**Experience you'll need to have:**

We are seeking a professional Software Engineer Team Lead to collaborate with system users, requirements owners, and developmental contractors to translate operational requirements into software requirements, designs, and implementations?

This is an opportunity to be involved in the newly formed PM Cyber & Space and be a part of the rapidly growing Cyber Infrastructure Product Office responsible for key capabilities within the offensive cyber operations world.

Requirements

Essential Duties and Responsibilities:

  • Collaborates with system users, requirements owners, and developmental contractors to translate operational requirements into software requirements, designs, and implementations.
  • Participates in planning, coordinating, scheduling, directing, and controlling engineering and technical support activities applicable to software development and integration of software tools/capabilities onto a variety of execution platforms.
  • Participates in the development and execution of software and system test strategies.
  • Reviews and assesses developmental contractor software code to ensure compliance with government-provided coding and cybersecurity standards.
  • Participates in government oversight of contractor software development activities, to include as a supporting team member in agile development paradigm activities (e.g., scrums, sprint retrospectives), developing software acceptance criteria, and generating recommendations to the government Assistant Product Manager regarding development, development planning, development/test automation tools, requirements prioritization, test, evaluation, cross-system integration, and fielding/delivery, and post-delivery support of software-based systems.
  • Provides integrated, multi-disciplinary solution recommendations for resolution of technical problems.

Requirements: MUST HAVE

  • Active TS/SCI
  • Ability to work on and lead multi-functional/multi-disciplinary teams.
  • Familiar with DoD 5000 acquisition lifecycle processes.
  • 10 years of direct experience with software development.
  • 3 years of experience managing software development teams.
  • 3 years in cyber or C4ISR systems.
  • Experience leading a "large team" (e.g. oversaw at least two agile teams).
  • Experience with Agile methodologies (Scrum, Kanban, Scaled Agile Framework)
  • Experience with DevOps tools (e.g., Jira, Confluence, Git).
  • Experience with continuous integration and continuous delivery.
  • Experience with Unix-based (e.g. RedHat, Ubuntu, etc.) and Windows Operating Systems.
  • Familiarity with Application Programming Interfaces.
  • Experience with Ansible Playbooks.
  • Experience with Python and/or Java development.
  • Excellent communications skills including the ability to generate and deliver high-level technical briefings on complex topics to senior leaders.

Education And Certification Requirements

  • Masters Degree in an Engineering or Information Technology discipline.
  • Four (4) additional years and bachelors degree in lieu of a masters degree or 8 additional years if no degree.

**What you have**

Experience must include 60 months involving the following: Micro services using .Net technologies including C#, ASP.NET, Angular, SQL Server with OAuth or CSK3 or SAML for application security; Backend process using MongoDB; Backend process utilizing Aerospike datastore; Frontend Development experience using Angular 4+; Coding using SOLID principles, and designing GoF patterns in micro services and Cloud Native Architecture implementation; Real-time event based processing and messaging using IBM MQ, and RabbitMQ and, Kafka; and Develop CICD pipelines using JENKINS or Bamboo with Unit Test coverage, Linting, and Sonarqube.

The Operations Transformation Office (OTO) is responsible for transforming Operational Services into a highly scalable organization, while creating a culture of excellence in how we create shared value for clients, manage risk, cultivate talent, and collaborate with partners across the firm. Within the OTO our Business Technology team creates web applications and automation jobs to provide scalability and improve the experience for the Operations employees processing work.

As a Business Led Development developer, you create applications by working directly with the operations employees and learning their processes. You will be responsible for the full lifecycle of software development: gathering business requirements, developing the application, writing unit tests, and coordinating testing and deployment. Our applications may be completely automated jobs for moving and providing data into core systems and reports or also web applications for data entry and workflow management. We interact with many different internal core systems and a variety of projects in order to keep the core business operations functions running as smoothly and efficiently as possible.

Application Development

  • Developing and deploying solutions inclusive of unit, regression and functional test plans

  • Participating and assisting in application architecture functions

  • Working independently or with a team on low, moderate and highly complex programming tasks

  • Developing and testing internal web applications, including UI design

  • Supporting existing applications using VBA, C#, Javascript and similar technologies

o Strong knowledge of dynamic website design and comfort with various technologies including (SOAP/RESTful Web Services, ASP.NET/MVC, XML, JSON, Angular)

  • Expertise and working knowledge of GitHub, Bitbucket and Bamboo

  • Familiarity with Big Query and the Google Cloud Platform is a plus

  • Familiarity with the Schwab Business Led Development (BLD) - Farman, Orca framework a plus.

  • Ability to interpret business requirements / user stories into technical deliverables

  • Working knowledge of SQL and database design

  • Self-starter who can drive and execute against outcomes

  • Focused and versatile team player that is comfortable under pressure

  • Attention to and appreciation for detail with proven ability to manage multiple tasks and deliver quality outcomes within short timeframes
