PRIMARY PURPOSE OF POSITION

- Bachelor's degree in Engineering (Chemical, Civil/Structural, Electrical, Industrial, Mechanical, or nuclear) OR related science OR License Professional Engineer OR Active/Inactive SRO License with 5 years of engineering or related experience, which shall include 1 year of nuclear power plant experience
- Must meet additional requirements as outlined in ANSI/ANS-3.1-2014 Standard, "Selection, Qualification, and Training of Personnel for Nuclear Power Plants"
- Maintain minimum access requirement or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties

GENERAL PURPOSE:
The Design Engineering Specialist is responsible for performing Stormwater Management functions including design/build project management, permit application review, GIS mapping functions, standard engineering analysis and design of public works projects and development of plans and specifications, and construction administration. The incumbent collects and analyzes engineering data and inspects the construction of drainage systems, streets, sidewalks, water and wastewater lines, and other projects. Work is performed independently and requires advanced technical engineering work and judgment. This work is performed under general supervision - the incumbent normally receives little instruction on routine work and general instruction on new projects and assignments; work is reviewed periodically through observation and written reports for adherence to established policies and procedures.
Examples of Duties
ESSENTIAL FUNCTIONS:

Perform identification, feasibility, and due diligence for design of Public Works projects, including storm sewer, site development, and roadways.
Perform stormwater utility discovery, notification, coordination, and documentation for in-house designed projects.
Prepare construction plans using AutoCAD Civil 3D for roads, sidewalks, water and wastewater infrastructure, parking lots, and other municipal facilities and structures in conjunction with the City Engineer.
Perform field measurements; collect, prepare, and maintain related records and reports.
Develop drawings and exhibits for various permits and presentations.
Perform design calculations including construction estimates, stormwater system hydraulics, treatment capacity volume, slope, areas, grades, and geometry.
Perform pollution loading and reduction modelling for quantitative analysis of storm water management BMPs.
Perform engineering research; obtain information from records, maps, plans, and various other sources; prepare regular and special reports.
Perform detailed computer modeling of stormwater designs.
Perform query, editing, and update functions within ArcGIS global information mapping system software including maps and exhibits.
Perform residential and commercial permit application review in the absence of the current reviewer for proposed residential and commercial improvements submitted through the Building Department. Determine criteria thresholds and verify such criteria conformance in the submittal process.
Perform Construction Administration for in-house design.
Perform Construction oversight and inspection to ensure project compliance and completion.
Perform permit coordination with regulatory agencies that have jurisdiction over stormwater and general civil engineering matters.
Review stormwater and general civil engineering proposals for proposed private development in the City of Winter Park, as well as for the maintenance, rehabilitation, or new construction of civil infrastructure in the City of Winter Park.
Assist in other civil engineering disciplines as needed, such as survey and transportation field investigations.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge in the field of Stormwater management, civil design, and construction methods, with a significant scope of responsibility and considerable impact within the department.
Working knowledge of State of the Practice stormwater modeling
Working knowledge of civil engineering design as it relates to Public Works infrastructure.
Working knowledge of the types of tests performed on construction materials and their application.
Working knowledge of the codes, regulations, and specifications relating to Stormwater Management and Public Works construction.
Working knowledge of Computer Aided Drafting Design (CADD), Global Information System software, and BMP Trans Modelling software.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Skill in working effectively on a team and performing tasks on an individual basis.
Ability to effectively develop construction documents using Computer Aided Drafting Design (CADD).
Ability to develop, read, and interpret engineering plans and specifications.
Ability to facilitate consensus building when dealing with different points of view, and to advance collaborative efforts between multiple organizations.
Ability to make critical and difficult decisions with some direction that conform to the policies and procedures of the City and the Department.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
This position is performed with working knowledge - the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.
Typical Qualifications
MINIMUM QUALIFICATIONS:
Bachelor's degree or equivalent education in Civil Engineering or related field, supplemented by a minimum of five years of Construction Management/ Engineering experience.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills, and abilities and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
Possess and maintain a valid State of Florida Driver's License, Class E or higher, Stormwater Operations Certification, and Intermediate Maintenance of Traffic (MOT) Certification (Advanced Certification is preferred).
Note: All certifications must be current at the time of application and must be maintained as a condition of continued employment. The MOT certification can be obtained within six months of employment.

