MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by some manual labor experience; or an equivalent combination of education, certification, training, and/or experience.

Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements), or obtain within one year of employment. Must have a valid Florida driver's license and satisfactory driving record throughout employment.

Insurance Benefits

Health Insurance

The City provides employees with health insurance benefits through Aetna Health Care Plan. The City pays 100% of the premium cost for employee and 70% for dependent(s).
Health Reimbursement Arrangement (HRA)

The City provides General Employees with a Health Reimbursement Arrangement account to help cover the cost of the annual health insurance deductible. The monies are not taxable, are pre-funded by the City and can be used to pay any qualified in-network medical deductible or prescription copays that are incurred under the medical plan. Depending on the health insurance plan election you make, the City contributes either 2,000, 3,000 or 4,000 to your HRA account on a Fiscal Year basis. The HRA funds are not rolled over from year to year and cannot be used for dental or vision.
Dental Insurance

The City provides employees with dental insurance through Aetna Dental, of which two options (Dental DMO and Dental PPO) are offered. The City pays 5.00 per month towards dental coverage premium.
Vision Program

Vision coverage on routine eye exams, eyeglasses and contact lenses is available through Aetna Health Care. The City pays 100% coverage for employee only. See plan information for details regarding the vision care program.
Life Insurance / Accidental Death and Dismemberment Insurance

The City provides all full-time employees with 50,000 in term life insurance. There is no cost to employees for this benefit.
Supplemental Life Insurance / Supplemental AD&D Insurance

Employees may purchase supplemental term life insurance up to 500,000 on an individual-choice basis with premiums based on age. See information packet for details.
Discounted Supplemental Insurances

Several supplemental insurances are offered through AFLAC at discounted rates for City employees. Plans include: Accident; Cancer; Critical Care Coverage; Hospital Confinement Protection; and Short-Term Disability.
Hospital Indemnity Plan

A voluntary Hospital Indemnity Plan is offered through Aetna Health Care Plan that pays you benefits when you are confined to a hospital, whether for planned or unplanned reasons, as well as for other medical services. See information packet for details.
Retirement/Savings Accounts

Florida Retirement System

Participation in the Florida Retirement System (FRS) is mandatory for all eligible General employees. The FRS offers eligible employees an option between a Pension Plan and an Investment Plan. General Employees are classified in the Regular Service Class and as of July 1, 2019, the mandatory employee contribution rate is 3% of salary regardless of which plan is chosen.
Voluntary 401(a) Match Plan

The City offers a voluntary 401(a) City-matching program, in which the City will contribute up to a 3% salary match on a bi-weekly basis into a 401(a) Defined Contribution account. The City will contribute a match of 1%, 2%, or 3% based on the employee selection. Vesting is 100% upon plan enrollment.
Deferred Compensation Plan (457 Plan)

The City makes available a deferred compensation plan (MissionSquare 457 plan), for which the employee may voluntarily contribute to on a pre-tax basis. No employer contributions are made.
Roth IRA Savings Plan (Traditional Roth IRA/457 Roth)

The City makes available a Roth IRA savings plan, through which the employee may voluntarily make after-tax contributions through payroll deductions. No employer contributions are made.
Flexible Spending Account

The City offers two Flexible Spending Accounts through Benefits Outsource Inc., which provide pre-tax savings for employees. One plan covers dependent care and the other provides for medical reimbursement. Employees may set-up a flexible spending account during the annual Open Enrollment period only.
Paid Leave

Vacation

General employees accrue 104 hours (8.66 hours/month) of vacation leave per year. Accrual begins immediately and may be taken after three (3) months of employment.
Holidays

The City observes 11 paid holidays throughout the year.
Sick Leave / Family Sick Leave

Full-time employees accrue 96 hours (8 hours/month) of sick leave per year. An employee may elect to use up to 4 days per year of accrued sick time for illness in his/her immediate family.
Paid Parental Leave

Employees may receive up to twelve (12) weeks of paid parental leave following the birth of an employee's child or the placement of a child with an employee in connection with adoption or foster care
Other Benefits

4-Day Workweek

A 4-day, 10 hours/day, workweek schedule for those employees working in Departments and/or Divisions that have implemented the new schedule arrangement.
Temporary Flexible Work Schedule

Employees who are able to perform their work remotely, may be allowed up to six (6) days per year to work from home.
Long Term Disability

The City provides Long Term Disability insurance to eligible employees with no waiting period. The City provides, at no cost to employee, a benefit plan of 50% monthly salary benefit up to 1,000. Employees may purchase additional coverage up to 60% monthly salary benefit at a maximum of 5,000. Additional coverage is cost dependent based on age and salary.
Education Reimbursement Program

