Overview
The Senior Electrician performs advanced and lead level work in the maintenance and repair of electrical equipment and circuits for the City and its departments and facilities. Participates in the installation, replacement, and maintenance of electrical circuits and equipment.
Essential Functions
1 Oversees and participates in the inspection, testing, and troubleshooting of electrical equipment, lighting, and power circuits for the City and its departments and facilities; develops and implements plans and specifications for maintenance and electrical renovation projects.
2 Estimates time and material used on projects; reviews the layout of electrical wiring to ensure compliance with specifications and electrical codes.
3 Advises, leads, and trains staff and participates in the work performed by other electricians; counsels or assists employees, and communicates performance metrics.
4 Inspects electrical systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair to ensure compliance with electrical codes.
5 Maintains records and prepares reports on repairs and service to equipment; reads and interprets blueprints of electrical diagrams to determine location of equipment and conformance to building and safety codes.
6 Plans, implements, and oversees the installation of electrical systems; plans long-range electrical maintenance programs and communicates standards to crews and electricians.
7 Verifies and approves materials and supplies; plans and conducts training programs for assigned employees or staff.
8 Performs any and all other trades work as needed or assigned.

Job Duties
STATEMENT OF ESSENTIAL JOB DUTIES
- Assess inmates and determines proper custody level, presenting risk factors, violence potential, special needs, program needs and life safety issues; conducts assessments through face-to-face interviews, review of official records, data bases, and contacts with other professionals to ascertain prior and present in-custody behavior, criminal history, current offense information, and special needs factors such as medical and mental health.
- Assigns inmate housing within facilities and custody alternatives based on custody level, risk factors and special needs.
- Periodically conducts reassessments of inmates and adjusts custody level based on changes in behavior, legal status and special needs.
- Monitors inmates that must be kept separate from other inmates and ensures safety and protection of all parties.
- Maintains detailed electronic and paper files and documentation regarding inmate behavior, custody level, risk factors, housing/program assignments and special needs for inmates on assigned caseload or program.
- Creates, presents for approval, oversees implementation and reviews administrative segregation and behavior management plans for inmates who present a danger to the safety and security of the facility.
- Screens inmates for placement to inmate work status such as inmate worker module, minimum security facilities, work release, home detention, work program and other alternatives to incarceration.
- Conducts inmate discipline hearings within the scope of department policies, applicable laws, rules, and codes.
- Reviews inmate requests (KITES) and responds within the scope of department policy and procedure.
- Provides Notary Services to inmates as needed.
- Refers inmates to in-house and community resources/programs as necessary and appropriate, based on needs.
- Advocates on behalf of inmates with other department staff, courts, and criminal justice agencies regarding issues such as delayed release, property, conflicts, etc.
- May conduct needs assessment of inmate population to determine appropriate in-house programs and/or community resources to be made available to inmate population; facilitates inmate access to programs; leads, teaches and/or facilitates classes, programs, and seminars with groups of inmates; cultivates and develops partnerships with social service agencies, non-profits, community groups, religious organizations and individuals; educates and trains department staff regarding various programs available to inmates.
- May be assigned to coordinate the inmate grievances.
- Responds to inquiries from attorneys, other agencies, and families regarding inmate welfare.

Minimum Qualifications
Two (2) years of current, paid, full time work experience at Snohomish County Corrections or three (3) years of current, paid, full time work experience in a detention center comparable to the size of the Snohomish County Corrections. Must have experience with inmate management systems, including knowledge and experience with reviewing criminal history, behavioral history, booking history, disciplinary history, and housing history. High School diploma or G.E.D. certificate. Must be a United States citizen, a lawful permanent resident, or a deferred action for childhood arrival (DACA) recipient as per RCW .

Employee in this classification reports to the Corrections Classification Supervisor or Community Corrections Lieutenant. WORKING CONDITIONS
Work is performed in a maximum security jail facility or minimum security facility. As these facilities are operated 24 hours per day / 7 days per week, employees in this class may be required to work shifts including days, evenings, and nights including weekends and holidays.

