Qualifications:
Required:
+ A minimum of fifteen (10) years of related work experience in information security, and of those years, at least ten (10) years of experience supporting a component of the Department of Defense (DoD) or Intelligence Community (IC).
+ A master's degree in computer science, Information Technology, Cyber-security, or a related field (or a bachelor's of science degree in related field with an additional 4 years of related work experience).
Desired:
+ Experience with DEVSECOPS, containerization, and zero-trust architectures (preferred).
+ Splunk or Elastic Certifications (preferred).
+ Experience with Department of Defense (DoD) Special Access Program (SAP) administrative processes (preferred).

Job Description:
As a Specialist, Information Security Systems Engineer at L3Harris Technologies, you will be involved in the cryptography that enables communication capabilities for the warfighter. We are looking for people with experience with cryptography design, development, and certification via FIPS 140 and/or NSA certification processes. Our team includes both experienced and developing engineers in the field of cryptography. We hope to find candidates who are ready to work on a deeply technical, high energy team. A Secret Clearance is required for this position.
Essential Functions:
+ Understand and apply NSA and FIPS 140 requirements to cryptography products
+ Work with both software and hardware design engineers to implement requirements that satisfy the certification standards
+ Produce design and testing documentation to validate the implementation of the requirements
+ Lead NSA certification and FIPS 140 validation development efforts
+ Interface with internal and external customers to discuss design, implementation, and certification progress
+ Able to adapt to change, focus on timeliness, and collaborate in joint decision-making processes is essential

Basic Qualifications:

**Description**
**Program Summary**
As a Senior Information Security Systems Engineer (ISSE) you will join a small team of security engineers providing Information Assurance (IA) Architecture Analysis and Security Engineering Support for the implementation and fielding of the National Leadership Command Capability in support of Nuclear Command, Control, and Communications (NC3), Continuity of Government (COG), and Senior Leader communications. The ISSE will perform in a consultant like role providing technical knowledge, expertise and advice to our customer.
**Primary Responsibilities:**
The Senior ISSE shall deliver and lead threat-informed cybersecurity products - cybersecurity risk assessments, architecture reviews, and engineering guidance that bring sound, accurate, timely, and actionable service to mission partners: This includes:
+ Conduct cybersecurity risk assessments and provide prioritized risk mitigation recommendations in support of the customer's mission.
+ Support the design, implementation, and operation of real-time capabilities to discover, detect, analyze, and mitigate threats and vulnerabilities.
+ Analyze candidate architectures by evaluating against defined security requirements to identify security gaps, and provide recommended mitigation strategy.
+ Research and evaluate candidate emerging technologies to determine cybersecurity effectiveness.
+ Aid stakeholders through the development, refinement, delivery, and implementation of innovative solutions and capabilities.
+ Engage stakeholders to ensure security objectives, protection needs, security requirements and associated validation methods are defined.
+ Validates and verifies system security requirements definitions and analysis and establishes system security design
+ Designs, develops, implements and/or integrates IA and security systems and system components including those for networking, computing and enclave environment to include those with multiple enclaves and with differing data protection/classification requirements
+ Assist architects and systems developers in the identification and implementation of appropriate information security functionality to ensure uniform application of Agency security policy and enterprise solutions
+ Contributes to the security planning, assessment, risk analysis, risk management, certification and awareness activities for system and networking operations
+ Reviews C&A documentation, providing feedback on completeness and compliance of its content
**CLEARANCE REQUIRED** : Active TS/SCI with polygraph. US Citizenship required. CCA cases may be considered.
**Qualifications**
+ Bachelor of Science degree from an accredited university ideally in Computer Science, Information Assurance, Information Security System Engineering or related field with a minimum of 20 years of experience as an Information Systems Security Engineer (ISSE) or System Engineer on programs and/or contracts with the customer space
+ CISSP certification required
+ CISSP - ISSEP DoD approved 8570 baseline certification for Level III position only
+ Strong writing skills
+ Confidence and ability to present briefing to senior level DoD officials in both prepared briefings and/or in ad hoc discussions.
+ Expertise in the Risk Management Framework (RMF) and conducting cybersecurity risk assessments
+ Expertise in network technology and systems security engineering. Experience in identifying, researching, characterizing, and documenting security weaknesses related to operating systems, software applications, firmware, network hardware components, as well as network architecture design to identify protection needs and documented policies and procedures.
+ Experience developing and documenting system security requirements and conducting requirements gap analysis.
+ Experience with security monitoring and incident response capabilities
+ Experience with emerging technologies such as Zero Trust, Cloud Computing, etc.
+ Knowledge of, and practical experience with the NIST Special Publications 800 Series, CNSSI 1253, and DoD 8500.
+ Ability to work independently within a schedule and with little direction.

Job Description:
This role applies current systems security engineering methods, practices and technologies to the architecture, design, development, evaluation and integration of systems and networks to maintain system security. Throughout the lifecycle of system, works closely with customers to ensure that the security protection needs, concerns and requirements are defined and implemented with appropriate fidelity and rigor, early, and in a sustainable manner that will allow for the security authorization of the system of interest. Works with systems developers or commercial product vendors in the design and evaluation of state-of-the-art secure systems, networks, and database products using methods such as encryption technology, vulnerability analysis and security management. Responsible for integration of multiple methods into a cohesive system security perimeter and environment while implementing the policies and procedures necessary to monitor and maintain such an environment. Prepares Certification and Accreditation documentation, using multiple industry standards such as DITSCAP, NIACAP, DCID 6/3, Common Criteria, and NIST 800-37, to achieve security authorization of supported systems. Represents program security needs, concerns and requirements at customer meetings.

Essential Functions:
+ Lead the development and implementation of program protection throughout the System Development Lifecycle. Key tasks include
+ Assessing systems for Critical Program Information
+ Conducting trade studies
+ Developing program protection requirements
+ Implementing security architectures
+ Assessing threats via attack/countermeasure analysis
+ Conducting Verification and Validation activities.
+ Serve as a SME in the area of program protection
+ Draft Program Protection Plans (PPPs), Cybersecurity Strategies, Security Classification Guides (SCGs), and Program Protection Plans
+ Interact with customer to define program protection requirements, solutions, trades, costs, implementation, system impacts, and effectiveness
+ Utilize Risk Management Framework (RMF) accreditation and authorization (A&A) processes to include RMF steps 1-4 (categorization, controls selection, control implementation, security assessment) and standard body of evidence (BoE) package development.
+ A&A package processing
+ RMF accreditation of Platform IT (PIT) systems
+ NSA Type 1 Certification of cryptographic high assurance devices
+ Experience with NSA High Assurance products and IASRD and SERD requirements
+ Support security engineering activities, including basis of estimate development, requirements development, design, test, configuration management and maintenance of information systems and data
+ Assist program security in the development of policies and procedures for emerging security technologies
+ Support the evaluation, qualification, testing and delivery of security architecture improvement, obsolescence replacement and vulnerability response projects
+ Provide Security Testing and Verification
+ Work is to be accomplished 100% onsite, in a lab environment
Qualifications:
+ Bachelor's Degree and a minimum of 12 years of prior relevant ISSE experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
+ Minimum of Collateral Secret security clearance required
+ Professional experience with RMF (Risk Management Framework) required
+ Must be able to obtain and maintain a DOD 8140 certification (or NIST 800-181), appropriate for the position within 6-months of start
Preferred Additional Skills:
+ Experience in configuration and use of cyber defense and vulnerability assessment tools such as ACAS and SCC.
