+ Responsible for managing the development, planning and implementation of company industrial safety programs.
+ Oversees the development, planning and implementation of environmental, health and safety policies and procedures (chemical safety, ergonomics, illness and injury prevention and building safety) within the company.
+ Plans and implements safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations.
+ Coordinates company Emergency Response Team (ERT) and Safety Committee. Provides protection for personnel and company property.
+ Conducts periodic on-site facility audits to check for compliance with OSHA guidelines.
+ Investigates root causes of accidents and prepares reports with the findings and corrective actions.
+ Prepares and facilitates the safety training program.
+ May administer a safety incentive program.
+ Daily availability to include evenings and weekends when necessary to reach goals and deadlines.

This role is critical in ensuring that process hazards are systematically identified, evaluated, and mitigated across our manufacturing sites and capital projects. The successful candidate will serve as the corporate PHA process owner, providing deep technical expertise, leadership, and strategic direction to reduce risk to people, assets, and the environment.
Hazards of concern include toxicity, flammability, explosion risks, and reactive chemical behavior involving liquids, gases, combustible dusts, and other high-hazard materials.
**Key Responsibilities**
+ Serve as the **corporate owner** of Qnity's PHA process, standards, and tools.
+ Facilitate and mentor others in conducting **PHA, LOPA (Layers of Protection Analysis), and DHA (Dust Hazard Analysis)** for both cyclic reviews and capital projects.
+ Act as a **corporate subject matter expert (SME)** in process safety and hazard analysis.

Join our Project Safety team as a Principal Consultant, where you will lead and contribute to projects that shape the future of process safety across diverse industries. You'll work alongside experienced professionals to deliver high-impact consulting services in Process Safety Management (PSM), Risk Management Programs (RMP), and hazard analysis.
In this role, you'll be at the forefront of delivering impactful process safety solutions to clients across industries like oil, gas, and chemicals. You'll lead and support projects that involve facilitating Process Hazard Analyses (PHAs) using methods like HAZOP and What-if, often incorporating Layer of Protection Analysis (LOPA). You'll assess and improve PSM and RMP programs, ensuring they meet both regulatory standards and client expectations. Your day-to-day will include interpreting technical documents-like P&IDs, process flow diagrams, and equipment specs-and using tools such as Microsoft Office and PHA software to document and communicate findings. You'll collaborate closely with clients and internal teams, preparing high-quality reports and proposals, scoping projects, and identifying new opportunities for growth. Whether you're traveling to client sites or working remotely, you'll be a trusted advisor, helping organizations operate more safely and efficiently.
This is a remote position with 50-70% travel expected to client sites across the U.S.

**Minimum Qualifications:**
+ Bachelor's degree in engineering (chemical engineering preferred).
+ Technical knowledge and familiarity with oil, gas, or chemical process safety.
+ Ten (10) or more years' experience in PHA facilitation and PSM program assessment, development, or implementation required.
+ Process Hazard Analysis (PHA) Certification.
+ Extensive experience using PHA-PRO and other PHA software.
+ Valid driver's license for site visits.
**Preferred Qualifications:**
+ Master's degree in engineering or related field.
+ Prior consulting experience preferred.

About You

We’re seeking a resulted-focused, innovative, self-driven, and well-qualified individual to join our talented team as an Process Safety Management (PSM) Engineer. In this role, you will ensure Chemical Mfg ops meet all PSM and environmental regulatory requirements by developing, implementing, and maintaining site-specific Process Safety Management (PSM) and EH&S programs in accordance with OSHA, US EPA, and local regulatory agencies

You will:

  • Ensure compliance with OSHA PSM and related regulations by developing, implementing, and maintaining site Process Safety Management (PSM) and EH&S programs to ensure the safety of all employees, visitors and contractors, protect the environment, and maintain compliance with all Federal, State and local regulations.
  • Coordinate the development and implementation of the OSHA PSM program by providing technical support, identifying and resolving regulatory issues, and preparing for potential future integration of the US EPA Risk Management Plan (RMP)
  • Execute incident investigations and root cause analysis activities by collecting and analyzing process data, identifying causal factors, and documenting corrective and preventive actions to ensure resolution and compliance
  • Drive timely closure of PSM audit and assessment findings by tracking corrective action items, verifying resolutions, and preparing summary reports for internal and regulatory reviews
  • Carry out Management of Change (MOC) and Pre-Startup Safety Review (PSSR) activities by applying internal protocols, conducting technical assessments, and maintaining documentation required for compliance and audit readiness
  • Develop and deliver safety and process training by preparing content and delivering training programs on key topics including process safety awareness, emergency procedures, and regulatory compliance
  • Perform incident investigations and root cause analysis by conducting technical reviews, collecting process data, and documenting corrective and preventive actions for resolution and tracking
  • Conduct compliance inspections and internal audits by performing regular evaluations of process safety systems, identifying gaps, and supporting continuous improvement efforts

