Job Description
This position will assist Marine Corps Deputy Commandant for Information ICD 705 Task Force (TF) across all phases to assist receiving units to prepare their classified programs, oversee and document construction, and establish and operate the completed and accredited ICD 705 Sensitive Compartmentalized Information Facilities (SCIFs) and Special Access Control Facilities (SAPFs).
**Responsibilities include but are not limited to:**
+ Assist the on-site Task Force Site Security Manager (SSM) document delivery of materials, construction during site preparation, structure assembly, and installation of all mechanical, electrical and information technology components.
+ Assist on-site SSM and Task Force plan and securely transport structures or structure modular segments to receiving units.
+ In accordance with ICD 705 technical requirements and other relevant DIA and Navy policies and guidance, assist on-site SSM and Task Force maintain oversight of on-site construction activities and best practices for security and personal protection/safety.
+ In accordance with ICD 705 technical requirements and other relevant DIA and Navy policies and guidance, assist on-site SSM and Task Force provide organized documentation (including construction photos from program provided assets) and feedback capable of supporting respective Authorizing Official (AOs) decisions.
+ Assist on-site SSM and Task Force preparation or updates of formal security paperwork in support of accreditation.
+ Assist on-site SSM and Task Force support receiving units with their preparations for the processes and policies required to maintain a SCIF/SAPF.
+ Transition into personnel and physical security support to effectively operate the accredited facility in accordance with all directives, policies, and best-practices.
**Minimum Qualifications:**
+ Bachelor's degree and at least 5+ years' security experience operating or constructing ICD 705 facilities. A total of 8 years experience required without a degree.
+ Ability to perform 5% travel; ability to travel to Marine Corps locations - e.g., MCAS Miramar CA or MCB Camp Pendleton CA.
+ Experience with MS Word.
**Preferred Qualifications:**
+ Experience with ICD 705 SCIF/SAPF construction and SCIF and/or SAPF security oversight.
+ Formal instruction on construction of ICD 705 structures.
**Clearance Requirements** **:**
+ Must hold a current active TS with the ability to obtain and maintain a TS/SCI security clearance.
**Physical Requirements:**
+ Ability to maintain construction security oversight in outdoor environment; walk (with personal protective equipment) to inspect and document delivery of components and assembly/construction of structure.

**Responsibilities:**
+ Conducting comprehensive reviews of: DISS (Defense Information System for Security), soon to be NBIS (National Background Investigation Services), in association with DoD Manual Vol 2 requirements.
+ Provide support to personnel clearance actions and on issues of personnel eligibility and "need-to- know" factors within the organization.
+ Maintain specific program guidance relative to security disciplines and ensure the complete protection of all sensitive program components.
+ Support all unit personnel security education and training programs.
+ Support compliance with directives, regulations, and operational instructions that enforce national level and DoD policy and guidance regarding the administration and maintenance of SCI.
+ Support the implementation and administration of local procedures for processing requests for security clearances for military, civilian, and industry personnel. Initiate request for personnel security accesses consistent with directives.
+ Ensure that requests for security clearances are screened and verified, and that all necessary forms and documentation have been completed before processing for clearances. Monitor DISS (soon to be NBIS) security database for clearance status updates.
**Other Duties Include:**
+ Coordinate personnel for indoctrinations into SCI.
+ Compose and maintain personnel security files with relevant information pertaining to SCI clearances.
+ Prepare Transfer-in-Status (TIS) clearance messages for personnel requiring access at gaining/losing units.
+ Implement appropriate SCI standards as well as provide thorough briefings on local procedures.
+ Provide guidance on appropriate classification of information, to include document as well as visual aid/slide show review.
+ Support Government investigations of security violations and identify appropriate corrective actions.
+ Coordinate courier duties and perform escort duties.
+ Coordinate incoming/outgoing visit request and maintain annual visit notification requests.
+ Maintain records and inventories of badges and keys/codes.
+ Perform ancillary day-to-day security activities pertaining to facility security to include but not limited to lock-up and changing cipher combinations.
+ Responsible for updating JADE (Joint Access Database Environment) with change in status of cleared personnel.
+ Prepare written reports of facility surveys and inspections.
**Minimum Qualifications:**
+ Must have an Active **Top-Secret** clearance with SCI access; applicant must maintain clearance in active status. Clearance investigation close or Continuous Evaluation (CE) date must be no more than 4 years 6 months at the time of application. Note: US Citizenship is required to maintain an Active US Government Clearance.
+ Minimum 5 years' experience in personnel security regulations, policies, and programs. A general overall knowledge of personnel security concepts, methods, practices, and procedures as is required for daily management of SCI billet program.
+ Minimum 5 years of comprehensive experience and practical knowledge of SCI Security Principles and Procedures. Active Security Professional Education Development (SPED) certification.
+ Operational experience with DISS (soon to be NBIS) to perform day to day taskings such as processing visit access requests, updating personnel access, and initiating an investigation.
+ In-depth knowledge of building, accrediting, and managing SCIFs across various government agencies. Ability to prepare Fixed Facility Checklists for client.
+ Extensive knowledge and experience with DoD Manual Vol 2, National Industrial Security Program Operating Manual (NISPOM), Information Security Oversight Office (ISOO).
+ Experience with confidentiality requirements related to sensitive personal information, clearance investigations, OSI files, as well as the procedures, which must be followed to protect the information.
+ Thorough understanding of security training concepts, programs, procedures, and practices that aid and assist program managers in complying with established security programs in accordance with DoD Manual series.
**Other Requirements:**
+ This is a non-remote, 100% on-site position, which may occasionally include working outside of normal business hours, including weekends and holidays to support an urgent customer need.

