**Overview**

The mission of the Environment, Health, Safety and Security (EHS&S) Division is to minimize risks, assure compliance with regulatory standards, and promote a culture of safety, health, and environmental stewardship. 
EHS&S focuses on reducing environmental impact, promoting employee health, preventing workplace incidents, and safeguarding physical and information security. The Worker Safety and Health Program is seeking a motivated and experienced leader to head our Safety Systems Engineering team. This is a full-time, onsite position requiring a commitment to a Monday through Friday work week. The successful candidate will work in a dynamic and collaborative environment, supporting cutting-edge science and contributing to a vital safety program.
**Responsibilities**
This is a unique opportunity to play a pivotal role in supporting cutting-edge science by leading and enhancing our worker safety engineering programs. The ideal candidate will demonstrate a strong commitment to fostering a robust safety culture through both leadership and active demonstration.
Key areas of focus include:
+ Lead and manage the Safety Systems Engineering team, including fire protection engineering, pressure and ventilation systems, safety systems, electrical safety, and cryogens.
+ Establish and implement worker safety engineering programs, ensuring the highest standards of safety for employees, visitors, vendors, and subcontractors.
+ Provide direct technical assistance in identifying, evaluating, and controlling workplace hazards.
+ Conduct thorough quality reviews, assessments, analysis, and hazard mitigations.
+ Interface effectively with staff and management at all levels, as well as external stakeholders including DOE-PNSO
+ line management and Environmental Safety & Health (EHS&S) staff.
+ Champion a strong safety culture through active participation, mentorship, and effective communication.
+ Lead process safety conversations and conduct a variety of safety-related analysis.
This role involves developing and implementing Worker Safety & Health (WS&H) programs, with an emphasis on compliance to regulations such as 10 CFR 851 and NFPA codes. The Safety Systems Engineering Manager will lead a team of specialists, including:
+ Fire Protection Engineers (FPE)
+ Mechanical Engineers (ME) specializing in ventilation and pressure safety
+ Electrical Safety Subject Matter Experts (SME) / Delegated Authority Having Jurisdiction
Responsibilities:
+ Develop and Implement Safety Programs: Lead, implement, and assess comprehensive worker safety and health (WS&H) programs.
+ Lead and Mentor a High-Performing Team: Provide technical leadership and professional development to a team of engineers and specialists, offering coaching, mentorship, and fostering their career growth.
+ Hazard Identification and Risk Management: Establish systems and procedures to identify, evaluate, and control workplace hazards, conducting risk assessments and recommending mitigation strategies throughout the product lifecycle.
+ Analysis and Assessment: Lead and conduct various safety analyses, assessments, and evaluations of system designs, modifications, operations, and procedures to identify and mitigate potential hazards.
+ Compliance and Regulatory Affairs: Verify adherence to all applicable federal, state, and local laws, regulations, codes, and standards related to to the Safety Systems Engineering Program, including DOE Orders and Standards.
+ Stakeholder Engagement: Effectively interface and collaborate with staff and management at all levels, internal and external customers (including DOE-PNSO line management and EHS&S staff), and regulatory bodies.
+ Quality Assurance and Improvement: Drive continuous improvement in safety programs and processes by monitoring performance, analyzing incidents, and implementing corrective actions.
**Qualifications**
Minimum Qualifications:
+ BS/BA and 10 years relevant experience -OR-
+ MS/MA or higher and 8 years of relevant experience
Preferred Qualifications:
+ Demonstrated leadership and management experience, with the ability to coach, mentor, and develop a technical team.
+ In-depth knowledge and experience with DOE Orders and Standards related to engineering and safety.
+ Expertise in conducting qualitative and quantitative hazard analyses, risk assessments, and evaluating activities to mitigate safety hazards.
+ Excellent written and verbal communication skills, with the ability to effectively communicate with diverse stakeholders and present complex information.
+ Strong analytical, problem-solving, and critical thinking abilities.
+ Ability to work effectively in a team environment and foster a culture of open communication and collaboration.
+ Knowledge of applicable codes and standards in common use at DOE (NEC, CFR, ASME, NQA-1, IBC, IEBC, IEEE, NFPA, etc).
+ Experience using the PNNL system Lab Assist.
**Additional Information**