Requirements

You should have:

  • BA/BS in Engineering, Chemistry, Environmental Science, or related field – or equivalency
  • Trained PHA Facilitator or LOPA Leader preferred
  • OSHA -Hour HAZWOPER certification required
  • Knowledge of Incident Command System (ICS), including ICS 100-level modules, preferred
  • 5+ years of equivalent work experience in chemical manufacturing , with a strong understanding of operations and PSM applications
  • Practical experience in hazard analysis, risk assessment, OSHA PSM elements, emergency response, and EHS systems
  • Demonstrated involvement in PHAs, MOCs, RCAs, and internal audits
  • Experience in working cross-functionally with operations, maintenance, and EHS teams
  • Strong technical communication skills, both written and verbal
  • Ability to lead initiatives through influence and collaboration
  • Hands-on approach to problem-solving and field work

Salary: $83,000 - $120,000

**What You'll Be Doing**
**Job Scope:** The E & I Engineer (Process Safety Management) is generally responsible for performing all aspects for complete designs of small and large electrical and instrumentation engineering assignments using theoretical knowledge and practical design methods. This work will be performed under general supervision in Conroe, TX.
**Primary responsibilities will include but not be limited to:**
+ Oversee compliance requirements of PSM, EPA's Risk Management Plant (RMP), and corporate process safety procedures. Participate where necessary in consistent reviews of facility changes with regards to the Management of Change Process (MOC) and Pre-Startup Safety Reviews (PSSR). Coordinate, conduct and document ad hoc PHAs as required for MOC and/or projects.
+ Maintain the PHA, LOPA, and Facility Siting Study programs and serve as Study Leader when necessary accountable to schedule, coordinate and document PHA/LOPA/FS revalidations.
+ Maintain PSM Key Performance Indicators.
+ Maintain the plants' Management of Change, Incident Reporting, and Action Tracking processes.
+ Lead incident investigations as required.
+ Serve as point of contact and technical resource on various PSM matters within the facility on a daily basis.
+ Support the training of PSM/RMP requirements to petrochemical plant personnel as necessary.
+ Developing relationships with current and new clients through PSM consulting services.
+ Identifying and pursuing PSM consulting opportunities.
+ Performing all aspects of PSM consulting including PHA facilitation, audits, etc. and developing written reports.
+ Coordinating with other disciplines to provide resources to PSM projects.
+ Provide PSM project management services.
+ Providing HSE technical contractual activities on one or more projects of various sizes.
+ Working with project managers or leads on field construction efforts, design phase services and all subcontracting as well as participating in all major technical, cost, scheduling and performance decisions.

**Ideal Background**
**Education:** Bachelor or Master of Science degree in Electrical Engineering from an accredited university is required.
**Registration:** Professional Engineering registration is highly preferred.
**Experience:** Requires 7+ years of relevant industrial experience in electrical and instrumentation engineering. 5+ years of experience in process safety, PHA, and risk analysis preferred.
**Required Knowledge, Skills, and Abilities:**
+ Extensive SIS experience
+ Proficiency with PHA-PRO software preferred.
+ Knowledge in application and compliance requirements of regulatory codes (OSHA, EPA, etc.).
+ Familiar with industry standards and recommended practices (API, NFPA, ASME, etc.) preferred.
+ Knowledge and leadership of Process Hazard Analysis (PHA) and risk assessment, including HAZOP, What-if, LOPA, and Safety Integrity Level (SIL) identification, necessary.
+ Experience in Quantitative Risk Analysis (QRA), FMEA, Facility Siting analysis, human error assessment, consequence analysis, risk assessment techniques, highly valued.
+ Experienced with Apollo root cause analysis investigation methodology preferred.
+ Working knowledge of OSHA regulations.
+ Working knowledge of Industrial Hygiene principles and practices.
+ Attention to details.
+ Ability to handle multiple tasks and/or projects efficiently.
+ Ability to design an HSE project, conduct required activities and construct a meaningful report for clients.
+ Ability to lead a team to deliver on commitments.
+ Excellent presentation skills.
