Position Summary
FERC Regulatory Analyst, Associates in this organization may act interchangeably as a case coordinator or as an analyst and case manager. Case coordination responsibilities include document management, document repository system management, meeting planning, and logistical support for various regulatory proceedings. Case management and analytical work may involve preparation and submittal of low complexity regulatory filings to FERC, including drafting of transmittal letters, preparing cost support, and administering all aspects of electronic submittals to FERC. The work performed should utilize Lean tools and other continuous improvement methodologies to ensure compliance and achieve PG&E’s desired quality and timeliness outcomes.
This position is hybrid, working from a remote office and the assigned work location of Oakland, California based on business needs.
Job Responsibilities
Case Coordination (~60%):
• Coordinate the production, filing, distribution and posting of regulatory documents, including testimony, workpapers supporting testimony, and responses to data requests.
• Ensure that final documents are accurate and complete and that confidential information is properly identified and protected.
• Serve documents to service lists in compliance with FERC regulations.
• Properly post all final case documents in the Client’s record retention system.
• Set meetings with internal and external parties to support the case manager and advance key case communications.
• Manage FERC staff and/or intervenor requests to access case documents via the internet or other means available.
• Assist the case manager in ensuring that team members and witnesses have the support they need when they need it and that the team is properly following Client’s desired processes and procedures.
• As needed if cases enter the settlement or hearing phase, assist with witness training, gather documents required for technical conferences or hearings, and manage logistics to ensure witnesses and case documents are available; attend technical conferences or hearings and maintain key case documents, including presentations and the exhibit list.
Case Management and Analysis (~30%):
• Manage the filing process for low complexity filings and cases, including completion of all pre- and post-filing compliance and implementation tasks. This might include drafting transmittal letters, workpapers and discovery responses for submittal in regulatory proceedings.
• Maintain compliance with FERC’s electronic tariff filing (eTariff) rules and procedures, including utilizing eTariff database software to file and manage tariffs and formatting Microsoft Word and Adobe PDF documents to conform to internal standards.
• As applicable based on the nature of the filing, analyze and summarize testimony, reports, pleadings and discovery responses prepared by Client, other utilities, FERC Staff, and intervenors.
FERC Compliance (~5%):
• Implement regulatory decisions for low complexity filings, including creating and/or revising tariffs, billing, and regulatory accounting rules.
• Support FEP’s FERC compliance efforts, including the creation of process maps, documentation of procedures, and implementation of controls.
Continuous Improvement (~5%):
• Learn Client’s Lean Playbook and continually identify and propose opportunities to improve processes and procedures.
• Engage with and learn from other Case Coordinators and Case Managers at Client to implement best practices within FEP.
• Maintain desk aids and other support to document work processes.
May require occasional irregular work hours to meet regulatory deadlines. May also require occasional travel to regulatory agencies or Washington D.C. for hearings, workshops, or other meetings.
Qualifications

The Customs Brokerage Regulatory Analyst is a subject matter expert responsible for providing timely and accurate advice to a growing and diverse client base. Principal Accountabilities and or Duties:
- Prioritize and respond to incoming client inquiries of a regulatory or technical nature. Willson International operates within land, air and ocean environments. Requests often require urgent or same day turnaround.
- Advise on the classification, valuation and import requirements of merchandise. Complete and accurate tariff opinions including duty rate and AD/CVD scope checks are routine. Research and advise on FDA, Agriculture or other PGA import requirements
- Vet documents to ensure compliance with CBP and all other regulatory agencies. Some examples include Powers of Attorney, USMCA Certification of Origin and other routine import documents.
- Post entry work may be required. Examples include USMCA claims, Post Summary Corrections and administrative refunds as required.
- Application or maintenance of Continuous Surety Bonds.
- Stay current with upcoming regulatory changes impacting the Willson International client base.
Knowledge and Educational Requirements
- High School Diploma required. College and or University Degree in Business Administration is an asset.
- US Customs Brokers License is required.
- NCBFAA Certified Customs Specialist is an asset.