**Position Specific Description**
This position is essential for ensuring the fire safety compliance and effectiveness of utility-scale battery energy storage systems (BESS). As the Fire Safety subject matter expert (SME), you will play a critical role in reviewing safety reports, approving fire safety designs, and guiding adherence to relevant codes and standards. This includes engagement with national and local fire institutions and first responders, educating various stakeholders on BESS fire safety, and ensuring standardized safety measures across all company projects. You will also participate in industry committees, fostering the advancement of fire safety standards for battery energy storage systems. This is considered a critical support role to the Energy Storage Engineering team.
**Job Duties and Responsibilities:**
+ Act as a Fire Safety subject matter expert (SME) for utility-scale battery energy storage systems (BESS).
+ Review all UL 9540a reports from cell-, module-, and up through unit/installation-level, and provide direction.
+ Analyze, approve, and offer guidance toward the fire safety system designs of BESS manufacturers and projects.
+ Review, provide feedback, and offer guidance for all project- and product-level designs regarding BESS safety and code compliance, ensuring adherence to all applicable codes and standards, including UL, NFPA, and IFC.
+ Oversee all safety analyses for project-level reports, including hazard mitigation analysis (HMA), failure mode and effects analysis (FMEA), heat flux analysis, and computational fluid dynamics (CFD) simulations ensuring that all fire safety requirements are met or exceeded.
+ Initiate and foster relationships with national, state, and local fire institutions and first responders, including Fire Marshalls, Fire Departments, and educational institutions.
+ Travel to local jurisdictions to present BESS and fire safety to first responders, authorities having jurisdiction (AHJs), public utility commissions (PUCs), and community meetings, addressing and educating about the concerns of each stakeholder.
+ Work closely with local firefighters and first responders to educate them about the potential BESS hazards, hazard mitigation, fire safety system designs, sequences of operation, and emergency response/operation plans (ERP/EOPs).
+ Standardize information around BESS fire safety systems throughout the organization, ensuring consistent messaging in every region in which our projects are deployed.
+ Participate in task groups and technical committees for collaboration and direction of the advancement of industry codes and standards pertaining to the safety of battery energy storage systems.

The Job

The Associate Director (AD) - Process Safety Engineering is responsible for leading a team of Process Safety Engineers and ensuring process safety management (PSM) program development, implementation, and maintenance, as well as Process Safety engineering support at the Lilly Lebanon API site, which is comprised of multiple production buildings, storage tank farms, utilities, waste operations, laboratories, and administrative facilities.

The Associate Director - Process Safety Engineering works closely with the Senior Director HSE and the Responsible Process Safety Engineer for PSM technical and directional alignment and is responsible for the productivity, development, and performance management of the Process Safety engineers.

In the project delivery and startup phase of the project the AD - Process Safety Engineering role will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up.

Key Responsibilities for this role include:

Pre-Startup and Startup Phase:
  • Provide collaborative, inclusive, and energetic leadership to ensure support of all aspects of operational readiness and startup, including development and implementation of PSM programs, tools (checklists, guides, etc.), training, coaching, and program audits needed to achieve PSM compliance and a positive site culture.
  • Collaborate with the Senior Director HSE and Responsible Process Safety Engineer to identify and define the necessary capabilities, capacity, and priorities needed to build a Process Safety engineering organization and culture that will operate and support the site to the highest standards of HSE/PSM and operational excellence by leveraging existing Lilly guidelines and incorporating external experiences and knowledge.
  • Collaborate with the project Commissioning and Qualification (C&Q) team to ensure robust PSM-related activities are built into the C&Q program to ensure C&Q and start-up are seamless, safe, and compliant.

