**Qualifications and Skills**
- Bachelor's degree in Information Technology, Business Administration, or a related field (or equivalent experience).
- 7+ years of experience in Software Asset Management or IT Asset Management.
- Proven experience managing vendor relationships and working with major software publishers such as Microsoft, IBM, Oracle, OpenText, SAP, VMware, Citrix, Red Hat, and Adobe.
- Strong understanding of the software lifecycle from licensing and procurement to deployment and decommissioning
- In-depth knowledge of software license entitlements, EULAs, and use rights for complex agreements
- Demonstrated ability to develop strategies for rationalizing and optimizing license entitlements across the enterprise
- Deep understanding of ServiceNow SAM Pro, including configuration and reporting.
- Excellent analytical, problem-solving, and communication skills.

- Professional certifications such as CSAM, CITAM, CHAMP, or CAMSE are a plus.

**Description**
SAIC is seeking experienced and security-cleared personnel to support the Air Force's Air Operations Center (AOC) Falconer Weapon System team, to fill an important role in transitioning traditional warfighting systems into the Cloud. To do this we are looking for an experienced software configuration management specialist.
This critical role provides Configuration Management and Quality Assurance, Requirements Analysis, Risk Management as it pertains to Configuration Management activities in accordance with the AppTX Configuration Management Plan, AF SEAM Configuration Management processes, program development/sustainment contracts, and PMO practices. Support activities will range across the CM, QA, and RM activities. Activities will vary depending upon the current activities of the program/system, scope of the current development/sustainment cycle, and other program initiatives. The candidate must have progressive experience in managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits to enable Government ownership of the program technical baseline.
Other responsibilities could include:
+ Provide CM of all relevant program artifacts.
+ Archive acquisition documentation.
+ Review and analyze the Development/Sustainment Contractor's CM program and data deliveries for accuracy, completeness, and compliance.
+ Maintain CM files including configuration identification, change control, and status accounting records.
+ Record Configuration Control Board (CCB) approved changes.
+ Participate in cross-functional change control boards to evaluate proposed changes.
+ Review and analyze proposed changes to ensure operational and sustainment capabilities are not adversely affected by the changes.
+ Review the CCB membership list for currency and completeness.
+ Support and/or facilitate Engineering Assessments and agile-related (SCRUM) meetings.
+ Prepare for, conduct, and/or support major audits such as Physical Configuration Audits (PCAs) and Functional Configuration Audits (FCAs).
+ Record and maintain assessment and audit findings, minutes, and action items.
+ Report the Development/Sustainment Contractor's data delivery status.
+ Process Government and Development/Sustainment Contractor correspondence.
+ Support the establishment of configuration-management work flows.
+ Track data item deliverables and responses.
+ Support development/sustainment of paper and automated archival systems of all covered documentation.
+ Develop and administer configuration management plans and/or RMF documentation
+ Maintain design traceability and integrity.
+ Track Change Requests (CRs) and Discrepancy Reports (DRs) / Problem Reports (PRs).
+ Ensures integrity of the baseline including major releases, minor releases, patches, and software maintenance.
+ Provide QA checks on system baselines as it pertains to configuration management.
+ Support Licensing tasks and packaging and delivering of software to users.
+ Maintain the electronic CM library and software repository.
+ Manage and control product baselines.
+ Recommend and document comprehensive configuration management plans for software, hardware, firmware, and peripherals for IT systems.
+ Perform studies and monitor effectiveness of configuration management plans to identify potential and existing problems and make recommendations for resolution.
+ Audit and review IT system configurations.
+ Facilitate meetings to address audits and configuration control of IT systems.
+ Assist the Government in developing and administering configuration management plans; maintaining design traceability and integrity; convening and managing change boards; and preparing for and attending major events such as, but not limited to, TIMs, PDRs, CDRs, PCAs, FCAs, and CCBs.
**Qualifications**
Required Education and skills:
+ Bachelor's degree and 2+ years or more experience; Master's degree and zero years of experience.
+ Must have an active secret clearance.
+ IT Configuration Management experience within the Department of Defense environment.
+ Experience performing HW and SW configuration audits.
+ Experience performing the technical administrative activities necessary to manage CM tools for inventory control, version control, data duplication, media labeling.
+ Experience producing release notes and CM reports.
+ Experience with thorough implementation of the configuration change control process, the role of the Change Control Board, and change control documentation.
+ Understanding baseline administrative activities for multiple environments.
+ Experience developing briefings for management.
+ Understanding of all phases of the software development life cycle.
+ Ability to enter and manipulate data in a database.
Preferred Skills:
+ Experience with C2 systems.
