**Job Summary**
To support our mission, the Health Research and Analytics (HRA) business line is currently seeking a **Senior Quality Measurement Scientist (Social Scientist IV)** and may be located remotely within the United States, ideally in Eastern, US - **Maryland or Washington, DC area, or Columbus, OH** .
The primary functions of the Senior Quality Measurement Scientist (Social Scientist IV) will be to execute appropriate health research and analytical methods designed to evaluate the development, implementation, and maintenance of clinical quality measures and alternative payment models. The selected candidate will be part of a team of researchers evaluating the outcomes and impacts of programs focused on a wide range of health and wellbeing research. **Responsibilities**
+ Provide technical direction on federally and commercially funded healthcare quality improvement contracts.
+ Plan organize, execute, analyze, and perform technical work related to clinical quality measurement; organize project resources, project deliverables; and other related project management activities for multiple projects.
+ Participate in scientific conferences, peer review panels, and increase company visibility through peer-reviewed and other technical publications.
+ Leads Internal Research & Development projects expanding the science of healthcare quality improvement.
+ Directs successful, ongoing business development efforts involving scientific programs and plays a lead role in identifying, cultivating, and capturing major business opportunities.
+ Leads and participates in multiple, assigned, and self-initiated research projects with minimal supervision and within time and budget constraints.
+ Participates in the development of standards and processes to guide the development of clinical quality measures focused on a wide range of clinical areas.
+ Provides subject matter expertise to federally-funded clinical quality measure developers.
+ Conducts presentations on advancement in clinical quality measure science.
+ Perform highly complex assignments by compiling and evaluating design and test data, analyze technical data to determine appropriate limits and variables for product or process specifications.
+ Manage stakeholder relationships through collaboration and working closely with internal and external stakeholders to communicate project data, status, and technical needs and address risk, issues, and opportunities.
**Key Qualifications**
+ Ph.D./DrPH or PharmD, health administration, health informatics, nursing, public health, other health-related relevant field OR Master's degree or higher in pharmacy, health administration, health informatics, public health, other health-related relevant field and 5+ years of professional experience in clinical quality measure development.
+ 5+ years of experience developing or endorsing clinical quality measures
+ 5+ years working on Centers for Medicare & Medicaid Services (CMS) contracts
+ Demonstrated success writing federally funded contract proposals.
+ Applicant must be US person for export purposes.
**Preferred Qualifications**
+ Knowledge and experiences in research involving health policy, telemedicine, rural health, health disparities, international health, health economics, or health data sources such as electronic health records are also desirable.

The Social Scientist Level III will be responsible for the following duties and responsibilities:
**Project and Program Design:**
+ Advise program managers, implementing partners, and INL DME (design, monitoring, and evaluation) specialists on applying INL design standards for projects and programs, including writing goal and objective statements, developing valid indicators, and contributing to design documents like theories of change and performance monitoring plans.
+ Utilize data and analysis to inform design choices, such as lessons learned from previous projects or contextual data for root cause analysis.
+ Develop and promulgate practical guidance for project and program design based on evidence from the social sciences, criminology, or other relevant fields.

**Data Management:**

+ Develop specialized data reporting tools for complex projects in the database and provide training to users to enable successful reporting.

+ Design and conduct internal evaluations of INL projects and programs using social science research and analysis methods.
+ Develop Statements of Work and provide technical oversight for external evaluations of INL projects and programs.
+ Work to ensure that evaluation reports provide practical and concrete steps to program teams to help them improve project or program implementation and results.
**Data Analysis, Visualization, and Data-Driven Learning:**
+ Analyze project and program monitoring data for decision-making purposes using social science research and analysis methods.
+ Create knowledge products such as dashboards, reports, presentations, memoranda, and infographics to help decision-makers understand project and program performance.
+ Share and report data as requested to program managers and leadership.
**Training and Mentoring:**
