Base pay range

$80.00/hr - $100.00/hr

This position will act as a Lean Portfolio Manager, bridging the strategic vision and execution by applying Lean and Agile principles to portfolio governance, investment funding, and delivery oversight. The role is pivotal in aligning technology initiatives with business goals, optimizing value flow, and fostering cross-functional collaboration. We are looking for a Director-level portfolio manager who can partner with legacy application teams and an agile project team that is delivering new system functions in support of content licensing business capabilities.

Responsibilities / Typical Day in the Role
  • Strategic Leadership & Vision: Aligns technology strategy with organizational standards to drive execution and value delivery.
  • Translates strategic vision into actionable outcomes using OKRs to guide investments and resource allocation.
  • Partners with Enterprise and Solution Architects to ensure technical solutions meet business goals and architectural standards.
  • Brings expertise in Lean principles, strategic alignment, and portfolio management.

  • Supports high-level decision-making with Tech Leads and Points of Contact to ensure program success.
  • Shows a deep understanding of system integration, data architecture, and platform interoperability.
  • Tech enablers such as APIs, data ingestion pipelines, microservices, and reporting layers.
  • Decision-Making & Technical Integrity: Ensures technical designs align with enterprise architecture standards.
  • Maintains product integrity across reliability, scalability, extensibility, resiliency, and security.
  • Resolves escalations that impact technical readiness and product outcomes.

Must Have Skills / Requirements
  • Proven track record in Lean-Agile frameworks such as SAFe, Scrum, and Kanban; 8+ years of experience.
  • Proven experience driving continuous improvement through PI Planning, Inspect & Adapt sessions, system demos, and feedback loops.
  • Demonstrated expertise in leading Architecture Reviews; collaboration with Enterprise and Solution Architects, Tech Sponsors, Product Managers, and other stakeholders.

Nice to Have Skills / Preferred Requirements
  • Experience with Design Research (UX/UI).

Soft Skills / Background
  • Strategic & Operational Leadership: ability to align strategy with execution using OKRs, KPIs, and value stream mapping.
  • Experience in investment funding, roadmapping, and governance across multiple portfolios.
  • Familiarity with participatory budgeting and portfolio-level prioritization techniques.
  • Experience working with cross-functional teams including Enterprise Architects, Product Managers, Tech Sponsors, and Program Managers.
  • Strong background in change management, stakeholder engagement, and executive coaching.
  • Knowledge of Media and Entertainment Content Licensing.

Education / Certifications
  • Bachelors degree in a relevant field (e.g., Business, Technology, Engineering); Masters preferred for senior roles.
  • Certifications: SAFe Agilist (SA) or SAFe Program Consultant (SPC) preferred.

SAIC is seeking an **Agile Coach** to fill a critical position on the LANDMARK AOS program in Chantilly, VA. LANDMARK AOS is a large Prime SETA contract, supporting the customer's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle. **Active Top Secret/SCI security clearance with Polygraph required.**
Job responsibilities to include:
+ Work closely with system stakeholders and technical teams to help them understand and execute an approach to evaluating and prioritizing cross-program capabilities and requirements.
+ Provide coaching, feedback, and advice to government teams on Agile system engineering processes, practices, and activities using industry best practices.
+ Provide coaching on specific roles, including but not limited to: Solution Managers, Solution Train Engineers, Release Train Engineers, and Product Owners.
+ Proactively seek opportunities to use process improvement and re-engineering methodologies to facilitate improvements to processes.
+ Apply systems analysis and design methodology assessments to identify technical debt, architectural runway, and efficiency trade-offs against current and proposed/desired cloud-based software system design.
+ Develop and support Agile maturity assessments and coaching plans for Solution and Program level teams.
+ Support the identification, collection and reporting of Agile execution metrics and measurements to communicate adoption progress, bottlenecks, and areas of opportunity.
+ Develop briefings and training courses or materials for Solution and Program level teams.
+ Organize and lead Release Planning events to set release goals, objectives, and roadmap.
+ Facilitate positive team dynamics to help maximize team performance.
**Qualifications**
Required Education and Experience
+ Bachelor's and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
+ SAFe certified (SA or SPC).
+ Top Secret/SCI security clearance with Polygraph.
+ 4+ years of Agile Coach experience.
+ Experience using Agile project management tools, such as Jira, etc.
+ Experience as a certified Scrum Master, certified Product Owner, Release Train Engineer, or Agile Coach.
+ Strong organizational, time-management, and verbal / written communication skills, able to convey information across multiple customer and corporate audiences.
+ Ability to facilitate larger sessions or events for release planning, etc.
+ Experience supporting the IC.
+ Knowledgeable of Agile frameworks (preferably SAFe).