MINIMUM REQUIRED RATING
The minimum required final earned rating shall be 70. Whenever two or more competitors have equal final earned ratings, their names shall be arranged on employment or promotional lists in the order of their performance on the written tests; provided, however, that when such arrangement fails to resolve a tie, the order on the lists shall be the same as the order in which their applications were time-stamped in the Division of Human Resources or by seniority within state service. DEFINITION OF VETERANS CREDIT (RIGL § 36-4-19)
The names of all persons attaining the minimum final earned rating established by the personnel administrator shall be placed upon the employment list in the order of their ratings; provided, however, that there shall be added to the final earned ratings of examinees who are veterans in competitive tests for entrance into the classified service, but not for promotion in the service, who receive at least the minimum required final earned rating as stated in the public notice, service credits amounting to five (5) points for veterans or service credits amounting to ten (10) points for disabled veterans. On all employment lists, the letter "V" shall be placed opposite the name of each veteran as defined in chapter 3 of this title, who, by reason of his or her final earned rating, is entitled to have his or her name placed on an employment list, and the letters "DV" shall be placed opposite the name of each disabled veteran, as defined in chapter 3 of this title, who, by reason of his or her final earned rating is entitled to have his or her name placed on the list.

PROMOTIONAL EXAMINATIONS (RIGL § 36-4-22)

Promotion lists shall remain in effect for a period of three (3) years or until exhausted or until combined with or replaced by a more recently prepared list. An employee who is not on the promotional list shall be eligible to take the promotional examination for the position the employee occupies.
ADDITIONAL POINTS (RIGL § 36-4-31)
Any employee who holds temporary or provisional status for at least twelve consecutive months in the class in which (s)he is serving and who takes the appropriate examination for the position shall receive in addition to his/her test score five additional points for each year of state service, which shall be added to his/her test score, provided however, that in no case shall an employee receive credit for more than four years of service. An employee who holds temporary provisional status for at least twelve consecutive months in the class in which (s)he is serving and is found to be reachable for certification to the position (s)he holds shall be appointed to the position unless the appointing authority certifies to the Personnel Administrator that said individual's service has been unsatisfactory.

Required Qualifications for Appointment
Education: Possession of a Bachelor's Degree from an accredited institution of higher learning in Social Work, Psychology, Sociology, Human Services, Criminal Justice and;
Experience: 2-3 years of full-time employment in a private or public agency in the field of human services casework with experience assessing and working with families and providing direct services in the community related to child welfare, child safety and child well-being.

MINIMUM REQUIRED RATING
The minimum required final earned rating shall be 70. Whenever two or more competitors have equal final earned ratings, their names shall be arranged on employment or promotional lists in the order of their performance on the written tests; provided, however, that when such arrangement fails to resolve a tie, the order on the lists shall be the same as the order in which their applications were time-stamped in the Division of Human Resources or by seniority within state service. Where practical, determination by seniority shall have preference.
DEFINITION OF VETERANS CREDIT (RIGL § 36-4-19)
The names of all persons attaining the minimum final earned rating established by the personnel administrator shall be placed upon the employment list in the order of their ratings; provided, however, that there shall be added to the final earned ratings of examinees who are veterans in competitive tests for entrance into the classified service, but not for promotion in the service, who receive at least the minimum required final earned rating as stated in the public notice, service credits amounting to five (5) points for veterans or service credits amounting to ten (10) points for disabled veterans. On all employment lists, the letter "V" shall be placed opposite the name of each veteran as defined in chapter 3 of this title, who, by reason of his or her final earned rating, is entitled to have his or her name placed on an employment list, and the letters "DV" shall be placed opposite the name of each disabled veteran, as defined in chapter 3 of this title, who, by reason of his or her final earned rating is entitled to have his or her name placed on the list.
"War veteran" means any veteran of any conflict war, undeclared war or contingency operation who has earned a campaign ribbon or expeditionary medal for his or her service, in these operations, as noted on acceptable military documentation. The war veteran must have been honorably or generally discharged from the armed forces of this nation.
"Veteran" means a person who served on active duty for other than training for a period of more than thirty (30) days and was discharged or released there from with other than a dishonorable discharge; or was discharged or released from active duty because of a service-connected disability; or served as a member of the national guard or reserve forces and served a minimum of twenty (20) years of honorable service in the national guard or reserve forces, has received a certificate of retirement and has been honorably or generally discharged from the national guard or reserve forces.

