Summary/Objective
The Skilled Trade Specialist (HVAC) will provide general facility maintenance for all County owned facilities and properties with an emphasis on HVAC systems. The Skilled Trade Specialist is a skilled generalist and licensed/certified professional that performs a variety of semi-skilled and skilled tasks related to the operation and maintenance of facilities.
Duties and Responsibilities
- Maintain and repair all HVAC equipment and components to manufacturers recommendation, i.e. valves, motors, belts, bearings, filters, lubrication, etc.
- Make rounds of all equipment rooms to identify and repair any potential problems and keep the systems and rooms clean.
- Must be knowledgeable in general exhaust, smoke exhaust and related systems. Ensure that general exhaust systems, smoke exhaust systems, air handlers, dampers, and their associated controls work as designed in conjunction with Fire Alarm systems and schedules of operations.
- Must be able to replace bearings and seals on fan systems, motors and pumps.
- Responds to maintenance and service requests.
- Utilizes the department's computerized maintenance management system (Asset Essentials) on a mobile device to create new work orders, complete assigned preventative maintenance work orders, complete assigned work order requests, etc.
- Performs inspections and/or operational tests of equipment and systems to determine proper operation and current condition. Performs scheduled and routine maintenance on mechanical, electrical, HVAC and other building systems.
- Cleans, maintains and repairs steam boilers, water heaters and replaces parts as needed.
- Maintains on-going required continued education, professional licenses and/or certifications as required by the position.
- Be able to use a computer for ordering and researching parts.
- Follow written and verbal instructions.
- Interpret blue prints, shop drawings, sketches and diagrams.
- Effectively and safely, operate a variety of tools and equipment.

- Must be familiar with boiler and chiller plants to maintain system temperatures and equipment run times.
- Identify and become familiar with the locations of all HVAC equipment and how they function in each building.
- Assist with construction/remodel planning and installation of HVAC systems.
- Learn basics of equipment management controls system (Metasys) and be able to start, stop, seek status or change conditions of HVAC systems.
- Assists other department staff in completing a wide range of facility renovations and repair work as assigned.
- Performs light administrative functions such as responding to emails, answering phone calls, typing reports, etc.
- Performs other duties as assigned.
- Respond to fire alarms and be familiar with fire panels.
- Operates a variety of equipment and machines including saws, drills and various hand tools to perform work. Maintains tools and equipment in a safe, clean and proper working condition.
- Assures compliance with safety practices and procedures.
- Inventories' parts stock as required.
- Works with the Maintenance Supervisor to purchase tools, equipment and materials needed.
- Ensures that their assigned county vehicle is clean, neat and organized.
- Follows safety procedures and standards to ensure safety of themselves, co-workers and the public.
- High School diploma or G.E.D. is required.
- Minimum of 10 years of commercial HVAC experience is preferred.
- Must currently possess and maintain a valid Texas Driver License.
- EPA certification is required.
- Class A HVAC license preferred.
Must be able to work in both outdoor and indoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures or inclement weather conditions. Exposure to chemicals, mechanical and electrical hazards, fumes and hazardous substances. Work performed in and around a correctional facility.
- Must possess strength, stamina and mobility to perform medium to heavy physical work.
- Must be able to work at heights, climbing and descending ladders, scaffolding and lifts.
- Must be able to work in confined or uncomfortable spaces.
- Good vision is required to read printed materials, computer screens and mobile devices and to distinguish colors.

- Possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.

