Force Management and Requirements Analyst

Macdill Air Force Base, Tampa, FL

The Force Management and Requirements Analyst assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the operations directorate task area. The position's primary mission involves advising the COMUSMARCENT in all matters pertaining to current and future operations and organizing, directing, and controlling USMC operations in the USCENTCOM AOR. The operations directorate handles force requirements and coordinates Global Force Management needs with the Service and USCENTCOM, overseeing training, readiness, personnel recovery, and force protection, and ensures all necessary actions are aligned for both current and future operations. The Force Management and Requirements Analyst directly supports services for MARCENT through management of staff and maintenance of compliancy with requirements to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Force Management and Requirements Analyst will perform the following duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provide Force Management Analysis services.
  • Support MARCENT in the handling of Global Force Management (GFM) Issues. GFM includes, but is not limited to; record keeping, historical requirement management, requirement review, requirement generation, and requirement analysis.
  • Conduct appropriate coordination to identify capabilities, align requirements for Relief in Place/Transfer of Authority (RIP/TOA), and draft guidance for the force.
  • Maintain a SharePoint page tracking all requirements and authorities for force deployment.
  • Identify the strategic, operational, and tactical level implications and requirements supporting the latest arrival date (LADs).
  • Develop detailed Deployment Information Messages (DIM) for all USMC inbound forces NLT 90 days prior to deployment.
  • Ensure that all Universal Needs, (deliberate, urgent, joint) are nested with the GFM process for personnel resourcing and management.
  • Manage, staff, and track emerging requirements and Universal Needs and make appropriate recommendations to the G3 for validation.
  • Develop recommended briefing products for presentation to CENTCOM and Service GFM conferences for approval by the MARCENT G-3.
  • Ensure that all GFM related taskers from USCENTCOM and the Service with USMC GFM equity are staffed within MARCENT within the within the prescribed timeline.
EDUCATION
  • HS diploma or equivalent required.
EXPERIENCE
  • Minimum ten years of military experience.
  • Experience in force management, including handling GFM issues, managing requirements, and supporting deployment operations.
  • Experience in requirement generation, review, and analysis, with a focus on aligning requirements with operational needs and capabilities.
  • Experience in coordinating and drafting deployment information messages, managing deployment timelines, and handling Relief in Place/Transfer of Authority (RIP/TOA) processes.
CORE SKILLS/COMPETENCIES

Required Knowledge, Skills and Abilities
  • Have expert knowledge in the impacts to GFM of reserve force employment.
  • Strong skills in analyzing and managing force requirements, including identifying strategic, operational, and tactical implications.
  • Ability to develop detailed Deployment Information Messages (DIM), briefing products, and other documentation in a clear and concise manner.
  • Strong analytical abilities to review and manage emerging requirements, make recommendations, and align requirements with the GFM process.
  • Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.), particularly maintaining and managing SharePoint pages for tracking requirements and authorities.
  • Strong written and verbal communication skills desired.
WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus.

  • Travel is required.

The primary responsibilities of the requirement analyst will be managing and prioritizing the product backlog and developing detailed requirements, stories, and tasks. To accomplish this, you will work with the market product team to define and document product and feature requirements; liaise with the customers of the platform to ensure that issues and defects are triaged, prioritized, and remediated; collaborate with other Requirement Analysts to manage release coordination activities and partner for value delivery.

Key Responsibilities:
Requirements Definition & Analysis: Develop crisp product and feature scope documents that can be used to drive product specifications and architecture, ensuring a clear understanding of product objectives and priorities for the product owner and development team.
Backlog Management: Work with the product manager to prepare and prioritize the product backlog to ensure efficient workflow and alignment with the product vision and business value.
Stakeholder Communication: Keep clients and collaborators informed on product status and lead product release plans, setting expectations for new functionalities.
Project Management & Dependency Oversight: Provide active leadership in mitigating impediments, ensuring governance for change management, leading adjustments to the plan, and managing dependencies to facilitate successful completion of Release/Sprint Goals.
Drive the team culture to a relentless desire for process improvement including being ready to accept feedback and quickly adjust course accordingly.
Participate in executing technical and/or cross-functional project work.
Understand customer needs through literature review, customer interviews, direct observation, and competitive analysis.
Translate customer needs into software engineering requirements, product brief documents and feature brief documents into specific product, packaging and process specifications.

Skills & Experience:
Bachelor's degree in Computer Science, Information Technology or a similar field
Master's Degree Preferred
3-5 years of experience in Requirement Analyst, Product Owner, Product Manager or related roles is required
3-5 years of experience working with PaaS or SaaS products
Strong understanding of cloud computing, APIs, and developer tools.
Demonstrated ability to utilize work management software such as Jira, Azure Dev Ops, or Aha!
Demonstrated ability working within an agile software development environment
Effective communication and collaboration skills.

The TraCSS system will operate 24 hours per day, 7 days a week.