JOB FUNCTION:

Reviews and prepares applications, written testimonies, and other regulatory documents and recommends revisions to be consistent with Company policy, Hawaii regulatory law, and regulatory decisions in other jurisdictions. Assists Director of Regulatory Non-Rate Proceedings Department in the development, interpretation, and administration of the Company's tariffs.
ESSENTIAL FUNCTIONS:
+ Leads the preparation and presentation of non-rate case-related dockets to meet the Company's need for timely PUC approvals, including serving as liaison with subsidiaries to facilitate completion of required work, developing schedule for preparation of and ensuring timely submission of requisite documents, and preparing witnesses for appearance at PUC evidentiary hearings. Coordinates, manages and implements the organization, production and distribution/transmission of printed and electronic copies of filing materials in accordance with applicable Commission rules.
+ Leads the development of regulatory strategy and Company positions, and drafts, reviews and edits applications, written testimonies, exhibits, work papers and other regulatory documents to maximize persuasiveness for non-rate case proceedings, significant investigations and other regulatory proceedings and recommends changes to be consistent with Company policy, PUC rules, laws and decisions, and regulatory decisions in other jurisdictions.
+ Performs similar and incidental duties as required, including development and maintenance of favorable relationship with PUC and Consumer Advocate ("CA") and ensuring adequate compliance with regulatory filing requirements.
+ Assists in the administration of and provides technical advice and information to other Company staff members , PUC staff, CA staff, and the general public on regulatory and tariff matters (e.g., rule interpretation, re-writing rules as necessary, serving as the office of record for tariffs, ensuring timely and accurate administration of tariff changes), particularly with respect to Company Rules.
+ Writes testimony in PUC cases to articulate Company policy consistent with and in light of testimonies of other Company witnesses and legal and regulatory principles and considerations. Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

ABOUT THE ROLE
This role is responsible for analyzing and investigating consumer complaints, inquiries, and regulatory actions received directly from Departments of Insurance, Attorney General Offices, other state government offices/departments and consumers for the life and annuities segment. In the role, the individual will take statements from parties involved as necessary, research applicable regulatory/legal requirements and write up a recommendation for resolution or response to the appropriate authority for review by Senior Counsel, Life & Annuities. This role will also be responsible for reviewing, approving, and monitoring the use of various outbound communication channels, including marketing materials, sales literature, social media posts, and other promotional content, to ensure adherence with applicable state and federal regulatory requirements and guidelines.
Primary Responsibilities
- Analyze and investigate consumer complaints, as well as inquiries and regulatory actions received directly from Departments of Insurance (DOI), Attorney General Offices, or other state government offices/departments or federal agencies involving a life segment business unit, a life or annuity product, a marketing practice, or any allegation of wrongdoing involving the aforementioned.
- Regulatory Compliance Knowledge: Stay up-to-date with changes in insurance regulations; NAIC Models; SEC/FINRA rules, regulations, and announcements; FTC rules; TCPA developments including enforcement and litigation; CAN SPAM Act; and robo-dialers requirements/prohibitions to ensure internal materials remain up to date. This includes tracking new developments and technologies impacting the life segment.
- Review and Approval of Outbound Communications for the life segment: Review and approve outbound communications materials including traditional sales and marketing materials, leads materials, social media, recruitment pieces, mass email generation, agent or consumer event marketing materials to ensure compliance with state insurance regulations and various regulatory requirements, including those from SEC/FINRA, CMS, FTC, Leads, TCPA, CAN SPAM, and robo-dialers requirements/prohibitions; exercise independent judgement when reviewing and approving communication materials.

**JOB SUMMARY:**
Research, compile, analyze, and provide support for regulatory filings related to new and emerging technologies, supports the development of innovative regulatory recovery strategies and new pricing mechanisms (including for large customer rate determinations and new customer options), utilizes quality assurance/peer reviews, provides documentation and analysis of rate issues, consults appropriately with other organizations within the Company, supports rate case and policy development as directed by management.
**JOB DUTIES/RESPONSIBILITIES:**
Primary job responsibilities are to provide high performance professional support in varied technical activities including but not limited to:
+ Consult collaboratively with jurisdictional Regulatory Affairs and other internal teams to support emerging technology-related rulemakings and growth-related efforts through the development of regulatory recovery strategy models, pricing of new customer options, RIM tests, large customer pricing models, and other analysis to determine optimal regulatory strategies around these business opportunities and affecting successful regulatory reviews and approvals.

+ Perform research and analysis to evaluate potential rate design solutions to address emerging and changing market conditions (large customer additions, DSM, MISO, and other changes) and/or customer issues.
+ Provide detailed analysis and review of rate filing documents developed to support Operating Company requests regarding new and emerging technologies and new products, services, and utility offerings, including related work papers and supporting schedules.
+ Document and assist in the interpretation of regulatory order filing requirements.
+ Perform quantitative analysis of Entergy rate schedules to evaluate customer bill impacts for multiple customer classes from residential to large industrials, which requires the ability and knowledge to prepare, understand, and review tariffs and tariff calculations which collect utility costs (e.g., non-fuel, energy efficiency, environmental, and new product offerings);
