The Program Analyst plays a critical role in supporting DoD contracts and Joint Mission Integration and Experimentation (JMIE) range operations, providing expertise in warfare analysis, mission engineering, and interface control management. Able to perform the following independently, under minimum supervision:

  • Provides technical support for program installation and check-out events, integration, and engineering efforts, such as participate in kick-off discussions, coordination, and planning for various projects.
  • Work closely with stakeholders to ensure scope and requirements are clearly defined, resource requirements are understood and assist internal and external stakeholders with implementation of objectives and plans to meet those requirements.
  • Apply project support for test event preparation, T&E development, enhancement efforts, asset coordination, test execution, integration efforts, engineering evaluations, analysis, and testing of various system requirements, and fleet resource scheduling to support live and simulated test environments.
  • This includes providing technical expertise with communication systems, networks, and Tactical Data Link Systems (TDLS).
  • Ensures the preparedness and relevance of the program test configurations to support the test plans in use by JMIE.
  • Develops technical documentation (e.g. Test Plan, Test Procedures, Test Reports, Installation Guidance Plan (IGP), Daily Status Reports (DSR), Quick Look Reports (QLR), program/project planning presentations, reporting, and status tracking.)
  • Contribute to the development, coordination and management of products and services for the Link Monitoring and Management Tool (LMMT) and other TDL systems, as required.
  • Participate in conducting TDL studies, reliability and maintainability analyses, assessments, and remedial actions for systems, as required.
Qualifications

Minimum of three (3) years of experience and possess a deep understanding of:

  • Interface Control Officer (ICO) Requirements: Qualified ICO with a recognized certification or training in TDLs
  • Experience in interface control or a related field, with a focus on Navy TDLs and tactical communications
  • Knowledge of Navy TDL standards, protocols, and regulations
  • Familiar with Navy TDL systems and equipment
  • Able to coordinate and manage interface control for Navy TDLs and related systems

Desirable Qualifications:

Responsibilities

Essential Job Functions:

  • Facilitation and Meeting Coordination: Plan and execute meetings and working sessions with clearly defined goals and actionable outcomes. Set agendas, control the meeting environment, track action items, and ensure all stakeholders are informed of project status and next steps. Distribute meeting minutes and provide leadership with reporting updates.
  • Acquisition Support & Documentation: Assist in acquisition program management, coordinating procurement timelines, preparing acquisition documentation, and supporting performance measurement efforts. Develop Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS) in compliance with FAR, HSAR, CBP, USACE, FAA, and GSA regulations. Conduct market research and prepare Analysis of Alternatives (AoA) reports evaluating vendors based on industry trends and procurement criteria.
  • Cost Estimation & Financial Management: Prepare Independent Government Cost Estimates (IGCE) and lifecycle cost analyses for procurement support. Analyze pricing data, historical market trends, and similar agency purchases to develop accurate cost projections. Track budget allocations, including Purchase Requisition Requests (PRRs) and financial transactions using CBPs SAP system. Maintain financial records in TRIRIGA (or its replacement) and ensure monthly updates.
  • Program Reporting & Portfolio Analysis: Develop standard and ad-hoc reports for senior management, ensuring accurate data analysis and validation. Support internal and external reporting for construction projects, facility maintenance, and operational costs. Track real property inventory, ensuring proper documentation and financial accountability of assets. Maintain and manage facilities portfolio data in TRIRIGA, updating records following Facility Condition Assessments (FCA) and Master Plans.
  • Risk Management & Compliance: Assess performance, schedule, and cost risks, developing mitigation strategies. Monitor the effectiveness of risk management procedures, performing quantitative assessments and reporting updates. If you are looking to join a high performance organization focused on achieving a sustainable future, apply today!POSITION DESCRIPTIONTEC is seeking a full-time Program Analyst to provide analytical support as we work with a diverse set of clients and partners including the state and local governments, the Department of Energy, National Research Labs, the Linux Foundation and technical partners to develop energy infrastructure decarbonization strategies.The successful applicant will be responsible for coordinating with various partners in obtaining and wrangling data, securing and warehousing of data, and implementing workflows for energy (retrofit, renewables, and behavioral) analyses. Work will consist primarily of analyzing data, developing computer code, performing sophisticated parametric analyses, and interfacing and presenting the outcome of analysis to internal and external stakeholders. Additionally, the position will require participating in tool development and strategic planning discussions. The position will support programs across TECs portfolio.JOB RESPONSIBILITIESResponsibilities may include, but are not limited to:Data Preparation and Cleaning

