An employee in this class is responsible for negotiating rights of way acquisitions for the construction of highways, bridges and maintenance facilities. Duties include: planning and moderating public hearings concerning land acquisition, reviewing ownership documents, valuating property and damages to property, negotiating with owners and preparing deeds or easements in acquisition. The work is performed under the direction of assigned supervisory staff.

Job Description
Kimley-Horn is looking for a Right-of-Way (ROW) Designer with at least 5 years of experience and demonstrated expertise in OpenRoads Designer (ORD) to support an expanding ROW Design and Acquisition practice in Lehi, Utah (UT)! This role will play a critical part in delivering technically sound ROW plans for DOT-led transportation projects.
The ideal candidate will be a self-directed producer capable of developing full ROW plan sets with minimal oversight. In addition to production responsibilities, this individual will serve as a technical resource (generating redlines as part of their own QC review) and supporting overall team efficiency, mentoring junior staff, and maintaining plan quality.
This is not an entry-level or training position. The selected candidate must be ready to take ownership of assigned work, resolve design challenges independently, and contribute meaningfully to project deadlines and quality standards from day one.
**Responsibilities**
+ Produce accurate and detailed ROW plans using OpenRoads Designer (ORD), including parcel takes, access control, and legal tie-ins
+ Interpret alignments, survey files, legal descriptions, and existing ROW data to create compliant and clear plans
+ Conduct independent QC reviews of ROW plans and generate redlines to ensure technical accuracy and completeness
+ Coordinate with surveyors, acquisition agents, and project managers to integrate updates and resolve issues
+ Provide task direction and hands-on training to junior designers and CAD staff to elevate production quality and consistency
+ Apply and help maintain DOT standards, project workflows, and file management practices
+ Work efficiently across multiple projects with overlapping deadlines, balancing production speed with accuracy
+ Communicate clearly with team members and proactively raise issues, design changes, or task coordination needs

**What's the role**
As a Right of Way Technician, you will execute physical response to One Call excavation tickets in accordance with the SPLC Pipeline Inspection & Maintenance manual. You will also identify external threats to pipeline integrity and provide recommendations for mitigation. The role requires the ability to communicate well at all levels in the organization and strong discipline.
**What you'll be doing**
Your role is considered an "individual contributor" position; however, there will be situations where it is necessary to lead contractors, inspectors and field personnel in the execution of ROW excavation and maintenance work. Additionally, much of the work is self-driven; teamwork is a must within this group. You will be on a team supporting the pipelines, stations, and other pipeline facilities within the assigned geographic area. Generally, these activities include Damage Prevention, Emergency Response, documentation, and DOT inspections, and participating in Public Awareness activities. The role requires the ability to communicate well at all levels in the organization and strong process discipline.
Duties will include, but are not limited to:
+ Complete Permit to Work documents as needed
+ Perform all work in a safe manner to achieve Goal Zero
+ Ensure all physical conditions and ROW activities comply with State, Federal, and Shell regulations

+ Responsible for completing PL-746 form to document all exposed piping and communicating with other staff to update alignment drawings
+ Respond to ROW emergencies immediately and complete necessary documents
+ Responsible for maintaining and managing physical condition of ROW, which includes but not limited to evaluate vegetation status, maintaining ROW markers and signage, reporting obstruction and encroachments on ROW, identify and coordinate washout repairs
+ Communicate with Air Patrol to respond to reports of encroachment or activity by 3rd parties on ROW
+ Responsible for Public Awareness activities on ROW; including maintaining contact and relationships with Landowners and Emergency Responders and attending community awareness events
+ Actively support and participate in the LEAN processes, audits, inspections, and other Pipeline Initiatives
+ Complete and stay in compliance with all required Federal, State, and Local regulations and Operator Qualification, Measurement Policies & Procedures, and HSSE training and standards

**What we need from you**

The base salary range for this position is $84, 000 - $126, 000 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

We are seeking a **ROW Engineer with PE license** to join our Chattanooga, TN team! Come join us!
**Job responsibilities include but are not limited to:**
+ Attend field reviews/meetings to provide comments to plans, site visits prior to ROW field reviews.
+ Attend public meetings, check titles (prepare title check letters), assist agents/property owners with plan reading for offers and closings, plan change requests (submit and track progress for plan accuracy).
+ Review and provide comments for LPA projects as it relates to the row plans, attend PGIs, assist State Attorney General's office with condemned tracts, testify in court on condemnation tracts when necessary, review legal descriptions and prepare ROW exhibits.
**Minimum Qualifications:**
+ Professional Engineer licensed in Tennessee, or ability to obtain
+ Experience developing plans for purpose of acquiring ROW for a DOT, and for TDOT preferred
+ BSCE degree or equivalent
+ Experience coordinating with drainage, ROW, utilities, and environmental preferred
+ Experience producing ROW plans preferred
+ Reading and interpreting roadway and ROW plans preferred
+ Experience with QAQC of roadway and ROW plans preferred
**Technical requirements:**
+ Requires good oral and written communication skills and presentation skills. Must be able to write clearly and prepare reports & correspondence.