PROMOTIONAL EXAMINATIONS (RIGL § 36-4-22)
A person is eligible for promotional examination provided the employee is currently employed in the classified, unclassified, or non-classified service as of the official closing date of the examination announcement or twenty one (21) calendar days prior to the administration of the first phase of the examination, whichever is later, and meets one or more of the following requirements; (a) any employee who holds or within three (3) years has held permanent status in the classified service; (b) any employee who is serving in a probationary period as of the official closing date of the examination announcement; (c) a minority (as currently defined in federal employment law as Blacks, Hispanics, American Indians including Alaska Natives, and Asians including Pacific Islanders) who is a qualified exam applicant seeking entry to a classification where there is a manifest imbalance in the job category; or (d) any employee who has served twelve (12) months service in the classified, unclassified, or non-classified service and, in addition, meets the minimum requirements established in the class specification. Promotion lists shall remain in effect for a period of three (3) years or until exhausted or until combined with or replaced by a more recently prepared list. This section shall not apply to the Rhode Island State Police or the Legislative Branch of state government. An employee who is not on the promotional list shall be eligible to take the promotional examination for the position the employee occupies.
ADDITIONAL POINTS (RIGL § 36-4-31)
Any employee who holds temporary or provisional status for at least twelve consecutive months in the class in which (s)he is serving and who takes the appropriate examination for the position shall receive in addition to his/her test score five additional points for each year of state service, which shall be added to his/her test score, provided however, that in no case shall an employee receive credit for more than four years of service. An employee who holds temporary provisional status for at least twelve consecutive months in the class in which (s)he is serving and is found to be reachable for certification to the position (s)he holds shall be appointed to the position unless the appointing authority certifies to the Personnel Administrator that said individual's service has been unsatisfactory.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit. The selected attorney will be required to assess litigation risk and provide litigation support to the Department of Justice. As a General Attorney, you will perform the following duties at the full performance level:
- Represent the United States Government in removal proceedings before immigration judges, frequently involving applicants for asylum or for other forms of relief under immigration laws;
- Provide expert legal counsel in the interpretation of highly complex immigration and customs laws including comprehensive and in-depth knowledge of statutory, regulatory and case authorities;
- Prepare cases for litigation by conducting legal research; prepare pleadings, motions, briefs, stipulations, affidavits, and other legal documents;
- Prepare witnesses for litigation; conduct direct examination and cross examination; present oral arguments advancing ICE's legal position; negotiate the disposition of cases with opposing counsel; and advise the Chief Counsel and/or Deputy Chief Counsel on cases potentially warranting deferred action or other exercise of prosecutorial discretion;
- Construct litigation reports for United States Attorney's Offices on civil matters pending in the federal courts involving ICE, and serve as liaison between Department of Justice's Office of Immigration Litigation and the local Enforcement and Removal Field Office on immigration matters pending in the Circuit Courts of Appeals;
- Provide legal advice and support to the other ICE components and litigation support to United States Attorney's Offices in immigration and/or customs matters. The position also involves appellate advocacy before the Board of Immigration Appeals, including the preparation of briefs and other pleadings.
- You must successfully pass a background investigation and drug screen for federal employment.

- You may be required to serve a two-year trial period, if the requirement has not been met.
- You must be an active member in good standing of the bar of a U.S. state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
- Full annuity and full Federal salary.
