**Job Description:**
Parsons is looking for an amazingly talented **Cyber Mechanism Management SME** to join our team!
**What You'll Be Doing:**
+ Support the Government's established Signature Reduction plans for current and future operations:
+ Support the request, management, and deactivation of required signature reduction mechanisms.
+ Perform organizational, individual, and operational due diligence in accordance with DoD policies to maintain plans, mechanisms, and travel awareness.
+ Assist the Government with periodic command inspections of subordinate units for signature reduction-related programs, assist in determining operational validity and review of subordinate element Signature Reduction plans, and evaluate the sustainability of the unit's signature reduction TTPs.
+ Draft responses to signature reduction requirements and assigned projects and engage associated organizations for support and collaborating or coordinating on externally generated requirements.
+ Review, refine, and provide recommendations to the Government lead referencing signature reduction programs, SOPs, and other regulatory documents for compliance with DoD policies and regulations.
**Duties:**
+ Identify, evaluate, test, and provide recommendations for the employment of cyber mechanisms and capabilities to facilitate signature reduction activity and advanced OSINT collection operations. Evaluate managed attribution and data transport mechanisms to ensure appropriate, multi-hop data routing and host system-network disassociation, ensuring compliance with applicable DoD and Army policies and procedures. Analyze and characterize IP assignment and network/location alignment to ensure consistent digital signatures. Coordinate with mechanism providers to ensure adequate storage and retention of session data and artifacts (e.g., session cookies, session tokens); virtual desktop or machine-based application requirements and associated routing; session-based activity recording, indexing, and searchability; and available data transfer mechanisms to facilitate transfer of operationally-relevant content to the DoDIN. Coordinate with operational units to ensure mechanism employment is consistent with operational best practices and available security features. Where applicable, provide technical advice to AOO, Army leadership, applicable support offices, and mechanism providers on the development and expansion of data access via SIGREDUX capabilities, including platform authentication requirements, data subscriptions, and API tokens. Upon request, provide White Papers and comparative analyses of competing solutions, tradecraft best practices, and layered security solutions to optimize operational success while mitigating access risk and ensuring secure operations.
**What Required Skills You'll Bring:**
+ TS/SCI clearance with SCI Eligibility
+ Bachelors & 14+ years of experience, Masters & 12+ years of experience, or PhD or JD & 9+ years of experience
+ Ability to analyze actual and predictable interacting operational activities of a military, governmental, or business system to obtain a qualitative or quantitative, rational basis for decision making, policies, or resource allocation in support of US Government policy goals and objectives.
+ Must have specialized knowledge of IdM Doctrine, Organization, Training, Leader Development, Material, Personnel, & Facilities. Skills include judgment, experience, subject matter expertise, decision support tools, and basic to extremely complex modeling and measurement techniques, mathematics, statistical methods, and other principles in the professional body of knowledge in determining solutions.
+ Skills to provide integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications.
**Security Clearance Requirement:**
An active Top Secret SCI security clearance is required for this position.

