The Conference on Jewish Material Claims Against Germany (Claims Conference), a nonprofit organization with offices in New York, Israel, Germany and Austria, secures material compensation for Holocaust survivors around the world. Founded in 1951 by representatives of 23 major international Jewish organizations, the Claims Conference negotiates for and disburses funds to individual survivors and organizations and seeks the return of Jewish property stolen during the Holocaust. As a result of negotiations with the Claims Conference since 1952, the German government has paid more than $95 billion in indemnification to individuals for suffering and losses resulting from persecution by the Nazis. For 2025, the Claims Conference will distribute approximately $30 million in compensation for survivors globally and 960 million for survivors' welfare needs such as home care, medicine and food.
Tasks/Responsibilities
• Oversee a portfolio of grants, including the review of funding proposals, programmatic and financial reports; collaborate in other projects and initiatives;
• Assist potential applicants with proposal development;
• Maintain regular communication with applicants to ensure a full understanding of proposals;
• Prepare applications for presentation to the professional advisory committees, Allocations Committee and Board of Directors;
• Review decision letter templates and edit as appropriate;
• Prepare decision letters including allocation, deferral, and rejection letters;
• Review grant budgets to ensure compliance with funding guidelines;

Qualifications
• Bachelor's degree required; Master's degree preferred;
• Prior work experience in a related field;
• Fluency in a foreign language is a plus (e.g. German, French, Polish);
• Grant-making experience and familiarity with grants management systems a plus;
• Experience with Holocaust education and/or Holocaust history preferred;
• Highly organized and detail-oriented;
• Strong attention to accuracy;

Job Description
- Conducting Cyber Red Team assessments and advanced offensive cyber operations
- Executing penetration testing with a focus on real-world adversary emulation
- Implementing techniques in antivirus/EDR evasion, offensive infrastructure, phishing, and social engineering
- Supporting full-spectrum cyber operations in dynamic environments
- Collaborating across teams to ensure mission success
Required Qualifications:
- Active TS/SCI security clearance - candidates without an active TS/SCI will not be considered.
- Ability to meet apprentice operator requirements in the DCART Operator Training Program per DCART Handbook timelines
- Experience in Red Team operations, offensive cyber engagements, or penetration testing
- IAT Level III certification (DoDD / )
- Must pass the DCART operator aptitude test prior to onboarding
- Willingness to travel up to 15% , including OCONUS and CONUS locations
- 2+ years of offensive cyber or Red Team experience (DoD or corporate)
- Certifications such as:
- Red Team Apprentice Course (RTAC) / Journeyman Course (RTJC)
- Certified Red Team Operator (CRTO), OSCP, ROPS
- GIAC: GPEN, GXPN, or GWAPT
- Advanced expertise in:
- Antivirus/EDR evasion, offensive infrastructure design
- Phishing and social engineering campaigns
- Pen testing of critical infrastructure, IoT, wireless, and networking environments
