POSITION SUMMARY:

Serve as the Contractor Test Lead supporting Developmental Test and Evaluation (DT&E) of DHA/PEO DHMS initiatives, including JOMIS and related medical IT products. You will plan, coordinate, and oversee DT&E and DevSecOps testing activities aligned with DoDI 5000.89, TEMP/TES requirements, and PEO DHMS strategic objectives. Your role drives test infrastructure readiness supports operation of the Medical Enterprise Test Innovation Center (METIC) and ensures traceability and compliance across releases for products delivered under the Enterprise Software Services (ESS) contract and upcoming ESS Next modernization initiative.

This person should exercise critical thinking skills that enable them to understand the reason they are doing the work requested of them and to then identify adjustments that may be made to the request to deliver a better outcome. They must also be able to work independently, prioritize responsibilities, and develop informed recommendations. Our team is feedback oriented. This role will work closely with other contracted members of BCG's team and subcontracted resources.

JOB RESPONSIBILITIES:

  • Manage end-to-end DT&E planning for DHA/DHMS programs including JOMIS and other enterprise health systems
  • Act as primary liaison with American Systems/METIC test infrastructure teams, supporting DevSecOps pipeline test execution, SaaS-based deployments, and cloud infrastructure validation
  • Ensure rigor and traceability compliant with DoDI 5000.89, TEMP, and test artifacts linking user stories, EPICs, test cases and defect resolution workflows
  • Monitor key testing metrics (e.g. test execution velocity, coverage gaps, defect aging, capacity risks) and present findings in briefings to PEO DHMS government leadership
  • Support readiness assessments for IOT&E, operational suitability, and cybersecurity survivability in mission-critical systems
  • Participate in strategic DevSecOps and continuous delivery reviews to ensure compliant deployments aligned with DHA modernization objectives
  • Engage with program offices, federal DT&E SME groups, and DHA Research & Engineering stakeholders to shape test strategy
  • Perform special projects and/or other duties as assigned or required
BASIC JOB REQUIREMENTS:
  • Minimum 5 years of experience in federal or contracting environments supporting Developmental Test & Evaluation (DT&E) activities-this may include test lead roles or supporting functions such as test coordination, defect triage, traceability analysis, or test documentation within PEO DHMS, DHA, VA, or other DoD health IT programs
  • Hands-on test planning and test case traceability experience with ALM tools (e.g., Jira, Xray, Zephyr) in DevSecOps environments
  • Familiarity with DoDI 5000.89 policy, TEMP/TES structures, IOT&E readiness, and metrics-driven briefing cycles

As a Lead Software Engineer at JPMorgan Chase within the Corporate Sector's Risk Technology team, you are an integral part of an agile team that works to enhance, build, and deliver trusted market-leading technology products in a secure, stable, and scalable way. As a core technical contributor, you are responsible for conducting critical technology solutions across multiple technical areas within various business functions in support of the firm's business objectives.
**Job responsibilities**
+ Executes creative software solutions, design, development, and technical troubleshooting with ability to think beyond routine or conventional approaches to build solutions or break down technical problems
+ Develops secure high-quality production code, and reviews and debugs code written by others
+ Identifies opportunities to eliminate or automate remediation of recurring issues to improve overall operational stability of software applications and systems
+ Leads evaluation sessions with external vendors, startups, and internal teams to drive outcomes-oriented probing of architectural designs, technical credentials, and applicability for use within existing systems and information architecture
+ Leads communities of practice across Software Engineering to drive awareness and use of new and leading-edge technologies
+ Adds to team culture of diversity, equity, inclusion, and respect
**Required qualifications, capabilities, and skills**
+ Formal training or certification on software engineering concepts and 5+ years applied experience
+ Proficiency in programming languages such as JavaScript/TypeScript and Java, , with extensive test automation experience
+ Experience in building automation test suites from scratch, including backend API and database validation using SQL queries.
+ Experience in User Interface and Application Programming Interface automated testing, with test automation tools like Cypress, Selenium, JMeter and Blazemeter.
+ Experience with REST and SOAP web services, including API testing and automation.
+ Experience in developing, debugging, and maintaining automated tests in a large corporate environment.
+ Experience of the Software Development Life Cycle (SDLC).
+ Experience with agile methodologies, including CI/CD, Application Resiliency, and Security.
+ Ability to analyze complex issues, develop risk mitigation strategies, and effectively communicate recommendations.
+ Experience in testing digital products, such as web applications, Rest API, Kafka Consumers as well as Docker and Kubernetes.
**Preferred qualifications, capabilities, and skills**
+ Experience is designing tests, test strategies and executing it.
+ Experience in assessing and assisting teams with test framework design, documentation, management, and quality.
+ Experience in leading and mentoring a team of Software Development Engineers in Test (SDETs) preferred .

Responsibilities

  • Networking Protocols and Technologies: Deep understanding of networking protocols such as TCP/IP, Ethernet, Layer 2/3 protocols like STP, LACP, BGP, BGP EVPN, ISIS, SR, MPLS,L3VPN, SR, and ability to validate networking functionality and performance through automation.

  • Ability to understand and learn Service Provider, Datacenter, Campus/ Enterprise Customer Solutions

Education/Qualifications

  • BS/MS in Computer Engineering/Computer Science or equivalent degree
  • Ability to write high quality automated test cases using Python
  • 8+ years of hands-on test experienceof Networking protocols such as STP, OSPF, BGP, ISIS, MPLS, BFD, MLAG, EVPN, VxLAN, SR-MPLS, SRv6
  • Proficient in the use of IXIA to develop Data Path and Control Plane Test cases
  • Growing the existing automation framework to support customer user case testing scenarios and cross-feature integrations
  • Working knowledge of Test Harness like Robot framework, Jinja2 templating
  • Expertise in Scale and Performance Testing using simulation for customer networks
  • Using development infrastructure tools, such as Jenkins, Git, JIRA, etc.
  • Familiarity with Docker Containers, VMs expected
  • Knowledge of Network merchant silicon chipsets and Whitebox platforms
  • Nice to have:DevOps experience with AWS, GCP, Azure or other cloud service
