Major Functions
The County of Volusia is seeking a Business Applications Section Manager for the Information Technology division. This position will be responsible for identifying, designing, and implementing innovative digital solutions that enhance government operations and improve efficiency across departments. The role involves utilizing advanced technologies to rapidly develop custom applications, streamline processes, and drive digital transformation initiatives throughout the organization.

NOTE: The selected candidate must work extended hours when needed to complete critical projects and respond to county emergencies or activations.

Illustrative Duties

  • Manages a service area including personnel (staffing, discipline, hiring, evaluations, and schedules); budget, goals, and priorities; purchasing, etc.
  • Develops and maintains curricula and training records to enhance staff effectiveness through education programs, seminars, cross training, and classes.
  • Participates in developing, implementing, reviewing, and updating Information Technology's overall strategic and tactical plans, goals, priorities, and missions.
  • Develops and provides strategic, tactical, and operational plans for section.
  • Plans, organizes, coordinates, and directs the analysis, procurement, implementation and support of computer systems and services.
  • Develops bid specifications, RFQs, RFPs, and the criteria to evaluate vendor proposals for new products and services.
  • Oversees vendor selection.
  • Serves as a liaison between county and outside communications, software, and computer hardware vendors.
  • Ensures proper functioning of the county's computer systems and keeps hardware and software systems updated to meet organizational needs.
  • Ensures the security and integrity of the county's computer systems and networks.
  • Establishes operating service levels and ensures schedules are met and quality of service achieved.
  • Coordinates activities with other IT section managers to provide a consistent and efficient level of service to the County as a whole or to the various departments.
  • Develops, recommends, and maintains software and hardware standards, guidelines, and procedures for section, division, and county.
  • Designs, plans, and manages complex and specialized technology and non-technology projects to include funding, staffing, resources, and project plans.
  • Remains current on changes in technologies, current trends, and developments in the industry relative to section.
  • Reviews and evaluates new and existing information systems and services; provides analysis to ensure operational and maintenance effectiveness, timeliness, and level of benefit.
  • Analyzes present and future technology needs and issues for county departments; prepares recommendations and specifications accordingly.
  • Reviews solutions on how best to use information technology to solve business problems.
  • Compiles, analyzes, and summarizes information from various sources; prepares reports on applicability of information to the county and makes recommendations.
  • Develops and recommends section budgets and participates in development of the overall division budget; manages and monitors approved section budget.
  • Establishes and maintains section processes for compliance with division and countywide fixed asset tracking requirements.
  • Develops and manages relationships between the County and outside agencies.
  • Provides technical advice to staff, including consulting with staff on advanced coding and technical configuration of systems.
  • Provide technical guidance and architectural direction to development teams while overseeing project delivery.
  • Lead technical decision-making and provide hands-on guidance to engineers while managing team operations and deliverables.
  • Meets with county staff, senior management, officials, and the public to explain various projects and work programs and to report on progress and issues.
  • Represents the County on behalf of Information Technology in negotiations or other official functions.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements
Seven (7) years of experience in Information Systems, Business Administration, Public Administration, or related field in which three (3) of those years should be progressively responsible experience managing computer systems staff, services, and/or operations.
OR
Bachelor's degree in Information Systems, Business Administration, Public Administration, or related field and three (3) years of progressively responsible experience managing computer systems staff, services, and/or operations.
A comparable amount of experience, training, or education may be substituted for the minimum qualifications.

Must possess a valid driver's license at time of hire.
Must possess and maintain a valid Florida driver's license within 30 days of hire.

Our growing traffic team has designed a variety of local projects, from intersection safety improvements to complete street corridor improvements to system interchange reconstruction. You will be a technical expert and leader that can help win and deliver transportation projects for our public agency clients. Candidates should be able to share their experience with others in a way that promotes the development of less experienced staff and improves the performance of the whole team.
Our growing traffic team has designed a variety of local projects, from intersection safety improvements to complete street corridor improvements to system interchange reconstruction. HNTB recently completed a complex system interchange for the I-495/I-90 Interchange Improvements Project in Hopkinton/Westborough/Southborough, as well as developed a comprehensive traffic management plan for the Rehabilitation of I-90 over Foss Reservoir (F-07-045) in Framingham.
**What You'll Do:**
+ Develops, monitors and manages the section's operating budget in support of the group or office operating budget and forecast updates.
+ Responsible for the management, growth and professional development of discipline-specific engineering section. Coordinates section activities establishes priorities and staff to jobs. Ensures staff development, mentoring and training needs are being met. Collaborates with other Sections and Departments within the office on work-sharing needs and opportunities.
+ Supports the implementation of the firm's strategic plan and HNTB's Sophisticated Sales Approach (SSA) process on project pursuits in the Section and office, including development of Section-level strategic planning strategies.
+ Supports the implementation of the firm's contracting (SCA) process through project delivery and contracting activities including scope, work plan and fee reviews for all contracting activities impacting the Section.
+ Supports the implementation of the firm's project delivery (SDA) process including Work Planning, Monthly Project Reviews and other project performance methods to ensure quality work, on time, on schedule, to the client's satisfaction.
+ Assists in marketing responsibilities, including client discovery, proposal generation, interviews, and win-to-work activities
+ Maintains client contacts to ensure client satisfaction
+ Recruits, hires, develops and retains section staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
+ Manages assigned project management activities (project scope, schedule, budget and quality management) and performs technical discipline tasks including research, reports, design, specifications and plan preparation.
+ Performs other duties as assigned.
**What You'll Need:**
+ Bachelor's degree in Engineering with 8 years of practical experience including 2 years of leadership experience.

+ Hiring & developing staff in the group
+ Managing multiple multi-disciplinary projects and/or serving as engineering lead on projects
+ Develops concept-level design solutions for corridors, intersections, and interchanges
+ Interacting with clients regarding projects, technical matters and industry trends
+ Problem-solving on complex transportation and traffic assignments
+ Providing quality control, completeness, and accuracy of engineering review for deliverables
+ Coordinating with HNTB Traffic Group Leaders throughout the Northeast ***
**What We Prefer:**
+ Registered PE in Massachusetts (or ability to obtain in 6 months)
+ Experience with Synchro, Sidra, HCS, and VISSIM
+ 10 years of experience
+ 2 years of supervisory experience
+ Significant breadth and depth of technical experience in traffic analysis and transportation engineering
+ Experience coordinating with other disciplines such as Highway, Environmental and Structural
+ Proficiency delivering projects for MassDOT (additional experience with RIDOT is a plus)
+ Enjoys opportunities to advise and guide staff throughout the design stages, including time devoted to mentoring and growing skills of less experienced staff