The Cyber Security Support Technicians will provide unit level support for the development, management, and maintenance of the Local Information Assurance Programs. SURFLANT is responsible for manning, training and equipping surface forces and shore activities to ensure a capable force for conducting prompt and sustained operations in support of national interests.
The Cyber Security Support Technicians will:
- Provide annual review of Site Security Assessment and Accreditation (A&A) status for all CNSL Ships.
- Coordinate with ships and USFFC for units requiring A&A maintenance scheduling in accordance with the Risk Management Framework (RMF) guidance contained in DODI .
- Coordinate with fielded Program of Record (POR) and Platform Information Technology (PIT) system offices to ensure required system accreditation documentation is up to date and have Authority to Operate (ATO) / Assessment and Authorization (A&A) letters signed by the Navy Authorizing Official (NAO).
- Provide vulnerability compliance reviews for all CNSL ships as directed by CNSL leadership, and in preparation for scheduled unit level inspection events.
- Conduct shipboard evaluations to ensure shipboard systems are being maintained in accordance with Information Assurance Vulnerability Messages (IAVM), Communication Tasking Orders (CTO), Navy Technical Directives (NTD) and that approved system patches are installed per Fleet Advisory Message (FAM) guidance.
- Conduct unit level cyber training assist visits on afloat units to assess site and system training program implementation and management covering the functional areas that make up the local Cyber Security/Cyber Readiness Program. The contractor shall coordinate with sites to ensure pre-visit requirements and minimal manning participation requirements are met.
- Prepare formal preparatory and conclusion documentation and deliverables, utilizing Government-approved format, providing CS/Cyber Readiness Training and Program Management posture for all ship and shore commands for individual unit level events, to include an End of Visit Assessment Report.
- Conduct periodic and random shipboard spot-checks to validate system scanning and reporting compliance.
- Provide proactive outreach, distance support, and tracking of onboard cyber programs to include compliance with applicable instructions and requirements, and implementation of shipboard policies, and SOPs. The contractor shall provide coordination assistance to Program Office helpdesk and other support organizations for cyber technical barriers or casualties.
- Develop training materials to support onboard and offship training events, using Government-provided format.
- Conduct the training events or provide ancillary support, as required.
- Assist ship's personnel in cyber bill development and ensuring Cyber Work Force (CWF) documentation and management requirements are met.
- Work with ship's forces to develop a mitigation plan and POA&M for correcting deficiencies found during assessment.
- Work with Naval Warfare Command (NAVWAR), Afloat Training Group (ATG), and Information Warfare Training Group (IWTG) to coordinate training processes and events to ensure Site Assist Visits (SAVs) align with certifying exercises or other scheduled assessments.
- Conduct tailored training events onboard, as required, to assist ship's force in meeting cyber metrics and/or address identified training gaps.
- Audit cyber warfare certification events as directed by Military/Civilian lead, and provide recommendations for training process improvement.
- Active DOD Secret clearance
- 10 years information technology or cyber security experience, related to shipboard computer network to include knowledge of SECNAV M-5510 series and SECNAVINST 5239.1 series requirements to assist shipboard personnel in managing local cyber hardening efforts.
- Familiarity with Vulnerability Remediation Asset Manager (VRAM), Assured Compliance Assessment Solution (ACAS), Endpoint Security Solution (ESS), DISA Security Technical Implementation Guide (STIG), and Navy Authority to Operate (ATO) process.
- Experience with performing shipboard cyber evaluations or inspections is highly desirable.

**What You'll Be Doing:**

+ Develop and conduct formal classroom training for agency security managers.

+ Evaluate all aspects of these programs for compliance with standards, policies, and instructions. Analyze and report on all security violations and impacted classified operations. Develop metrics for violations for trends analysis.
+ Develop guidance and establish policy for the implementation of the personnel security program.
+ Review and submit all personnel security investigations (PSI). Evaluate requests for establishment and maintain and track special information files.
+ Conduct wing program reviews of personnel security managers on PSI processing, managing, and accomplishing their assigned duties for the personnel security program. During contingency operations, will perform duties as assigned by the contract program manager.

