With little or no supervision, this position is responsible for providing support to Northern Natural Gas departments regarding the application of rules on various project development activities and assisting in the development of innovative approaches in assessing the regulatory boundaries of current and new business activities. Responsibilities
Prepares and coordinates the timely and accurate preparation of all certificate filings.

Notifies management of the implications of Federal Energy Regulatory Commission proposals or actions related to construction or operation of facilities.
Develops strategies to negotiate and resolve issues with shippers, state commissions, marketers, brokers, end users and producers.

Qualifications

**Job Summary**
Works with cross functional teams to plan, prepare, research, analyze, litigate, implement regulatory strategies and plans with each state's regulatory team to meet cost recovery objectives to ensure rates that are competitive, profitable, and comply with regulatory policies and guidelines.
Within this environment, the Regulatory Analyst will support accurate, timely and innovative regulatory initiatives, including but not limited to: regulatory rate case filings, compliance filings, tariff filings, regulatory asset accounting, data analysis, and utility capital structure. The Regulatory Analyst will support working relationships with Legal, Financial Planning, Accounting, etc., to meet corporate, regulatory strategic initiatives.
**Essential Functions**
+ Work with various NiSource operating company management teams to develop strategies and work plans that will ensure timely recovery of costs that are included in base rates and approved recovery mechanisms.
+ Support analytical studies that provide alternative approaches and recommend regulatory strategies that maximize the operating companies; ability to generate revenues and provide for timely recovery of costs while optimizing the return on invested capital.
+ Prepare testimony and exhibits to support regulatory applications; analyze intervenor testimony to formulate responsive testimony and assist with cross-examination strategies; prepare data request responses during general rate cases and other petitions; and assist with support required during Commission hearings.
+ Timely and accurate development, interpretation and input of approved rates into customer billing system.
+ Verification that customers' bills are correctly calculated.

JOB SUMMARY/PURPOSE
Provides support for the Regulatory Affairs team and assists in the development and execution of regulatory filings before the Public Utility Commission of Texas (PUCT), including transmission and generation certification proceedings, base rate and rider proceedings, compliance reporting, and rulemaking proceedings. Performs research and compiles and analyzes data. Supports the creation, tracking, and development of the company's business plan. Helps devise regulatory and legislative strategy and monitors utility issues across federal, state, and local governments. Supports stakeholder engagement campaigns and strategies to track outreach and build support for regulatory initiatives. Advocates for company or industry initiatives before the PUCT and Texas Legislature as needed.

Accomplish assigned project and process work to support the preparation of regulatory case filings and reports under the supervision of case manager, including working collaboratively with other departments across the Entergy organization. Position Description
