An Overview
The At-Will Residential Counselor provides direct support services to individuals with intellectual disabilities in a residential program, completes assessments, and writes daily progress notes and incident reports. The Direct Support Professional (DSP) supervises the daily living activities of individuals in a group home setting and guides residents in the development and implementation of their person-centered plans. The Residential Counselor will perform job duties within the framework of Departmental Policy, City of Alexandria Administrative Regulations, State of Virginia Human Rights guidelines, applicable State Policies/Guidelines and accepted best practices guidelines.
What You Should Bring
The Residential Counselor will have good knowledge of large household coordination and maintenance; Good knowledge of the nature of mental illness, intellectual disabilities, or developmental delay and the role of residential support services; Empathy with the problems of people with mental illness, intellectual disabilities, or developmental delay; Ability to identify behavior which indicates movement toward a crisis situation; Ability to plan and supervise the work of clients; Ability to instruct clients in basic living skills and to identify progress and learning requirements; Ability to obtain the cooperation of clients in difficult situations; ability to understand the needs and abilities of mentally ill or intellectual disabled citizens; and the ability to communicate clearly and effectively, both orally and in writing.
The Opportunity
- Completes all applicable assessments documents to develop individualized service plans.
- Writes progress notes on computer system.
- Maintains clinical records following all applicable licensing and Medicaid regulations.
- Instructs and guides residents in the completion of tasks to ensure the development of skills and confidence, and monitors, evaluates and records resident's performance through written progress notes.
- Monitors medication management of residents by observation and reporting medication concerns to treatment team and/or supervisor.
- Assist residents in planning recreational and educational activities.
- Identifies and responds to personal emergencies and crisis with referral to appropriate community resources and treatment team.
- Participates in treatment team meetings.
- Reports all maintenance issues of the facility.
- Assists residents in preparing meals, house cleaning and laundry.
- Completes grocery shopping.
- Transportation of residents in City vehicles.
- Complete other duties as assigned by supervisor.
- Performs related work as required.
About the Department
The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.
Minimum & Additional Requirements
High School Diploma or GED plus completion of post-high-school training/education pertaining to behavioral health, medical health, substance abuse and/or mental health; at least one year of direct work experience with individuals served by the specific program where the position is located (Intellectual Disability, Mental Illness, and/or Substance Abuse/Dependence); or an equivalent combination of experience and training which provides the required knowledge, skills and abilities. Employees in this class must possess a valid driver's license issued in the state of their residence.
Preferred Qualifications
Possession of a Bachelor's degree in a social science field. At least one year of experience working with individuals suffering from mental illnesses and/or substance abuse disorder. Basic computer skills are necessary. Certified by The Virginia Board of Counseling as a QMHP-A.

The Residential Counselor or Direct Support Professional (DSP) will supervise the daily living activities of individuals in a group home setting and guide the individual in developing and implementing their person-centered plans. The Residential Counselor will perform duties within the framework of Department Policy, City of Alexandria Administrative Regulations, State Regulations, Human Rights guidelines, and applicable State Policies/Guidelines and accepted best practices. Must be available to work varying shifts, including evenings, overnights, and weekends.
The Residential Counselor will have some knowledge of supporting adults with developmental disabilities that promote individual choice, community integration, and self-determination. Some knowledge of person-centered practices, universal language, and positive behavioral supports. Some knowledge of using strategies/techniques to facilitate the development of meaningful relationships, community connections, and recreational and social activities; Ability to establish and maintain effective working relationships with clients, their families, and co-workers; Ability to communicate clearly and effectively both orally and in writing. The Opportunity
- Supports residents in developing and implementing an individualized service plan that reflects person-centered practices.
- Instructs and guides residents in the completion of tasks to assist with the development of skills in the completion of daily living skills and tasks, including personal hygiene; house cleaning, laundry, managing finances; planning social and leisure activities, grocery shopping, preparing meals, making healthy choices for health, nutrition, and safety; and accessing the community; transporting residents in a city vehicle.

- Technical Proficiency: Proficiency in MS Office Suite, including Word, Excel, PowerPoint, and Outlook.
Education & Experience:
- Preferred: Bachelor's degree in Gerontology, Human Services, Social Work, Psychology, Sociology, or a related field.
- Experience Considered: Candidates with relevant work experience will be considered.
- Preferred Experience: Experience working with diverse groups of seniors and disabled individuals.
Compensation:
Actual base salary considers several factors including but not limited to geography, job-related knowledge, experience, and budget. The start of the salary range is typically associated with the minimum experience required.
The role is considered non-exempt (Part-Time, 32 Hours/Week) may be eligible for overtime pay in accordance with federal and state law. The anticipated base pay range for the position is $22.50 per hour.

POSITION SUMMARY:
The Social Service Assistant’s primary duty is to assists the Social Service Designee with all aspects of the Social Services program.
RESPONSIBILITIES/ACCOUNTABILITIES:
1. Assist residents with daily psychosocial needs as indicated by room visits and interviews.
2. Attend and assist with family counsel meetings.
3. Attend and assist with resident interviews and documentation of resident’s concerns using corporate concern forms.
4. Assist Social Service designee with implementation of communication boards, and other necessary quality of life issues.
5. Attend rehab meetings and assist with appropriate areas as assigned.
6. Keep accurate, updated, organized records after every client visit to ensure that there are no undocumented breaks between treatments or visits.
7. Answer questions about benefits that are available to individuals, or refer them to the correct organization to get help.
8. Discuss benefits like child care, food stamps, housekeeping, sanitation and money management to determine needs versus wants.
9. Review and submit reports regarding any problems with a customer or a supervisor.
10. Get together weekly with supervisor to brainstorm and come up with ways to improve programs for individual families within the community, and to determine better ways to serve citizens.
11. Interview family members or individuals to obtain a complete family history to more closely determine which services are appropriate and needed.
12. Oversee group activities on a daily basis and run meetings when a social worker can’t be present.
13. Performs other related duties as required.