General Description
The DesignEngineering Technician provides a crucial link between customer requirements and the final product that we deliver to our customers. They provide the primary technical interface between office management and the factory by working on product design, cost estimating, factory order (job) creation and purchase order generation, and preparing necessary documents for these transactions.
Job Responsibilities
· Interpretation of customer production specifications in the form of drawings (blueprints), samples or application requirements.
· Analysis of product material and configuration specifications to determine the suitability of form, fit, and function.
· Analysis of product specification and tolerance concerning quality versus manufacturing process capabilities.
· Determination of manufacturing process including product structure (bill of materials), manufacturing routing(s), outside service processes, and the application of manufacturing engineering standards.
· Preparation of cost estimates in support of sales and customer service to determine prices and subsequently acknowledge quotations to customers.
· Preparation of product documentation, including factory orders and purchase orders.
· Review customer's order instructions and blueprints to ascertain test specifications, procedures, and objectives, and resolve technical problems such as redesign.
Qualification Requirements
· Degree from Trade School, or A.A.S. or equivalent in Engineering Technology or similar field
· 3-5 years of experience
· Strong computer skills, specifically Microsoft Excel and Microsoft Word
· Experience with Solidworks
· Aptitude for mathematics and physics
· Excellent verbal and written communication skills
· Fluency in written and spoken English

Position Summary:
The Design Engineering Specialist will lead specific vehicle program launch objectives for the Production Integration segment of the Product Development team, streamlining the transition from design into mass production. This individual will actively design and develop 3D models, factoring for various fabrication and manufacturing processes, and participate in hands-on creation of prototype vehicles.
Position Responsibilities:
- Manage program launch initiatives from design hand-off through to mass production.
- Carry out design for manufacturability of parts and components, executing design changes and modifications to existing parts and products as required.
- Apply sound engineering knowledge with aesthetics to design products which look as good as they function.
- Create 3D models for jigs, templates, and components.
- Operate and maintain 3D printers, laser cutters, CNC machines, and additional development assets.
- Assist in building prototype vehicles.
- Prepare manufacturing documentation required for product manufacture, working with suppliers and customers to resolve documentation and/or to provide first article feedback directly to suppliers as required.
- Participate in the documentation of assembly processes, including assembly prints as required.
- Prepare reports for manager to meet as required with Sales, Marketing, Production, Quality and other departments to communicate project status and solicit feedback.
- Develop test procedures and standards as required.
- Manage and support up to five programs concurrently.
- Assist Production team with continuous improvement initiatives.
- Maintain company standard drafting procedures.
- Assist in the creation of part prints according to ASME Y14.5
- CAD skills and modeling experience - Solidworks proficiency required.
- Knowledge of engineering tools such as FEA, FMEA, and Lean practices.
- Modern manufacturing methodology familiarity: Injection Molding, Thermoforming, Ultrasonic Welding, and Additive/Subtractive manufacturing.
- Knowledge of 3D printing and ability to take a design from concept to physical reality.
- Knowledge of drafting techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
- Knowledge of the practical application principles, techniques, procedures, and equipment to document the design and production of technical products.

Summary
We are seeking a “best in class” Engineering Design Manager that will provide engineering principles, design, specifications and technical services to the construction, planning, and design of buildings, equipment and other structures. They often work with other engineers and with architects, who focus on function layout or aesthetics of building projects. The work often encompasses elements of other various engineering disciplines, including, civil, mechanical, electrical, fire protection, and others. The Engineering Design Manager assists and directs the engineering designer associates in the completion of assignments heavily related to architectural masonry shapes, quantity take-offs for our sales associates and plant equipment design drawings. The Engineering Design Manager is responsible for managing, directing and assisting the engineering associates with AutoCAD and the work product created and stored.
