Job Description

The City of Philadelphia is seeking a highly motivated and experienced Information Security Manager - Public Safety to join our team in support of the Chief Information Security Officer (CISO) and the Deputy CIO - Public Safety (DCIO Public Safety). This critical role will be responsible for ensuring the confidentiality, integrity, and availability of our information systems, with a strong focus on compliance with the Criminal Justice Information (CJI) Security Policy and the NIST Cybersecurity Framework. The ideal candidate possesses a deep understanding of security best practices, regulatory requirements, and technical expertise in implementing and maintaining security controls within a public safety context.

Essential Functions:
  • Assists the CISO and DCIO - Public Safety on cybersecurity issues, policies and practices within the OIT 911 and Public Safety functions.
  • Assists the CISO and DCIO - Public Safety in directing and approving security system designs within the OIT 911 and Public Safety functions.
  • Maintains relationships with other localities, state and federal law enforcement and other related government agencies including the Pennsylvania Emergency Management Agency and PEMA 911 advisory board.
  • Schedules periodic security audits and works with outside consultants as appropriate for independent security audits.
  • Implement and maintain security controls in accordance with CJIS Security Policy and the NIST CSF framework, specifically tailored for public safety environments.
  • Conduct regular security assessments, vulnerability scans, and penetration testing to identify and mitigate risks.
  • Develop and maintain security documentation, including System Security Plans (SSPs), Security Assessment Reports (SARs), and Plans of Action & Milestones (POA&Ms).
  • Respond to security incidents and implement corrective actions.
  • Monitor security logs and alerts to identify suspicious activity and potential threats.
  • Collaborate with IT teams and public safety personnel to ensure secure system configurations and deployments.
  • Provide security awareness training to employees, with a focus on public safety specific threats and vulnerabilities.
  • Participate in security audits and compliance reviews.
  • Perform risk assessments and identify mitigation strategies.
  • Evaluate and recommend security tools and technologies suitable for public safety environments.
Qualifications
  • Completion of a bachelor's degree program at an accredited college or university, which has included major course work in computer science, information science, system analysis, software engineering, or a closely related field.
  • Minimum of eight years of work experience, which must include at least three years of direct IT security-related experience, including exposure to the NIST Framework.
  • Experience performing information security risk assessments including identifying threats, vulnerabilities, and risk.
  • Experience with Vulnerability Management programs.
  • Experience working with common information security tools including Endpoint Detection and Response, network filtering technologies (Web, DNS), Identity and Access Management solutions, and SIEM technologies required.
  • Experience managing a team of professionals and demonstrated project management skills.
  • Knowledge and familiarity with CJIS Security Policy and NIST 800-53 rev. 5 framework.
  • Valid Certified Information Systems Security Professional (CISSP ) credential, such as CISSP-ISSAP, CISSP-ISSEP or CISSP-ISSMP, is preferred but not required.
  • Should have experience with planning, auditing, and risk management, as well as contract and vendor negotiation.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.


Additional Information

Salary Range: $110,000 - $120,000

Job Description

Under the direction of the Security Leadership, this position is responsible for adhering to established policies and procedures to protect the hospital from theft and damage; provides protection for patients, visitors, Associates, and medical staff; investigates and quells disturbances; restrains patients upon proper direction and assistance of medical/clinical staff.

Responsibilities:

  • Investigates/quells hospital incidents and disturbances to maintain patient, visitor, and employee security.

  • Completes descriptive reports for supervisory personnel.
  • Notifies appropriate city officials (police and fire) and prepares descriptive reports for supervisory personnel.
  • Performs regular perimeter and internal patrols of the hospital buildings and grounds to assure protection of patients and property and to prevent the entry of unauthorized persons into the hospital.  These patrols are both on foot and mobile.
  • Conducts investigations into incidents of hazardous conditions, reported theft, criminal activity, and any other security or safety issues as reported.
  • Monitors the access control system, fire and duress alarms, and the security video system.
  • Controls traffic as necessary to always assure access for emergency vehicles and access for patients and visitors accordingly.
  • Controls traffic as necessary during incidents and for helicopter transports.
  • Maintains security of restricted areas by checking and locking doors according to pre-set schedules or as required by special circumstances.
  • Provides escorts for staff to their vehicles as requested.
  • Delivers deceased bodies to the morgue and releases same to authorized persons in accordance with established policies.
  • Responds to all emergency codes in accordance with department specific guidelines.
  • Alerts the department Manager of any activities or deviation from departmental standards that may require disciplinary action or follow-up.
  • Enforces all hospital policies and procedures as directed.
  • Officers must display a competent and professional service image yet be approachable and service minded at all times.
  • This image should encourage people to freely ask for assistance or convey information that may allow the officer to prevent problems or reduce exposure of the hospital to damage or loss.
  • Conduct contraband searches for patient and employee safety as needed.
  • Monitor individuals or situations to ensure patient and employee safety as needed.
  • Oversees staff parking permit process, and monitors compliance per established policy and procedure.
  • Performs other related duties as assigned.

