General Description
This position involves the valuation of commercial real estate for ad valorem purposes through the application of standard appraisal techniques, including the sales comparison, income and cost approaches. Work is performed under the supervision of the Property Appraiser or designee.
Essential Job Functions
- Performs more complex field evaluation functions in the assessment of commercial properties.
- Participates in the collection, analysis and review of commercial property data. Analyzes and reconstructs income and expense statements upon adherence to confidentiality and nondisclosure obligations.
- Inspects, reviews and reconciles commercial property sales in compliance with State standards, as measured by the sales ratio analysis of the tax roll.
- Confers with builders, manufacturers, developers, etc. to gather data for use in establishing square foot rates for the assessment of property.
- Investigates more complex complaints and confers with property owners or their legal representatives to explain methods, procedures and policies with respect to the valuation placed on any commercial parcel of property in the County.
- Makes value adjustments, when warranted, and justifies the changes.
- Performs commercial real estate research including comparable sales data, comparable income and expense data, as well as market trends and market derived overall capitalization rates data.
- Develops and performs necessary mass income updates into the computer assisted mass appraisal system and verify the accuracy and validity of resulting changes to value.
- Responds to citizen and other inquiries timely and accurately while communicating the position of the Property Appraiser in a positive, uniform and consistent manner.
- Prepares Property Appraiser Office VAB (Value Adjustment Board) evidence packages and appears before the VAB to explain and defend assessments. Assembles supporting appraisal data and appear as an expert witness or give testimony during litigation proceedings.
- May be required to staff the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. May be required to conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes or tornadoes. Contingencies such as these may require after-hours or weekend duty.
- Must be capable of performing the valuation of commercial property types with little assistance or oversight from the Property Appraiser.
- Assists other departments as needed. Work with other governmental agencies as necessary.
- Performs other duties as assigned. Duties, responsibilities and activities may change at any time with or without notice.
- Coordinates with the Operation Department regarding valuation techniques, statistical analysis and calibration of computer models to accurately reflect the current market value of commercial properties within Putnam County.
- Insures compliance with Department of Revenue rules, regulations, and statistical measures as it relates to commercial properties.
- Determines and develops unit prices for all bona fide commercial agriculture properties.
- Determines the effect of conservation easements on commercial properties including those classified as agricultural.
- Coordinates with the Homestead Department regarding exemption eligibility.
- Coordinates with the Deed Department regarding the qualification of sales.
KNOWLEDGE, ABILITIES AND SKILLS
- Knowledge of real estate appraisal methods and techniques.
- Knowledge of the general methods, products and workmanship typically used in commercial construction.
- Knowledge of the Florida Statutes and Department of Revenue regulations and statistical parameters governing appraisal of property.
- Knowledge of legal descriptions and related means of locating property.
- Ability to make accurate and rapid mathematical calculations.
- Ability to draw dimensional outlines of structures to the proper scale both by hand and digitally.
- Ability to tactfully answer questions and give information to the public.
- Proficient in Microsoft Office and Apex software.
- Graduation from an accredited four year college or university with major course work in real estate appraisal assessment administration or related field, or ability to obtain within one year.
- Ability to become a Certified Florida Evaluator within two years.
- Possession of a valid Florida Driver's License.
- Possession of a State-Certified General Appraiser's License.
- Must provide your own transportation.

Required Qualifications, Capabilities and Skills
- State Certified General Real Estate Appraiser
- 10+ years of appraisal experience and 5+ years of experience reviewing commercial appraisal reports
- Extensive experience in appraising and/or reviewing a wide variety of both commercial and multifamily residential property types
- Real estate appraisal courses equivalent to those required for the MAI designation
- Excellent mathematical and communication skills, both verbal and written
- Proficiency with Microsoft Office suite and Argus DCF (and/or Argus Enterprise) products
Preferred Qualifications, Capabilities and Skills
- Bachelor's degree
- An MAI or equivalent professional appraisal designation
- Previous work experience in a banking/regulatory environment
- Appraisal/reviewer experience in multifamily Agency work (both Fannie Mae and Freddie Mac) would be highly desirable

KEY RESPONSIBILITIES
+ Plans, recommends and initiates procedures that will assure real estate transactions and documents are properly and accurately assembled or drafted and completed to fully protect the Company's interests.
+ Studies critically all documents and papers involved in each real estate transaction to assure they have been properly and accurately completed, duly witnessed and executed, and otherwise comply with all legal and company requirements and business initiatives; proceeds to correct discrepancies, omissions, errors, and adverse developments which are brought to the attention of authorized personnel; obtains missing or supplemental materials as may be required by personal contact, or by reference to company or outside attorneys; obtains advice and assistance from company attorneys to resolve unusual documents, requirements, or situations; and carries on final verification of entire file prior to consummating project.
+ Composes various documents and papers and seeks advice and assistance from company attorneys as may be required in the acquisition, lease or sale of Company.
+ Proactively completes arrangements and participates in closing real estate transactions of various types . Participates or manages special project handling or added responsibilities of short and long term duration.
+ Transmits documents for permanent or limited retention period to the Title and Contract Department with appropriate explanation and instructions, and informs appropriate personnel affected by particular real estate transaction .
MINIMUM QUALIFICATIONS
+ Bachelor's degree required .
+ Two (2) or more years of Real Estate, Supply Chain, or business relevant experience.
+ No travel required

- Collect and analyze all facility cost data; measure such data against cost efficiency goals.

- Provide data for cost metrics in the monthly, quarterly, and annual reporting.
