Communications Operator with the Minnesota State Patrol and demonstrated supervisory or lead work experience - including organizing, prioritizing, training, and guiding others to achieve results.
_OR_
A total of three years' experience in any of the following:
+ As a Radio Communications Operator for the Minnesota State Patrol.
+ As a dispatcher for a public safety or military entity.
+ As a supervisor in a public safety or military entity involving radio communications.
Applicants that meet the above minimum qualifications will be further evaluated on the following:
+ Fundamental knowledge of electronics and communications.
+ Knowledge of FCC Rules and Regulations.
+ Familiarity with operations of the Minnesota Criminal Information Center (NCIC), MSP Radio Communications General Orders, and State Patrol Division General Orders as they relate to Communications.
+ Strong oral and written communication skills, including the ability to communicate clearly and tactfully via radio, telephone, and in person.

**Preferred Qualifications**

**Physical Requirements**

The Riverside County Sheriff's Office has an opportunity for a field based Radio Communications Technician I position. The working title of this position is the IT Communications Technician I classification.

The Radio Communications Technician - Level I (IT Communications Technician) will be tasked with pe rforming work on Riverside County's Public Safety Enterprise Communication (PSEC) System. Tasks will include installing replacement/upgraded communication equipment (e.g., radio, microwave, computer, switches, routers, Uninterrupted Power Supplies- UPS battery systems, infrastructure equipment, cabling) in office and commercial buildings and at remote sites (e.g., remote microwave/radio tower sites). Performing preventative maintenance on communication network and/or components (e.g., subscribers' devices, switches, routers, UPS's battery systems, radio repeaters, and microwave radios), associated electronic equipment (e.g. cooling units) and minor building maintenance (e.g. locks, fencing, painting).

Responsibilities will also include testing and adjusting equipment in vehicles and stations to frequencies specified by the Federal Communications Commission.

While not required, candidates with experience in HVAC and holding FCC: Technician and/or General Radiotelephone Operator licenses are highly desired.

The Radio Communications Technician - Level I (IT Communications Technician) will report to the main office in Riverside for dispatch instructions, which can include driving to the Coachella Valley and/or Blythe daily for extended project periods.

• Troubleshoot, repair, program and resolve malfunctions of communication network equipment and devices (e.g., subscriber devices, switches, routers, UPS's battery systems, computer, radio repeaters, microwave radios) and cabling ); diagnose, locate, and repair network malfunctions; Troubleshoot, diagnose, resolve minor HVAC and Generator malfunctions to include refueling day tanks at PSEC remote sites .

• Troubleshoot, repair, program and resolve malfunctions of Code 3 emergency alerting systems within County emergency response vehicles/vessels (e.g. lights sirens, PA, low level power sources).

Experience

Physical: Some PSEC System sites are in mountainous, desert and remote areas of Riverside County and off-road driving experience and walking over uneven terrain will be necessary to reach job sites.

Knowledge Of

The principles, methods and techniques used in the course of work for the Radio Communications Technician (IT Communications Technician) series; principles and techniques applied to IT devices to include network topology and protocols, applications and systems; basic electronic principles and techniques: basic RF principles and techniques: principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval is preferred.

Position Description: Caliola's Wireless Communications Engineers support the team by leading the development and analysis of various communications systems and waveforms. Your work will impact the design of new innovative HF radios, improve the performance of legacy operational communications systems, and research new ideas across the space of resilient wireless communications. As a systems engineer, you will be responsible for feasibility studies, algorithm development/integration, and system performance evaluation. You will work closely with cross-disciplinary teams of software and hardware engineers to solve important problems. A solid understanding of theoretical communications systems behavior, commitment to high quality performance evaluation, and an excellent work ethic are required to be successful in this position.

Technical Responsibilities:

  • Design, develop, prototype, and test innovative algorithms and signaling techniques.
  • System-level benchtop and field testing.
  • Perform trade studies across different algorithmic approaches, parameterizations, and performance metrics.
  • Lead feasibility/trade studies across system architectures, parameterizations, and performance metrics.
  • Communicate results both internally and externally in writing, through multimedia, and live presentations.
  • Lead small cross-functional teams to solve challenging problems.

What We Require:

  • MS with 3 years' experience or PhD in Electrical Engineering or related discipline.
  • Expertise in digital communication theory, including coding, modulation, detection. and estimation.
  • Experience with C++ and/or Python.
  • Strong technical communication skills are necessary.
  • Experience with physical layer modeling & simulation.
  • This position requires the ability to obtain and maintain a security clearance, which is issued by the U.S. Government. Security clearances may only be granted to U.S. citizens. In addition, applicants who accept a conditional offer of employment may be subject to government security investigation(s) and must meet eligibility requirements for access to classified information.

What We Value:

  • Experience with medium access control protocol design and implementation.
  • Experience with FPGA implementation tradeoffs for physical layer designs.
  • Experience with modern version control software (git) and build systems (cmake).
  • Experience mentoring and training junior staff members.
  • Experience with radar systems.
  • Experience with positioning, navigation, and timing systems.

  • Have the ability to obtain an Interim Top Secret level security clearance by your start date and can ultimately obtain a Top Secret level clearance.   • Proficiency in communication theory and digital signal processing (DSP), with a foundational knowledge of, and experience with, the physical, data link, or media access layers of communications systems.
  • Experience in modeling and simulation of the physical layer with MATLAB, Python, and/or other languages.
  • Familiarity with some of the following: geolocation, detection and estimation theory, or waveform design.
  • The ability to obtain an Interim Top Secret level security clearance by your start date and can ultimately obtain a Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
