Responsibilities
Noblis MSD is seeking a program analyst to directly support US Navy programs. This is a hybrid role based out of Philadelphia, PA. While there will be an opportunity for a hybrid work schedule, candidates will have to be local to be able to visit clients on site. In this role you will be responsible for programmatic support tasks including the development, maintenance and administration of program management tools utilized for scheduling, budgeting, resource management and project status.
Responsibilities:

Coordinating tasks and projects, creation/maintenance of Plan of Actions & Milestones (POA&Ms), and financial tracking/reporting utilizing data from Enterprise Resource Planning (ERP) system.

Coordinating with multiple Program Managers along with multiple on-site customers.
Required Qualifications
Bachelor's Degree of Science degree in Business, Finance, or Accounting required.

At least three (3) years' work experience in the following areas:

Review and analysis of financials including budgets and reconciliation of issues and discrepancies

Review and update program financial records and schedules

Status gathering and reporting

Document formatting and editing

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $62,000.00 to $141,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. About this Position:
TJFACT is seeking a well-qualified Program Analyst to support the Department of State – ( INL/SAO/AT) in Washington, D.C. ! This position is equivalent to a Program /Management Analyst Level 4).
the Program Analyst will assist the INL/SAO/AT team in meeting the Bureau's external audit/review needs, especially with respect to facilitating the efficient use of Bureau resources in cooperating with external oversight reviews. In addition, the Program Analyst advances public trust within INL by testing the efficacy of the Bureau’s management controls and regulatory compliance, as well as assisting with special projects.
Please note this role a TPC and is contingent upon a contract award.
Major Duties and Responsibilities
- Gather, analyze, consolidate, and prepare data in various formats for incorporation into analysis, documents, and activity reports.
- Serve as an intermediary between INL program officers, the DOS and the oversight community coordinating responses to engagements; arranging discussions and meetings; facilitating interactions between INL and other DOS officials and corresponding oversight community counterparts to resolve audits and other engagements; assisting and supporting auditors/reviews who are examining the Bureau’s programs and projects for compliance with directives, laws, and regulations.
- Aid in coordinating the identification, analysis, and issuance of appropriate information by managers and top level officials of the Bureau in response to requests by auditors, analysts, and inspectors of the Office of Inspector General (OIG), Government Accountability Office (GAO), and Congress.
- Meet with Bureau staff and representatives of the oversight and risk communities to discuss INL’s interests and negotiate fulfillment of information requests, identifying any conflicts with established procedures and persuading, if necessary, acceptable adjustments provided that Department and Bureau requirements are met.
- Responsible for developing, implementing, and monitoring management information technological systems that track oversight activities and Enterprise Risk Management (ERM) in compliance with OMB Circular A-50,engaging relevant INL staff and other Department representatives as subject matter experts, as appropriate.
- Draft or aid in drafting comments and recommendation compliance responses in conjunction with subject matter experts in response to final draft reports, highlighting relevant policy information.
- Track engagements to facilitate timely delivery of INL general and/or technical comments for publication within final reports.
- Coordinate relevant training modules related to management controls and risk.
- Plan, conduct or participate in special projects individually or as part of a team. Assist in interpreting government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities.
- Coordinate the submission of information for weekly/quarterly activity reports for INL/SAO/AT, maintain and track monthly and weekly summaries. Assist in managing and updating SharePoint database and other systems, including shared files and folders.
- Comply with all appropriate regulations, internal controls, and Standard Operating Procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) equipment in assigned areas; and report security violations/problems to appropriate authority.

- A bachelor’s degree from an accredited institution
- Six to ten years’ experience in relevant field
- Demonstrated knowledge of Federal regulations in regard to area of specific need
- Proficient in Microsoft Office Suite
- Demonstrated experience facilitating organizational change.
- Comprehensive knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s management controls as well as identifying, assessing and tracking risk across multi-million dollar programs related to accomplishing its mission.
- Demonstrate knowledge of project management and/or case management processes and best practices.
- Demonstrate ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
- Demonstrate ability to communicate in writing to develop policy, guidance, instructions, and prepare reports of findings and recommendations.
- Demonstrate analytical skills to identify trends analysis over oversight, management controls and risk profiles.