This position is full-time, 80 hours per pay period, evening shift, 3:00 p.m. to 11:30 p.m. with alternating weekends and holidays.

Qualifications

Required:

  • High-school diploma or GED
  • Successful completion of IAHSS Basic exam within 90 days of hire
  • Maintain IAHSS Basic certification
  • Current Basic Life Support certification through American Heart Association within 9 months of hire
  • Successful completion of Northwestern Medicine Defensive Tactics in Healthcare within 6 months of hire
  • Interpersonal and communication skills necessary to interact effectively with a variety of individuals, including employees, medical staff, patients, visitors, law enforcement and other outside agencies
  • Writing skills necessary to complete reports and paperwork that meets departmental standards.
  • Valid driver’s license.
  • Physical ability and knowledge of how to operate a motor vehicle.
  • Physical Demands Requirement:

Job Description

At Houston Methodist, the Supervisor Public Safety/Security position is responsible for overseeing day-to-day Public Safety/Security department operations and emergent activities of staff that provide safety and security for staff, patients and visitors of Houston Methodist. This position supervises daily shift activities including reviewing staffing levels to ensure compliance with facilities coverage. In addition, the Supervisor, Public Safety/Security position serves as the next higher level of reporting for department customers, regularly inspects on-site and off-site posts and facilities, investigates incidents and/or customer complaints and compiles data for accurate reporting. This position is the subject matter expert for normal department operations, acts as management in the absence of manager or director. Other duties for the Supervisor, Public Safety/Security position include, but are not limited to, performance improvement activities, directing and managing staff during normal and emergency operations, and actively participates as a member of department management to achieve operational goals.
The supervisor position responsibilities include overseeing the daily work activities of the work unit/department staff, ensuring quality, productivity, functional excellence and efficiency. This position trains and supervises staff while maintaining adequate staffing levels and budget compliance. The supervisor position contributes to staffing decisions such as hiring, coaching and counseling employees on work related performance. This position assists in the development and implementation of policies and procedures to ensure a safe and effective work environment. Other duties for the supervisor position include participating in performance improvement activities, as well as providing support for department management to achieve operational goals. This position may also perform staff duties and responsibilities as needed.
**PEOPLE ESSENTIAL FUNCTIONS**
+ Participates in management responsibilities of selection, scheduling, supervision, retention, and evaluation of employees in the department. Provides development and mentoring of staff. Ensures that all department staff are properly trained and comply with all policies and procedures. Assists with meeting or exceeding threshold goal for department turnover.
+ Consults with department leadership on coaching/corrective counseling and staff performance to achieve desired outcomes. Conducts new hire feedback sessions and provides recognition/commendations, as appropriate.
+ Creates and maintains an environment of collaboration by role modeling teamwork within the department. Effectively interacts within and between departments ensuring seamless flow of information/communication. Role models clear and professional communication to facilitate problem resolution to achieve mutual understanding. Teaches others to critically think by verbally expressing rationale for decisions and follows up consistently.
+ Meets or exceeds threshold goal for department and/or system metrics on employee engagement indicators.
**SERVICE ESSENTIAL FUNCTIONS**
+ Oversees daily department operations, schedule and activities. Sets priorities and functional standards, giving direction to staff as necessary to ensure the best possible delivery of service and high customer/patient satisfaction.
+ Organizes the workflow, proactively problem solves, anticipates needs, and manages multiple ongoing priorities. Provides reports to management of needs, issues to be addressed, and all important information necessary to ensure department success. Serves and actively participates on various committees as directed.
+ Monitors staff security responses to expected and emergent situations. Responds and remains on-site throughout duration, as needed. Supports and educates patients, visitors and HM staff in filing appropriate paperwork associated with security related issues.
+ Ensures that daily security operations are conducted in accordance with HM security management plan, department policies and procedures. Proactively monitors the environment to ensure the safety and security of not only HM patients, guests, and staff, but all assigned physical property.
+ Leads and maintains high customer satisfaction while providing the highest level of safety and security to patients, visitors, staff and assets.
**QUALITY/SAFETY ESSENTIAL FUNCTIONS**
+ Ensures a safe and effective working environment; assists in monitoring and/or revising the department safety plan and/or any specific accreditation/regulatory agency required safety guidelines.
+ Uses and optimizes information systems to enhance operations; participates in performance improvement and data management/analysis functions as directed.
+ Employs a proactive approach in the optimization of positive outcomes by monitoring and improving the department workflow, supporting peer-to-peer accountability, and identifying solutions via collaboration. Role models situational awareness, using teachable moments to improve safety. Participates in investigations as a result of the root cause analysis process as assigned by manager.
+ Monitors self and ensures employee compliance with policies, procedures, and System HR Standards of Practice and performs associated actions upon non-compliance (i.e., focal point review requirements, disaster plan, inservices, influenza immunization, wage and hour, standard hours, timely termination submission, timely timecard approval, etc.).
+ Accurately communicates and/or generates and completes reports by recording occurrences, information, observations, surveillance activities and conducting witness interviews. Prevents loss and damage by reporting irregularities, informing violators of policy and procedures.
+ Facilitates and participates in training, drills and actual events according to policies and procedures. Responds immediately to all emergency codes and takes action appropriately.
**FINANCE ESSENTIAL FUNCTIONS**
+ Assists in the management of essential and non-essential department expenditures to achieve financial target through optimization of productivity, supply/resource efficiency, minimizing incidental overtime and overtime percentage, and other areas according to department specifications.
+ Manages staffing needs including scheduling, time off requests and time keeping.
+ Maintains oversight of required security equipment, its purchase or maintenance, to ensure proper functionality. Utilizes and maintains HM and department equipment according to manufacturer specifications.
**GROWTH/INNOVATION ESSENTIAL FUNCTIONS**
+ Implements change, demonstrating the ability to motivate employees and follow through to ensure change in behavior has actually occurred. Supports Houston Methodist and department goals and vision. Identifies industry trends and implements innovative solutions for practice or workflow changes to improve department operations.
+ Develops skills of team members and continually assists with improving competencies, performance and outcomes. Fosters a positive and constructive teaching environment by engaging staff/team members in learning opportunities that are valuable and in alignment with business objectives. Conducts conversations with staff on their development and My Development Plan (MDP).
+ Seeks opportunities to identify self developmental needs and takes appropriate action. Ensures own career discussions occur with appropriate management. Completes and updates MDP on an on-going basis.
+ Implements actions that promote a workplace safety culture and proactively prevents workplace violence.
+ Offers innovative solutions through participation in performance improvement projects and activities. Participates and is an active member in various Security/Safety programs and may participate on committees and task forces.

