Job Description

As Engineering Manager, you will lead the development of a U.S.-based engineering team to enhance technical responsiveness and customer service for North American transit OEMs. You will act as a key liaison between U.S. clients and global engineering teams across Europe and Asia, ensuring local needs are integrated into product development and project delivery. Key responsibilities include:

  • Building and managing a multidisciplinary engineering team (hardware, software, systems) in the U.S.
  • Leading technical interface with OEM customers on rail vehicle programs
  • Coordinating engineering deliverables across global R&D centers (Europe, India)
  • Supporting design validation, compliance, and documentation activities per rail standards
  • Driving continuous improvement, technical project management, and cross-border collaboration

The Successful Applicant

The successful candidate for this Engineering Manager role will be an experienced engineering leader with strong technical acumen and the ability to navigate complex, cross-border collaboration in the rail or transportation sector. They will have a proven background in power electronics, onboard systems, or rail vehicle integration and a track record of working with OEMs and transit agencies. Key attributes of the ideal candidate include:

  • Bachelor's or Master's degree in Electrical Engineering, Systems Engineering, or a related field
  • 5-8+ years of engineering experience, preferably within rail, transit, or industrial power systems
  • Prior leadership experience building or managing technical teams
  • Strong understanding of power conversion systems, control electronics, and industry certifications (UL, CE, EN50155, etc.)
  • Experience interfacing with OEM customers on system integration, validation, and compliance
  • Excellent project management and cross-functional coordination skills

**Job Description**
**AECOM** is seeking a **Senior Rail Systems Design Lead/Manager** to manage rail systems design disciplines with AECOM's Rail/Transit Group, West Coast Transportation, based in **Los Angeles, CA** . The Systems Design Lead/Manager is identified as a key person in our successful delivery of the LA Metro East San Fernando Valley Light Rail Transit Progressive Design-Build Project.
**JOB SUMMARY:**
As a member of the key personnel team, the Systems Design Lead/Manager will work collaboratively with a team of engineers and specialists across rail systems disciplines (Systems Engineering, Signals, Electrification Systems, Data Communications, and Project Controls), Project Managers, Systems Engineers, Signals Engineers, Analysts, and Coordinators. As the System Design Lead, you will be responsible to ensuring that the systems design is completed, and requirements of the Performance Specifications and other design criteria are met. **This is a hybrid position and requires in-person attendance at the AECOM DTLA office for at minimum 3 days/week. This position is also required to be assigned to the project full-time for both the design phase and design support during the construction phase until substantial completion.** While the position is primarily for East San Fernando Valley Light Rail Transit Project, AECOM has an impressive backlog of significant transportation projects in the Greater Los Angeles area and transit/rail projects across West Region and provides exceptional opportunity for professional growth.
**JOB RESPONSIBILITIES:**
+ Lead design and specification development of the following specialties: Systems Integration, SCADA, Communications, Trackwork, Signaling, Systems Assurance (RAM), Safety Assurance, Vehicle and Wayside Interfaces, Traction Power Design, Power Supply and Distribution, System and Train Simulation, Tunnel Constructability, and Fire Ventilation
+ Overseeing the preparation of detailed calculations, drawings, technical specifications, procurement documents, design and installation packages, proposal evaluations, technical reports, cost estimates, detailed analyses, design justifications, and other materials suitable for procurement and construction purposes for transit/rail projects
+ Ensure all design elements are compliant with the relevant Rail Operation Rules, all applicable industry codes and standards, and client expectations
+ Provide valuable leadership to mid-career staff and mentoring to develop their technical skills.
+ Interact with clients to discuss technical topics in a clear and professional manner. Facilitate resolution of customer expectations versus technical issues
+ Work with tight schedules, be flexible, control project budgets, and motivate project team
+ Plan and execute project work, based on an understanding of the project scope, schedule, and budget
+ Other duties as assigned/required.
**Qualifications**
**MINIMUM REQUIREMENTS:**
+ BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education
+ California PE license
**PREFERRED QUALIFICATIONS**
+ Bachelor's degree or higher in a related engineering discipline from an accredited University that is recognized by the Professional Engineers of California
+ 15 years of experience in the design and management of complex multidisciplinary light rail system projects of similar size and complexity to the LA Metro East San Fernando Valley Light Rail Transit project
+ 5 years of experience in managing systems design of light rail transit projects
+ Licensed Professional Engineer in the State of California
+ Experience on design management responsibility, including management of design services during design and construction on at least one alternative delivery rail transit project or other comparable delivery project
+ Experience with management and design of at least one transit project with dedicated guideway in a public street in a dense, congested urban environment
+ Experience with California Public Utilities Commission rules and regulations
+ Technical competence in all elements of transit/rail systems engineering
+ Proven ability to work successfully in multi-disciplinary teams and across different business units
+ Experience in different Phases of the Engineering Design Life and familiarity with Systems Engineering standards
+ Ability to recommend appropriate actions to ensure compliance with clients, local, state, ad federal regulations
+ Understanding of the System Safety Certification processes and RAMS will be an asset
+ Knowledge of signaling principles, train control solutions including CBTC (moving block or fixed block) and PTC, and railway standards such as CENELEC, AREMA and MIL-STD
+ Strong communication skills, presentation skills, and report writing skills

Offered compensation will be based on location and individual qualifications. The expected range is $126,505.00 - $34,034.00.

Key Responsibilities

  • Technical leadership: Lead project deliveries in accordance with industry standards and regulations. Coordinate multi-disciplinary team members distributed across North America and Europe.
  • Project management: Organize the delivery of our services; track and report progress. Engage with transit agencies, construction companies, systems integrators, equipment suppliers, and subconsultants.
  • Bids and proposals: Develop statements of qualification and articulate TV Rheinlands approach to the work.
  • Industry leadership: Actively engage with standard-setting organizations. Liaise with regulatory authorities and accreditation bodies.

Position Requirements

  • Minimum 10 years of experience in the rail industry, with at least 5 years working with safety-critical systems.
  • Extensive experience with train control systems and automated rail operations. Expert in Communication-Based Train Control (CBTC) or European Rail Traffic Management System (ERTMS) technologies.
  • Deep understanding of railway functional safety standards: EN 50126, IEC 62278, EN 50128, EN 50716, IEC 62279, EN 50159, IEC 62280, EN 50129, IEC 62425.
  • Familiar with the Canadian Method for Risk Evaluation and Assessment (CMREA) or the European Common Safety Method (CSM).
  • Authorized for work in the United States or Canada. This is a remote work position with occasional travel to client offices and project sites.