**RESPONSIBILITIES:**
+ Project Leadership & Team Oversight: Spearhead security-related projects while managing team assignments to ensure timely and thorough completion of tasks.

+ Under the direction of the Account Manager, this position assists with the coordination of all aspects (technical and managerial) of executing the security contract at the assigned location. Assigns work tasks to Security Professionals and directs their work throughout the day
+ This position is the first direct supervisory contact for shift supervisors (if applicable to site) or for Security Professionals, regarding performance, operations, and department needs. Responsible for supervising, motivating, coaching and training Also responsible for evaluating the work performance of Security Professionals and making recommendations regarding assignments
+ Responsible for making sure that Post Order manual and all other post and training information is being properly maintained and updated, and that the Post is being properly maintained, cleaned and organized
+ Assist the Account Manager in conducting interviews and evaluating new employees. Responsible for conducting on-the-job training, in coordination with Shift Supervisors, of new employees assigned to post, or when changes to post orders are made. This may include orientation to the post, review of post orders, routine responsibilities, and how to respond to emergency situations or specific client needs;
+ Oversees all reports, logs and pass downs generated by and for the Security Department. Distributes communications and other information to Security Professionals at post as directed
+ Manages and supervises all sub-units within the Security Department, such as fire control room, command center, and loading docks as applicable to job site. May generate work orders and attached paperwork for extra security coverage requests
+ Responds to minor incidents (internal to Security Professionals and/or external to client location) that occur, ensuring appropriate action is taken, all reports are properly completed, and appropriate parties are notified in a timely manner
+ Identifies any personnel problems occurring at posts, such as payroll issues, employee relations complaints or other concerns, and forward any such issues to Account Manager or Field Supervisor as appropriate. May be responsible for writing a report of the situation or assisting with an investigation, as directed by Account Manager, Branch Manager or Corporate HR Director
+ Responsible for making recommendations for counseling and/or disciplinary action, including termination. May be responsible for administering counseling or disciplinary actions (may not make or initiate such decisions on his/her own, but may execute such actions at the specific direction of Account Manager with prior approval from Branch/Corporate HR management)
+ Responds to client or site emergencies as they arise, including ensuring appropriate communication to Account Manager, Field Supervisor, Branch and/or Regional Manager. Responsible for maintaining positive client/security relationships through frequent tenant/client contact and support
+ May occasionally perform Security Professional type job duties on an as-needed basis by standing post, but under no circumstances to exceed more than 50% of time in any given workweek.
**QUALIFICATIONS:**
+ Minimum high school diploma or equivalent
+ Minimum three (3) - five (5) years of professional-level experience required. Prior experience in the security industry, law enforcement and/or military required
+ Must possess a valid state Guard License, or have applied and subsequently be issued such a license prior to employment. As a condition of employment, employee must successfully complete a background investigation and a post-offer/pre-employment drug/alcohol test. Additionally, as a condition of continued employment, employee must maintain current active status of Guard License at all times, and must carry the license at all times while on duty
+ Driving Positions: must possess a valid Driver's License with at least one year of driving experience, a clean driving record (no major violations within last 36 months, no more than 1 accident in last 24 months, no more than one minor moving violation in last 24 months), a minimum level of insurance as required by Company policy, and the ability to safely operate a vehicle required.
+ Energetic and focused personality with a demonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines. Demonstration of strong customer service orientation required, with ability to effectively resolve client issues in a professional and service-focused manner and to de-escalate situations before they become hostile or unpleasant required

INFORMATION SECURITY ANALYST SR PRINCIPAL
GDIT is seeking a Security Infrastructure Support AWS Infrastructure and Cloud Security Support SME to join our enterprise cyber program and support a federal customer in the DC metropolitan area. This hybrid position requires periodic onsite support and customer meetings.
The successful candidate shall be capable of providing technical cloud security subject matter expertise to meet current and future security design and architecture requirements for IaaS, PaaS, and SaaS implementations. The candidate shall have experience with designing and implementing security measure to protect data as it moves from on-premises data center servers to cloud storage systems. The candidate shall have experience with network security and security compliance.
**How You Will Make an Impact**
+ Recommend cloud security controls, cloud-based processes and tools, and cloud security task automation
+ Act as subject matter expert regarding cloud security and associated tools
+ Analyze existing customer capabilities and design cloud-based solutions utilizing industry and DoD best cybersecurity practices
+ Translate high level product development strategies into cybersecurity specifications and work with other engineering disciplines to develop lower level detailed cybersecurity requirements