The Education Reimbursement Program reimburses eligible employees for successful completion of approved courses leading to an Associate, Bachelor or a Graduate degree, including a Doctor of Philosophy degree or a Juris Doctorate degree that is directly related to the employee's position. Eligibility begins after one year of employment and is dependent on budgeted funds.
Employee Assistance Program

The City offers an Employee Assistance Program to all City employees who may need free, confidential and professional counseling to help resolve personal or family problems.
Credit Union

All City employees may participate in the We Florida Financial Credit Union. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.
Sick Leave Buy-Back

Employees may elect to be paid at straight time rates, up to 1/2 of their unused current annual sick leave and the remainder to be banked. No payment will be made for less than 16 hours. Payment shall be during the last pay period of November.
Self-Care Days

Employees may use up to 4 Sick Days per Fiscal Year as Self Care Days. The Self Care Days' time-off will need to be requested and scheduled in advance, through Kronos, the City's timekeeping system, and must be approved by the respective Department. The Self Care Days' time-off will not impact the employee's ability to participate in the annual Sick Leave Buy Back program and will not count against the maximum hours they may sell back. Employees may not accumulate or carry-over Self Care Days from one Fiscal Year to another.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES

  • Collects refuse and recycling items from facilities, lands, including parks. You will be responsible for riding on the back on a collection vehicle.
  • Assembles, cleans, lifts, labels, and inventorying wheeled carts used in the recycling and refuse programs.
  • Collects wheeled carts from curbs and bringing them to the collection vehicle.
  • Uses the semi-automated system on the collection vehicle, lifting the wheeled carts such that 100% of contents are placed in a collection vehicle.
  • Places the wheeled carts back on the curb neatly, and in such a way as to not block pedestrian or vehicular traffic.
  • Collects bags and heavy containers of yard debris, leaves, weeds, grass clippings, shrubs, small stumps and small tree branches from curbs and loading them in a collection vehicle.
  • Collects scrap metal items and electronics from curbs and loading them in a collection vehicle.
  • Collects bulk refuse, including furniture, mattresses, brush, tree limbs (up to 8 feet long) from curbs and loading them in a collection vehicle.
  • Collects bulk leaves (spring and fall) from streets utilizing vacuum truck technology.
  • Ensures that any spilled recycling or refuse is picked off the ground and placed in a collection vehicle or container using shoveling, raking and sweeping as necessary.
  • Prepares and cleans recycling and refuse vehicles and equipment.
  • Polices an area to pick up litter and refuse.
  • Digs with shovels and picks.
  • Lifts, loads, and unloads material from or into trucks.
  • Performs other labor-intensive refuse and recycling related tasks, as needed.

MINIMUM REQUIRED EXPERIENCE
  • Must have laborer experience.

Job Description Summary

Empties contents of trash containers and lifts disposable containers into the sanitation truck. Operates a packer mechanism to compact collected refuse. Operates a dumping mechanism to remove refuse from the sanitation truck at the City Landfill. Washes and cleans the sanitation truck on assigned day. Provides directions to truck drivers by signaling to ensure safe driving and proper backing to dumping areas. Notifies driver of signal, brake lights and other equipment malfunctions. Provides information to new employees regarding safety precautions in refuse collection or disposal. Notifies members of the public of refuse materials which are prohibited by ordinance and rules or procedures.

PT Street Laborer: Starting hourly rate 13.00
Operates hand and power tools to cut grass and brush from ditches and street right-of-way. Operates hand tools to dig materials from street areas under repair, to remove debris from catch basins and ditches, and to load materials onto trucks. Spreads asphalt binder on areas being repaired to assure proper bonding; shovels asphalt from trucks into areas being repaired and levels areas with a rake. Operates power tools to compress asphalt into repaired areas. Shovels gravel and other fill or surfacing materials from trucks to areas being repaired. Operates cement mixer or hand tools to mix concrete; pours and finishes concrete. Operates hand tools to build forms for pouring concrete. Lifts and carries riprap or other materials used to support walls of ditches; secures materials by spreading concrete between materials. Loads sacks of salt onto trucks and empties salt into salt spreader for application to ice or snow covered streets. Operates jackhammer and compressor to loosen materials for removal from areas being repaired.
Minimum Qualifications, Additional Requirements and Supervisory Responsibilities
These knowledge, skills, and abilities are usually, although not always, acquired through the completion of one (1) year of experience in general or manual labor. Equivalent combinations of education and experience will be considered.

Certain positions may require operating a City pool automobile in the performance of essential job functions and a valid AR Driver's License will be required and must be maintained throughout employment.
