Essential Duties and Responsibilities
Data Connections & Query Development

Report & Dashboard Development
- Translate approved wireframes and specifications into polished, interactive dashboards and paginated reports.
- Implement advanced Power BI features such as drill-through navigation, slicers, bookmarks, and branded visual elements.
- Develop and refine DAX columns and measures to meet emerging requirements.
Operational Support & Performance Management
- Monitor and troubleshoot data refresh schedules.
- Apply performance-tuning techniques, including query folding, incremental refresh, and aggregation tables, to maintain optimal report responsiveness.
Change Control & Release Management
- Document all change requests and enhancements in accordance with VHA’s governance protocols.
- Prepare detailed release notes and maintain a monthly support log for all deployments.
Documentation & Knowledge Transfer
- Create and maintain comprehensive documentation, including:
- Connection configuration guides
- Data dictionaries
- Technical runbooks and architecture diagrams
- Conduct regular workshops and Q&A sessions to transfer procedural and conceptual knowledge to VHA stakeholders.
- Ensure all source code, scripts, configuration files, and Power BI workbooks are tuned over at each milestone and project conclusion.
Minimum Qualifications
- Master’s degree in Computer Science, Statistics, Business Analytics, or a relevant discipline/field of study.
- Minimum 10 years of experience in Business Intelligence, Data Engineering, or related fields.
- Expert-level proficiency in Power BI, DAX, MDX, and T-SQL.
- Strong experience with enterprise data modeling and semantic layer development.
- Proven ability to design and deliver complex dashboards and reports.
- Familiarity with data governance, change control, and release management processes.

Work with business partners to design and deliver a wide variety of BI/Analytic related solutions ranging from initial data acquisition through to end user content and reports.
Perform analysis and document high level requirements, impact analyses, user stories and detailed functional specifications
Create and maintain documentation related to solution requirements, data flow diagrams, data taxonomy, business glossary and data lineage.
Understand data from multiple viewpoints, from an enterprise perspective to a business unit perspective and managing it in such a way that it can be understood and leveraged across the organization.
Define standardized data sets for consumption by data science teams, analysts and BI authors.
Engage with stakeholders to analyze and isolate root cause of data issues and drive data cleansing efforts.
Build reports and visualizations to effectively communicate data driven insights to users for a variety of audiences.
Plan and optimize the BI platforms by determining how best to use existing data analytics, architecture and technology, and where to make improvements.
Clearly and professionally communicate with client and management in gathering requirements and identifying impediments
Provide technical guidance and mentorship to junior consultants in BI best practices.
Engage with business stakeholders to analyze business processes, gather requirements and recommend technical solutions.
Work with strategic client account teams to build senior level relationships and represent the breadth of CGIs BI capabilities
Foster and promote enterprise culture in analytics-driven strategic decision making.
Participate in early-adoption and proof of concept activities as it relates to next generation technologies when appropriate.
Drive process improvements to optimize data integration and content delivery.
Coordinate training and implementation activities and provide user support during initial rollout.
Demonstrate flexibility in meeting the changing needs and priorities of the projects and teams.
Coordinate and assist with User Acceptance Testing, conducting demos, participating in stakeholder reviews, as well as assuming the role of post-release Subject Matter Expert.
TS/SCI clearance with a CI poly
Bachelors Degree or 5+ years direct industry knowledge in BI/Digital Reporting.
Expert knowledge of BI solutions and their component tiers: Data Integration/ETL, Data Warehouses/Marts, Business/Metadata layers, Dashboards/Reports, etc.
A diversity of skills and knowledge of federal financial and procurement management best practices, solutions, innovations, standards and configurations across the federal government.
Superior analysis skills involving data and complex data relationships
Expert knowledge of Cognos, Informatica and Tableau.
Knowledge of UI/UX best practices and visualization techniques needed to develop intuitive, interactive BI and analytic solutions.
Solid SQL query language skills.
Excellent facilitation and presentation skills a must.
Excellent communication skills (oral & written) a must.
Effective diplomacy
Must be able to juggle multiple priorities simultaneously.
Must be able to derive and provide clarity in ambiguous situations where solutions and expectations are not fully known.
Must be able to communicate effectively with a wide range of associates from IT professionals to senior business leaders
Desired qualifications/non-essential skills required:
Experience supporting Momentum solutions as well as expert knowledge with respect to finance processes (internal or external).
Experience and working knowledge of Momentum, Federal Financial Management practices and Financial Operations support.
Knowledge of AGILE methodologies.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $85,800.00 - $185,800.00.

Purpose & Scope:
The Director of Business Intelligence and Integration position will work with Physician Leadership, Nursing Leadership, and other clinical, financial, and operational departments to create a vision and strategy for improving performance by converting data to knowledge. The role will focus on optimizing data management, data security/access, data governance, data integration, and data enrichment both within the Epic environment as well as externally. Furthermore, this position will support the organization by ensuring the relevant roles responsible within the organization have the capability to access relevant and timely metrics to ensure successful adoption of value-based payment models, compliance for reporting of clinical quality measures, and other clinical, quality, operational, and financial optimization efforts. As a resource, the Director of Business Intelligence and Integration will provide industry expertise and leadership, and recruit/oversee managers and technical staff.
The Director of Business Intelligence and Integration will have the responsibility of implementing and maintaining the Epic enterprise data warehouse and associated systems including data visualization and transformation tools, as well as non-Epic tools, systems, and applications.
The Director of Business Intelligence and Integration partners with Information Technology, nursing, medical, financial, quality, and operational leaders to define and lead business and clinical initiatives in inpatient and outpatient clinical areas. This position will collaboratively interface with the CIO, CMIO, CMO, CNO, CFO, Associate Vice Presidents - Patient Care Services (AVPs), Directors, and other individuals responsible for monitoring and optimizing financial or clinical quality measures at Virginia Hospital Center.
Aligns solutions with business and IT strategies and comply with the organizations standards as it relates to system management.
Standardizes and disseminates all reporting processes via utilizing appropriate tools and principles within existing applications.
Coordinates the scoping and understanding of requirements for data conversions of existing data into new and future reporting systems and enterprise data warehouse.
Promote data integrity, governance, access, security, and reliability of data through efficient and reliable reconciliation techniques to the source systems (Epic and non-Epic).
Enhances the reporting and availability of data through the use of dynamic reporting tools and/or integration into the Epic data warehouse.
As the Cogito Project Manager (CPM), serves as the primary point of contact to Epic on all data/reporting/ business intelligence requirements.
Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation, and buy versus build recommendations.
Provide technical and functional leadership to the business intelligence, interfaces, environment management, and application security team. This includes supervising day-to-day maintenance of the systems, ensuring project timelines are met, and overseeing/mentoring staff for the purpose of both their and the institution's benefit.
Education:
Must hold an advanced degree in finance, economics, public health, hospital administration, business, informatics or related fields. This career background will reflect a combination of clinical healthcare experience with a high level of expertise of market-leading hospital business and data analytics systems applications, resulting in a progression to either a leadership role, management position, or comparable consultant role. A cornerstone of this individual's success to date will be a demonstrated ability to function effectively in a highly-matrixed organization and a demonstrated track record of delivering projects that meet end user and organizational needs.
Experience:
Minimum of five years of experience working within the healthcare field; At least two years of experience required in an inpatient setting or comparable position with strong knowledge of clinical workflows, business practice standards, and clinical documentation requirements.
Certification/Licensure:
PMP is preferred.
Epic Certification: application specific to be obtained within six months.