The position will be at the forefront of emerging system safety techniques including Model Based Safety Analysis (MBSA) and Model Based Systems Engineering (MBSE) to incorporate ARP4761 and MIL STD-882E safety process.
This position is based at Bell's Ft. Worth, TX headquarters facility.
**What you'll be doing as the FLRAA System Safety Engineering Manager**
* Manage the ARP4761 and MIL STD-882E safety process and provide technical oversight for the System Safety Team.
* Planning, defining and verifying system safety requirements and safety analysis artifacts to ensure design integrity and safety.
* Planning detailed tasks and estimating the budget to execute.
* Manage manpower resources and tools to support the program timeline and deliverables.
* Represent Bell with military/industry at System Safety Working Groups.
* Work within the engineering team to ensure air vehicle safety of flight.
* Influencing air vehicle design to improve system safety features and design.
* Performing Model Based Safety Analysis (MBSA) in coordination with air vehicle Model Based Systems Engineering (MBSE) efforts.
* Developing Fault management techniques to be employed by the system hardware/software to mitigate hazards.
**Qualifications**
**Skills You Bring To this Role**
* Proven analytical and problem-solving skills with the ability to work with cross functional teams in resolving complex highly integrated functional systems problems.
* Direct experience with defense safety process defined in MIL-STD-882 or the civil safety process defined in Society of Automotive Engineers (SAE) ARP-4754 and ARP-4761.
* Experience in the development and execution of System and Software System Safety Program Plans.
* Experience in leading and mentoring engineers performing system safety analyses for a commercial or military development program at an aircraft, system, or sub-system level.
* Management and oversight of supplier Safety Assessment Reports and safety deliverables.
* Proficiency in Microsoft Office.
* Demonstrated Communication Skills needed to brief top-level management, customers and/or large groups on an occasional-to-frequent basis.
* Candidates must be eligible to obtain Secret Security Clearance. **What you need to be successful:**

ELEVATOR INSPECTOR

The Buildings, Safety Engineering, and Environmental Department (BSEED) mission is to provide for the safety, health, and welfare of the general public as it pertains to buildings and their environs in an efficient, cost-effective, user-friendly, and professional manner. BSEED enforces construction, property maintenance, environmental compliance, and zoning codes, which preserve and enhance property values and promote quality of life to make Detroit a preferred place to reside and conduct business.

The Elevator Inspection Team of the Construction Division of Buildings, Safety, Engineering, and Environmental is responsible for, but not limited to the examination and licensing of elevator journeypersons and contractors, inspections of elevators, escalators, and dumbwaiters, wheelchair devices, complaint investigations, and reporting of elevator accidents. The team also approves the registration of elevator licenses and handles elevator code questions.

To all elevator contractors and journeymen licensed by the City of Detroit Buildings, Safety, and Environmental Elevator Division:

As of October 1st, 2019, the Elevator Division has introduced the new 2019 City of Detroit Elevator Code - Article IX, which in accordance with Section 3(k) of the Michigan Home Rule City Act, being MCL 117.3(k) has officially adopted, with Exceptions/Additions, the following Code Requirements.

Under general supervision, inspects freight and passenger elevators and other elevating devices to assure compliance with pertinent codes and city ordinances, approves plans, specifications, and accepted standards and methods of work; and examines plans for compliance with pertinent codes, laws, and ordinances for the approval of applications for permits.

Essential Duties and Responsibilities (may perform other duties as assigned)

  • Inspects elevators, escalators, dumbwaiters, and other elevating devices and their auxiliaries.
  • Witnesses and reports on acceptance tests.
  • Makes inspections of new elevator installations for compliance with approved plans and specifications.
  • Checks safety appliances and investigates their working conditions.
  • Inspects existing elevators and other elevating devices periodically and reports adverse conditions found.
  • Investigates complaints of violations of codes and prepares notices of violations.
  • Appears in court as a witness.
  • Investigates and reports on accidents.
  • Prepares daily activities reports.

Qualifications (required):

  • High school graduation or GED and two (2) years of advanced training in engineering principles and their practical application to the field of elevators, which training may have been secured by the completion of a reputable apprenticeship in elevator repair and new installations.
  • Eight (8) years of experience in the field of construction and maintenance of elevators and other elevating devices and their auxiliaries.

Qualifications (preferred):

  • One (1) year of advanced training in an engineering college.
  • Experience in the inspection and/or supervisory phases of the work.

Licenses, Certifications, and Other Special Requirements:

  • Valid State of Michigan Operator License required. Employees in this class will be required to provide their own automobile for transportation on a reimbursed mileage basis.
  • Employees in this class must hold a City of Detroit Elevator Journeyman License.

  • Ability to interact with tact and courtesy in contacts with workers, supervisors, contractors, owners, and the general public.
  • Ability to prepare and write adequate inspection reports.

Physical Demands

  • Work involves the ability to climb ladders, enter narrow openings and crawl spaces, and move along narrow, exposed platforms and beams.

Work Environment

  • Work involves the ability to work atop elevator cars and in elevator pits beneath elevator cars while the car may be in operation.