Responsibilities:

  • Develop a TraCSS systems requirements management plan that describes the framework for requirements development, tracking, change control, and tool implementation. Deliver the plan for government review within 30-days of task start.

  • Recommend a Requirements Management Tool and then deploy the government approved tool within 45-days of task start with a full tool implementation within 90-days.

  • Submit Requirements Documentation that is complete and accurate

  • Maintain Requirements Traceability Matrix. Mapping contractor and team artifacts to requirements for verification. Requirements mapped to contractor deliverables and test artifacts.

  • Participate in the Software Engineering Review Boards as the requirement systems engineering expert, reporting to the designated Government Project Lead (GPL) on the status of all requirements, and identifying issues related to requirements completeness and fulfillment.

  • Maintain a software DevTest pipeline that addresses operational needs as well as the integration of third-party SSA vendors.

  • Monitor development and test activities working with the TraCSS System Integration (SI) contractor.

The system will store data from the Department of Defense (DoD), NOAA, commercial SSA data providers, commercial and civil satellite Owner/Operators (O/O), and select international civil partners. The TraCSS system will operate 24 hours per day, 7 days a week.
**Responsibilities:**
+ Develop a TraCSS systems requirements management plan that describes the framework for requirements development, tracking, change control, and tool implementation. Deliver the plan for government review within 30-days of task start.
+ Recommend a Requirements Management Tool and then deploy the government approved tool within 45-days of task start with a full tool implementation within 90-days.
+ Submit Requirements Documentation that is complete and accurate
+ Maintain Requirements Traceability Matrix. Mapping contractor and team artifacts to requirements for verification. Requirements mapped to contractor deliverables and test artifacts.
+ Participate in the Software Engineering Review Boards as the requirement systems engineering expert, reporting to the designated Government Project Lead (GPL) on the status of all requirements, and identifying issues related to requirements completeness and fulfillment.
+ Maintain a software DevTest pipeline that addresses operational needs as well as the integration of third-party SSA vendors.
+ Monitor development and test activities working with the TraCSS System Integration (SI) contractor.
+ Work with the TraCSS Presentation Layer (PL) vendor to ensure operational needs and appropriate user feedback is incorporated into updates.
+ Apply a strong understanding of various testing techniques, including unit, integration, system, and regression testing.
+ Elicit requirements from product owner.
+ Authoring Business and Functional requirements as user stories.
+ Assist with prioritization and resolution of defects / bugs.
+ Identify, document, analyze, and work closely with the development team to resolve issues in software and testing processes.
**Required Qualifications:**
+ Bachelor's degree in Computer Science, Engineering, or a related technical field.
+ 5-7 years of professional experience in software development, testing, and requirements management.
+ Understanding of the concepts of DevSecOps.
+ Demonstrated experience with agile development methods and practices (e.g., Scrum, Kanban).
+ Strong understanding of the Software Development Lifecycle (SDLC) and testing methodologies.
+ Experience with maintaining and optimizing DevTest pipelines.

L3Harris - Aerojet Rocketdyne's Defense Hypersonics Systems Analysis (SA WPB) department in West Palm Beach is an integral part of the Defense Systems Engineering discipline. The Defense WPB SA department supports Hypersonic and High-Speed Air-breathing propulsion research, experimentation and development of multiple configurations for multiple Prime contractors primarily for the RocketShop business area.
Defense SA WPB is seeking an experienced engineer for a full time position to support programs at the West Palm Beach, FL campus. This engineer would report to the Manager of Systems Engineering, Analysis and Verification located in WPB. The Systems Analysis Engineer will work with senior engineers within Systems Analysis Engineering to conduct cycle and engine matching analyses to analyze engine data to develop an understanding of component level performance and its relationship to overall engine performance. The engineer will perform these analyses for both steady-state and transient engine operating modes. The engineer will use test data to validate and update system simulations as required to enable accurate predictions of engine operating states. The engineer will work in a team environment to develop digital engine control logic and schedules to support Program development activities.
Essential Functions:
+ 40% - The systems analyst primarily will perform advanced concept thermodynamic design of air-breathing engines to define propulsion cycles that meet functional vehicle requirements. During the development activities of these propulsion systems, the systems analyst will primarily conduct performance analyses and evaluate the steady state and transient operation of these propulsion systems. Duties may include development of conceptual/preliminary designs and perform trade studies of significant, complex, innovative and advanced propulsion and technology systems to meet customer requirements. Create concepts of operation, requirements development, and initial system architectures for advanced concepts. Develop and use integrated propulsion system models for sizing, performance, and analysis including NPSS propulsion performance models, MATLAB/Simulink, ModelCenter, computer aided design (CAD) tools, trajectory analysis tools, Python, C/C++, SysML, and FORTRAN. Duties may include evaluation of ground test and flight data to determine engine health and conformance to performance requirements.