  • Clean data sets of time series and geospatial records to ensure accuracy and completeness
  • Geocode, standardize and match data addresses
  • Test and verify results
  • Load data into databases
  • Write custom programs (preferably in Python and Ruby) to check data accuracy
Database Management and Integration
  • Check performance of the database to ensure performance
  • Ensure all backup and redundancy software is running
  • Securely connect data to Mulesoft ESB and other database connections
  • Explore connectivity to other APIs using OAuth tokens
  • Utilize federal data standards including the Building Energy Data Exchange Specification, BuildingSync, Unique Building Identifiers
  • Integrate Salesforce to multiple aspects of program workflows.
Data Analysis
  • Create design of experiments, parametric analysis and optimization of various problems using RStudio
  • Create supervised and unsupervised learning training sets and produce optimization results
  • Generate visualizations with Microsoft Power BI, D3.js or equivalent methods
  • Generate recommendations for optimal data collection practices and modalities
  • Create data collection, entry and analysis best practices across programs
  • Conduct research as instructed and present findings to internal staff
  • Serve as a company-wide resource for TEC
QUALIFICATIONS
  • Relevant advanced degree in the fields of data science, statistics, economics, computer science or other applicable field and 3 or more years of experience, or relevant Bachelor's Degree and 5 or more years of experience
  • An emphasis in energy related projects is helpful, but not required.
  • Mastery of statistical analysis including experimental design principles, uncertainty analysis,
  • Intimate knowledge of ArcGIS, ArcPy and ESRI products;
  • Fluency in programming languages, including Python/PHP/Ruby and in writing customized programs
  • Experience working with large datasets and databases (millions of records)
  • Experience working with and managing object relational databases and particularly in PostgreSQL and SQLite.
  • Experience with API management platforms including Mulesoft preferred
  • Experience working with confidential data and implementing data security measures
  • Fluency in standard statistics software packages (e.g. R, STATA)
  • Exposure to energy modeling with EnergyPlus, OpenStudio and Modelica
  • Experience with SalesForce platform and Google Apps preferred
  • Knowledge of California energy policy, politics and governance beneficial, but not required

While this position is posted for Washington, D.C. , we are hiring for multiple regional locations . Candidates will be considered for placement at any of the following sites based on preference and organizational need.

Position Breakdown:
We are hiring a total of 8 Program Analysts - one primary and one alternate at each of the following locations:

  • Washington, D.C.
  • Euless, TX

Responsibilities

Essential Job Functions:
  • Facilitation and Meeting Coordination
  • Plan and execute meetings and working sessions with clearly defined goals and actionable outcomes.
  • Set agendas, control the meeting environment, track action items, and ensure all stakeholders are informed of project status and next steps.
  • Distribute meeting minutes and provide leadership with reporting updates.
  • Acquisition Support & Documentation
  • Assist in acquisition program management, coordinating procurement timelines, preparing acquisition documentation, and supporting performance measurement efforts.
  • Develop Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS) in compliance with FAR, HSAR, CBP, USACE, FAA, and GSA regulations.
  • Conduct market research and prepare Analysis of Alternatives (AoA) reports evaluating vendors based on industry trends and procurement criteria.
  • Cost Estimation & Financial Management
  • Prepare Independent Government Cost Estimates (IGCE) and lifecycle cost analyses for procurement support.
  • Analyze pricing data, historical market trends, and similar agency purchases to develop accurate cost projections.
  • Track budget allocations, including Purchase Requisition Requests (PRRs) and financial transactions using CBP's SAP system. Maintain financial records in TRIRIGA (or its replacement) and ensure monthly updates.
  • Program Reporting & Portfolio Analysis
  • Develop standard and ad-hoc reports for senior management, ensuring accurate data analysis and validation.
  • Support internal and external reporting for construction projects, facility maintenance, and operational costs.
  • Track real property inventory, ensuring proper documentation and financial accountability of assets.
  • Maintain and manage facilities portfolio data in TRIRIGA, updating records following Facility Condition Assessments (FCA) and Master Plans.
  • Risk Management & Compliance
  • Assess performance, schedule, and cost risks, developing mitigation strategies.
  • Monitor the effectiveness of risk management procedures, performing quantitative assessments and reporting updates.
  • Provide risk management training and technical reviews to ensure consistency across the PMO.
Qualifications

Necessary Skills and Knowledge:
  • Expertise in acquisition management, market research, and procurement documentation.
  • Strong financial acumen with proficiency in SAP, TRIRIGA, and cost estimation techniques.
  • Analytical skills for developing program-level reporting and database management.
  • Excellent communication and facilitation skills for stakeholder engagement.
Minimum Qualifications:
  • A bachelor's degree and (minimum) 5 or more years in real property management
  • Experience in risk assessment and mitigation strategies for project execution.
  • S. Citizenship required
  • Must participate in a federal background investigation
  • Clearance: Public Trust

Pay and Benefits

The salary range for this position is $90,000 to $110,000 annually.