SICK LEAVE POOL
Smith County has established a Sick Leave Pool on a voluntary, contributory basis.
MILITARY LEAVE
Granted up to 15 calendar days per year.
ADMINISTRATIVE LEAVE
Unpaid leave may be granted by Department Head for up to 60 days (over 60 days requires Commissioners Court approval) for purposes of:
(1) education that may contribute to the benefit of the County,
(2) public service assignment,
(3) attending to important personal business.
CITIZENSHIP LEAVE
Provides that employees receive normal pay during period called for jury duty which includes both the jury selection process and, if selected, the time the employee actually spends serving on the jury; serving as a subpoenaed witness; and for the purpose of voting.
FAMILY AND MEDICAL LEAVE
Provides for up to 12 weeks of unpaid, job-protected leave to eligible employees for certain family and medical reasons during a 12-month period, and up to 26 weeks of unpaid leave in a single 12-month period to care for a covered service member with a serious injury or illness.
MEDICAL INSURANCE
Smith County offers a Preferred Provider Organization (PPO) plan to its employees and employees' eligible dependents. The plan is administered by The Health Plan.
DRUG CARD COVERAGE
Employee prescription costs are 10 Copay for Generic, 30 Copay* for Formulary Brand, 45 Copay* for Non-Formulary Brand. Mail service is available for maintenance prescriptions. 90-day max supply retail or mail order.
*Mandatory Generic - if generic is available, you will pay the difference between the generic drug and the Brand, plus the Brand copay.
DENTAL INSURANCE
Preventative checkups and cleaning (2 per year) at no cost to employee. Dental work after a 50 deductible per year (maximum of 150 per family) has maximum benefit of 2,000 per year per covered person. Basic services are covered at 80%, major services at 80% and orthodontics (up to age 19) at 50% up to 1,500 lifetime benefit.
LIFE INSURANCE
Up to 10,000 paid for by County. Additional supplemental coverage available at employee's expense.
ACCIDENTAL DEATH & DISMEMBERMENT INSURANCE
Furnished at no cost to employee. Pays 50% of life amount for loss of limb or eye; 100% for loss of 2 limbs or death due to an accident.
RETIREMENT
Employees are eligible to retire: after 20 years of service regardless of age, at age 60 with at least 8 years of service or when age plus service equals 75.
DEFERRED COMPENSATION
A payroll deduction savings plan which allows employees to contribute a portion of their salary before Federal taxes - to invest in a tax-favored supplemental retirement program.

POSITION OVERVIEW
To support the maintenance needs, both mechanical and electrical, of Operations and Production in standard conditions, including troubleshooting and repair, preventative and predictive maintenance. Responsible for maintaining and repairing production/ processing equipment to reduce machine-related downtime, eliminate losses, and improve machine reliability. To coach Production Technicians and junior Maintenance Technicians to develop skills and to resolve maintenance issues.
RESPONSIBILITIES:
- Perform mechanical and electrical duties of a complex nature including performing breakdown analysis, basic and major equipment rebuilds, advanced mechanical & intermediate electrical troubleshooting, advanced equipment adjustments, mechanical and electrical maintenance (both planned and unplanned) for production equipment and facilities, basic PLC/ Ladder Logic/ HMI, and fabrication.

Nature of Work: This is the experienced level of skilled trade work at the Maryland Department of Transportation (MDOT). The incumbent will provide maintenance for all electrical equipment within the MDTA assigned facilities installing, repairing, and maintaining electrical equipment such as ballasts, cable, conduit boxes, conduit tubing, control systems, coils, electronic signage, fans, fluorescent and incandescent units, fuses, generators, high mast light poles, outlets, panels, relays, switches, transformers, wiring, roadway lighting systems, emergency standby systems, and toll plaza electrical needs. - Operate snow removal equipment as needed.
This is maintenance work requiring physical exertion performed either outdoors under all weather conditions or inside an MDOT building. On some assignments, employees may be required to move objects weighing over 50 pounds and may also be required to work on equipment located on high poles or other elevated locations, and/or perform their job in cramped quarters in buildings or underground. Employees in these classes are considered essential employees and are subject to emergency call back procedures, twenty-four hours a day, as may be required to maintain continuous operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends, and holidays.
Employees in this position will report directly to the Skilled Trade Specialist Supervisor or other designated official. The current vacancy is located in Prince George's County, MD. The incumbent at this location will perform work in both Prince George's and Montgomery counties. This recruitment may be used to fill future vacancies throughout the MDTA.
This position will serve a 12-month probationary period .

Employees in this classification are considered essential employees and are subject to emergency call-back procedures, twenty-four hours a day, as may be required in order to maintain continuous operation of a facility. Employees in this classification receive general supervision from a Skilled Trade Specialist Supervisor or other designated supervisor. The current vacancy exists in Baltimore, MD. The eligible list established from this recruitment may be used to fill future vacancies at other facilities throughout the MDTA.

QualificationsMINIMUM QUALIFIATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Three years of experience performing skilled trade work as an electrician.

Licenses & Certifications1. Candidates appointed to positions in this classification are assigned duties that require the operation of motor vehicles. Employees are required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants must list their license number and expiration date on the application.
2. During the probationary period, employees may be required to obtain and maintain a Class A or Class B Commercial Driver's License (CDL) valid in the State of Maryland, depending on the type of equipment operated.
3. The employing administration may require employees to satisfy its agency training, and certification program requirements to obtain and maintain permanent status in this classification.

1. Employees must be willing and available for duty at such hours, day or night, as may be required to maintain continuous operation of a facility and are subject to call-in.
2. Employees are required to maintain a reliable communication link for emergency call back requirements.
3. Employees who work with, or may be exposed to, hazardous materials such as asbestos, lead-based paint, or chromium, may be required to undergo periodic medical testing and may be required to pass hazardous materials training and can wear a respirator.
