Job Overview

The (Outside Plant) Site Foreman is responsible for overseeing the successful planning, execution, and completion of fiber optic and telecom infrastructure projects. Key Responsibilities

1. Project Planning and Execution

• Ensure the cleanliness, safety, and organization of both the job site and warehouse at all times.
  
  

8. Financial Oversight and Resource Control

• Monitor project budgets and control expenditures to meet financial goals.
  
  

• Approve invoices, track labor/equipment costs, and manage vendor contracts.
  
  

• Forecast material and workforce needs for upcoming phases.
  
  

9. Quality Assurance and Technical Standards

• Ensure all builds meet Luck Grove’s quality benchmarks and engineering specifications.
  
  

• Address deficiencies through punch lists, rework coordination, and final inspections.
  
  

• Collaborate with design teams to optimize constructability.
  
  

10. Process Innovation and Team Development

• Propose new construction methods, tools, and workflows to improve outcomes.
  
  

• Mentor junior managers and technicians, supporting their career growth.

• Overseeing and managing all construction activities including field crews, contractors and subcontractors.

• Ensuring Contractors and Subcontractors complete project before due dates

• No safety or quality issues during the project.

• Managing the project schedule and budget to ensure projects are delivered to the specifications on time, and within budget.

• Meet project deadlines while continuing to come in under budget.

• Identifying and mitigation potential risks that may impact the project.

• Communicate with Management regarding team concerns including safety concerns on and/or off the site.

• Coordinate with stakeholders, including contractors engineers, and local authorities.

• Maintain the inventory, organization and cleanliness of the warehouse.

Required Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
  
  

• Minimum of 5 years of experience in OSP or telecom construction management.
  
  

• Proven knowledge of construction safety standards and best practices.
  
  

• Strong leadership, communication, and team coordination skills.
  
  

• Proficiency in project management software and documentation tools.
  
  

Preferred Qualifications

• PMP (Project Management Professional) certification.
  
  

• Experience with fiber optic installation and splicing projects.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.