**EDUCATION**
+ High School diploma or equivalent education (examples include: GED, verification of accredited homeschool equivalency, enrollment or completion of post-secondary education, etc.)
+ Associate's degree preferred
**WORK EXPERIENCE**
+ Five years of experience in a security, military or law enforcement related field, three years' which demonstrates progressive leadership responsibility

+ IAHSS-B - Certified Security Officer-Basic (IAHSS) within 90 days **OR**

The Public Safety/Security Dispatcher position assists internal and external customers with service requests of routine and emergent natures. This position handles emergency situations requiring a high degree of reliability, accuracy, flexibility, critical thinking skills, and proper documentation in stressful situations. The Public Safety/Security Dispatcher position effectively communicates in a manner consistent with a customer service focus.

**SERVICE ESSENTIAL FUNCTIONS**
+ Processes requests for service from incoming phone and radio calls, faxes, and printouts by dispatching, coordinating and tracking.
+ Receives and dispatches security to all emergency alarms. Monitors CCTV, safety, security access and emergency management systems; and coordinates routine and emergency responses.
+ Completes necessary logs, reports, and documentation of service requests, incidents, and other required information according to established guidelines.
+ Contacts appropriate management staff for unusual circumstances in a timely manner to maintain a high level of patient safety and satisfaction. Maintains confidentiality of sensitive information and informs management of pertinent issues.
+ Provides assistance for emergency situations, including security rounding.

+ Monitors, operates, and responds to fire, elevator, and security alarms. Responds to hospital codes, alerts and other emergency situations and takes appropriate action.
+ Follows all safety rules while on the job. Reports accidents promptly and corrects minor safety hazards.
