Department Overview
Director, Global Technology - Resource Strategy & Optimization
Reporting to the Sr. Director of Global Technical Resourcing Optimization, this strategic leadership role is at the forefront of transforming how McDonald's attracts, engages, and deploys top-tier technical talent across global markets. The Director will partner closely with Global Technology Tower Leaders to architect and implement resource optimization strategies that align with business priorities and drive value outcomes at scale.
Functioning as an internal transformation consultant, this role demands a blend of strategic foresight, analytical rigor, and consultative influence. The Director will serve as a trusted advisor to senior stakeholders, delivering expert analysis, data-driven insights, and actionable recommendations that elevate talent acquisition and workforce planning. Success in this role requires a proven ability to lead complex, cross-functional initiatives, communicate with clarity and impact, and foster innovation in a dynamic, global environment.
Responsibilities
Global Resourcing Strategy and Optimization
+ Spearhead global demand management and workforce planning strategies, leveraging data-driven insights to shape accurate forecasting across each Global Technology (GT) tower.
+ Establish the foundational framework for a scalable, future-ready resourcing function that evolves with organizational needs and market dynamics.
+ Strategically plan for a diverse mix of talent across geographies-balancing in-house capabilities with outsourced partnerships and aligning ongoing demand with resource supply.
+ Define and champion the "art of the possible" in technical resourcing, introducing innovative approaches to match talent supply with business demand in agile, cost-effective ways.
+ Maintain a macro-level perspective on operational and financial implications of resourcing decisions, advising on which roles should be strategically retained in-house versus those better suited for external delivery.
Program Oversight and Execution
+ Provide strategic oversight for complex, cross-functional programs with a focus on execution excellence, risk mitigation, and measurable outcomes.
+ Demonstrate a deep understanding of the organizational impact of decisions, proactively assessing implications across Global Business Services (GBS), Global Technology (GT) towers, Talent Attraction, Global People, and global offices.
+ Partner closely with GBS to align strategic priorities, uncover operational challenges, and co-develop solutions that are both practical and scalable.
+ Translate complex data and stakeholder input into clear, actionable recommendations that support informed decision-making at the executive level.
+ Apply disciplined program management methodologies to lead initiatives from planning through execution-ensuring scope alignment, timeline adherence, and quality delivery.
Cross-Functional Stakeholder Management
+ Serve as a strategic advisor and thought leader, guiding cross-functional teams with insights that align enterprise-wide priorities and drive cohesive execution.
+ Orchestrate collaboration across Global Business Services (GBS), Global People, Global Finance, and the Vendor Management Office (VMO) to ensure alignment on resourcing strategies, operational plans, and value delivery.
+ Manage hiring outcomes against plan by partnering with Talent Attraction and GBS, ensuring local nuances are addressed-particularly in emerging or expanding global locations.
+ Provide advisory support to senior leaders on resource allocation-balancing cost optimization with strategic investment to ensure the right capabilities are in place where they matter most.
+ Foster a culture of transparency, accountability, and shared ownership across stakeholder groups to drive execution discipline and long-term success.
Knowledge Transfer, Business Case Management, and Value Realization
+ Develop and execute tower-level resourcing strategies that balance talent mix, cost efficiency, and long-term value creation.
+ Partner with Finance and leadership to ensure disciplined budget management and alignment to business case objectives-monitoring progress, identifying risks to value realization, and escalating issues proactively.
+ Drive business case accountability by tracking key performance indicators, validating assumptions, and ensuring outcomes are aligned with strategic goals.
+ Lead the design and implementation of structured knowledge transfer plans, incorporating diverse formats such as documentation, workshops, and shadowing to ensure seamless transition and continuity.
+ Facilitate collaboration between outgoing and incoming teams to minimize disruption and accelerate ramp-up, ensuring operational readiness.
Qualifications
+ 10-15 years of progressive experience in technology strategy, resourcing, and enterprise transformation within complex, global organizations.
+ MBA or equivalent advanced degree strongly preferred; background in top-tier management consulting or enterprise transformation roles is highly desirable.
+ Proven ability to lead cross-functional initiatives that align technology resourcing with broader business strategy, delivering measurable value and operational efficiency.
+ Deep understanding of global capability center ecosystems, with hands-on experience in markets known for technology talent hubs.
+ Demonstrated ability to influence senior stakeholders and drive alignment around new strategies, operating models, and ways of working.
+ Experience developing and managing business cases for technical resourcing, including value realization tracking and productivity improvement metrics.
+ Strong financial acumen, with a track record of disciplined budget management and the ability to partner with Finance to ensure alignment with strategic and operational goals.
+ Skilled in crafting and delivering enterprise-wide messaging and communications to support the rollout of global resourcing strategies.
+ Working knowledge of the operational, legal, tax, and real estate considerations involved in establishing and scaling global technology centers.
+ Experience with building or managing multi-country legal entity structures or trading companies for technology or shared services is a plus.
+ Demonstrated ability to lead and develop small, high-performing teams focused on delivering strategic outcomes.

The expected salary range for this role is 168,350 - 218,860 per year

The **Director, Resource Management** (DRM) is a key liaison across multiple functions in Global Development (GD) providing comprehensive resource management and strategic workforce planning for GD functions with respect to current programs as well as supporting the future planning portfolio. The DRM will supervise and coach two resource managers on the team. To be successful, the DRM will need to have an in-depth understanding of pharmaceutical development, GD functional roles, responsibilities and work effort. The DRM will be an expert in industry standard resource management tools and respective reporting tools to provide key insights regarding capacity, workforce planning, and resource estimates. The DRM will be confident in producing ad-hoc scenarios to support business development and alternative development pathways. The DRM will drive a team across all functional areas in GD to ensure cross-functional consistency and harmonized business processes. The DRM will promote the adherence to RM processes and the delivery of high-quality resource planning, capacity management, tracking, and forecasting of functional resources.
**In a typical day, you will:**
+ Serve as the key interface and point of contact between Resource Management (RM) and partner functions (i.e. resource liaisons) for the review and assessment of functional resource strategies including the assessment of available resources against requirements and confirmation of resource plans with functional leadership.
+ Work with partner functions to ensure that study, project, and program assumptions are current and resource utilization is optimized.
+ Partners with applicable functions to design, develop, implement, and update algorithms in the RM tool used in resource demand forecasts.
+ Direct other RMs assigned to additional functional areas to ensure cross-functional consistency for resource and headcount management.
+ Assist partner functions with capacity management providing support for annual headcount planning and ensuring data quality for the quarterly budget reforecast activities.
+ Deliver regular and ad-hoc resource reports, including forecasted resource demand, capacity, gap analyses, and FTE planned vs. actuals that provide clear insights needed for decision making.
+ Act as Subject Matter Expert (SME) in Resource Management and Global Development Resource Capacity Planning for assets, programs, and studies.
+ Provide leadership and operational support for resource management processes including active resource management, capacity planning, and strategic workforce planning.
+ Work with the Data Analytics (DA) team to design reports to help identify trends and develop metrics and analytics around resourcing and to develop functional and portfolio resourcing benchmarks and metrics
+ Conduct portfolio and program level scenario analyses. Models impact of changes in assumptions on resource estimates.
**This role may be for you if you have:**
+ Bachelor's Degree required and 12+ years' experience in Biotech/Pharmaceutical/CRO, including, but not limited to, Early and Late Development functional areas. Or a Master's Degree (MS/MBA) and 10+ years of relevant experience may be considered.
+ Experience designing, developing, and implementing algorithms in biopharma is required.