Position Summary:
KBR, Inc. is seeking a highly-experienced Defense Acquisition Program Management Subject Matter Expert (SME) to join our team at Eglin Air Force Base (AFB), Florida. The selected candidate will support the Senior Materiel Leader and all levels of the Government System Program Office (SPO) to plan and execute high-priority Air Force and Joint-Service weapon acquisition programs. This position will support the team through the full acquisition life cycle, i.e. development, test, production, fielding, and sustainment of weapon systems. This position will be primarily executed from inside government on-site facilities at Eglin AFB.
Key Responsibilities:
- Provide SME-level Defense Acquisition Program Management, and Organizational operations decision support to Senior Materiel Leader and 150+ person organization responsible for planning and executing multiple high-priority Air Force and Joint-Service weapon acquisition programs
- Provide Senior-level guidance on strategy, resource allocation, risk management, and stakeholder communication to effectively navigate the Department of Defense Planning, Programming, Budgeting, and execution process for weapons systems programs
- Educate and directly provide advanced decision analysis to Materiel Leaders, Branch Chiefs, and Program Managers throughout the organization, including Program Management, execution, finance, and contracting
- Directly provide guidance and products required to execute weapon system acquisition programs as directed by the Senior Materiel Leader and System Program Manager(s)
- Provide SME-level materiel support to Senior leader discussions with industry counterparts
- Support cross-functional teams in all life-cycle phases, including research and development, manufacturing, and fielded product support
- Deliver SME-level policy analysis and education, ensuring Program Managers and leaders throughout the organization are apprised of new policies, regulations, and statutory requirements for means and methods affecting program design and execution
- Develop Acquisition Strategies to deliver weapon systems to meet US and Partner Nation warfighter requirements
- Coordinate frequently with Congressional staffs, Department of Defense, Air Force, and Navy staffs regarding requirements, budgets, and financial/contracting policy
- Develop and implement Program Management and Systems Engineering processes and data integration techniques to increase effectiveness and efficiency of SPO operations
- Provide contract strategies and designs for Procurement Contracting Officer consideration
- Assist in the development of system cost estimates through identification and phasing of work required to meet warfighter needs, developing and reviewing assumptions, and translating program needs to the cost estimation team
- Author and coordinate annual Selected Acquisition Reports (SAR), quarterly Defense Acquisition Executive Summary (DAES), and Monthly Activity Reports (MAR) reporting as required

Qualifications:
Required:
- Current Top Secret, SCI Eligible clearance

- 15+ years experience executing the required tasks with 3+ years advising the leadership level, or serving in a ACAT I leadership position
- Level III Defense Acquisition University certification
- Direct experience on ACAT I programs in the development or production phase
- Expertise managing large Defense Acquisition projects and improving processes
- Proven track record at building and leading high-performance teams in a demanding, technically-sophisticated environment
- Excellent communication skills, both verbal and written, internal and customer facing
- Availability for ad-hoc and recurring customer and team meetings during core business hours. Position likely to have limited telework.

Responsibilities:
· Monitors the electromagnetic spectrum to detect, analyze, and track potential threats, providing situational awareness for the USMC to prepare defensive measures and offensive options.
· Develop methods for spectrum monitoring using Commercial off the Shelf (COTS) hardware and software as well as custom tools and interfaces (spectrum analyzers, ETTUS USRP, related software, device interface protocols).
· Perform signal processing filtering and signal conditioning in radio communications.
· Develop and implement digital radio system components using SDRs.
· Identified root causes of technical issues and provided corrective actions.
· Efficiently deploy and integrate software DSP deployment scripts to improve continuous integration practices.
· Develop RF signal detection with an automatic spectrum monitoring and reporting capability.
· Use Signal Metadata Format (SigMF) industry standard to store and share sets of recorded signal data within MCTSSA for analysis.
· Develop and use tools in scripting environments such as MATLAB, LABVIEW, Python, and PowerShell to support data collection and reduction, model and algorithm design, collection and analysis automation, and event logging.
· Develop data analysis, presentation methods and tools that ease operator burden when characterizing baseline spectrum activity and searching for anomalous behavior.
· Report test results and communicate merits and/or limitations of execution and analysis methods employed.
· Perform Own-Force signature assessments (OFSA) for the smallest reconnaissance team or to entire MAGTF's in large scale exercises.
· Conduct wideband scans to determine overall EMS signature footprint, recognize advantageous areas to operate within the spectrum to "blend in" with the baseline, and confirm suspected periods of interference or jamming.
· Post event in-depth analysis to present the findings to target audiences.
· Develop reports for post event observations, identify best practice recommendations, present raw data captures, and inform the customer of the major waveforms/areas of interest identified.
· Provide onsite support and training on various spectrum system to the FMF.

The contractor shall provide acquisition program management support for new and ongoing projects. Acquisition program analysis support tasks touch every aspect of the acquisition process, including technology development and integrating engineering, program control, foreign disclosure, test and deployment, configuration management (CM), production and manufacturing, quality assurance, and logistics support. The contractor shall have mastery of the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated weapon systems management, manning, best practices, and lessons learned. Essential Duties:
• Apply knowledge of DoD acquisition processes and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers and all customers.
