Job Description
Lockheed Martin is seeking an experienced Personnel Security Representative to work in conjunction with the Personnel Security team processing SCI/SAP program support paperwork. As a Personnel Security Representative, you will be responsible for collaborating with internal and external stakeholders for SCI/SAP programs, focusing on delivering exceptional service to our customers. You will also aid in identifying areas for process improvement and automation, leveraging your technical expertise to implement innovative solutions and enhance the overall efficiency of our personnel security operations.
Key Responsibilities:
- Collaborate with the Personnel Security team as well as internal and external Program Management to ensure program nominees are submitted correctly and in a timely manner to best support the SCI/SAP Program.
- Process and submit Foreign Travel to SCI/SAP customers to aid in the support of timely reporting mandates set by the customer(s).
- Become a SME (Subject Matter Expert) on Adverse Reporting for SCI/SAP customers. Aid Lockheed Martin employees in timely and accurate reporting.
- Assist SCI/SAP customer adjudicators with setting up in-person employee interviews.
- Help coordinate "Eyes-Only" meetings between SCI/SAP customers and Lockheed Martin employees.
- Develop and maintain established relationships with SCI/SAP customers.
- Identify areas for process improvement and automation, and work with the team to implement innovative solutions to enhance efficiency and customer satisfaction.
- Stay up-to-date with industry trends, Personnel systems, applying this knowledge to improve personnel security processes and procedures.
**Basic Qualifications:**
- Active Top Secret/SCI clearance required with ability to pass a Polygraph
- Knowledge of personnel security, with a focus on SCI/SAP programs and ICD 704 regulations
**Desired Skills:**
- Experience processing personnel security, with a focus on SCI/SAP programs and ICD 704 regulations
- Technical understanding of CWAN, Scattered Castles, TALON, and other personnel security systems

+ Assist the government in developing and applying security measures to programs during all phases of a program's lifecycle. May draft security documents that instruct program participants on how to implement official security policy.
+ Provides advice and assistance regarding a range of security issues and concerns to government and program security officers in different geographical locations
+ Analyzes data, applying protection criteria and making appropriate classification decisions about the information in question.
+ Conduct continuous assessments of security procedures and recommend improvements.
+ Makes decisions about how data and policies about classification should be applied. Interacts with both internal and external clients to satisfy their needs regarding information, personnel and program security issues.
+ Assist with the hands-on, consultation, analysis performance and execution of multi-disciplined SAP, SCI and Collateral security functions to effectively support the SAP Security Division's mission.
**Minimum Qualifications:**
+ A High School diploma and 8 years in a related security function with at least 5 years of senior level multi-disciplined security experience providing technical support to Special Access Programs (SAP), Sensitive Compartmented Information (SCI), Collateral security oversight and management functions to support the DOE mission.
+ In-depth and/or expert knowledge of SAP, SCI, and Collateral security requirements in areas of program planning and management, physical, personnel, information, communications, and operations security.
+ Implement Executive Order 13526, DOE O 472.2 ADMIN CHG 1, Personnel Security; DOE O 471.5, Special Access Programs, and SAP specific Program Security guidance that explain the processes, metrics, and QA approach to ensure current clearances; timely reinvestigations; and information is accurately updated and maintained in the centralized SAP Personnel Access database system.
+ Multidisciplined with strong Policy implementation experience.
+ Must be capable of incorporating security policies and procedures based on a keen ability to interpret and apply the guidance of Executive Orders, Public Laws, Intelligence Community Directive (ICD) series, DOE Orders and Directives, National Industrial Security Program Operating Manual (NISPOM), and DoD Special Access Program Security Manuals 5205.07 Volumes 1-4.

Job Description
Marathon TS is looking for a Personnel Security Represnetative to support our efforts at DISA.
Responsibilities include:
• Be capable of independent decision-making, possess a high degree of individual initiative and organizational skills, and function with minimal supervision
• Manage personnel security matters associated with SCI and SAP security programs
• Maintain applicable SCI and SAP directives, regulations, manuals, guidelines, and instructions
• Ensure conformance with established security guidelines; provide timely feedback and status upon request track, summarize, and report the status of various documents and projects
• Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, and SAP policy
• Plan, coordinate, and confirm logistical support (transportation, badges, security clearance paperwork, audio-visual support, and etc.) for meetings
• Participate in team self-inspection activities
• Verify and update Program Access Rosters
• Prepare and maintain personnel security files (PSFs)
• Prepare, transmit, and receive visitor access requests (VARs); verify visitor clearances
• Assist the program manager with annual program access validations.
• Provide guidance and oversight to defense contractors.
• Prepare, review and coordinate DD 254s
• Provide day-to-day security management and oversight of the SAPFs/SCIFs.
• Review Fixed Facility Checklists (FFCs) and make corrective recommendations
• Implement all applicable requirements to maintain Facility Intrusion Detection Systems (IDS)
• Maintain all required facility paperwork and accreditations and coordinate tests, inspections, and repairs of program facilities
• Ensure proper handling and marking of classified materials
• Assist with the Security Awareness and Education program; reviews inspection results to correlate training products and priorities
• Monitor security incidents
• Execute special projects as required
