The National Security Sector (NSS) seeks highly qualified and trained Cyberspace Subject Matter Experts with deep experience supporting USCYBERCOM to lead Joint Operations Center (JOC) 24x7x365 and JOC support operations. Individuals will advise government senior managers regarding the best utilization of resources, optimization of capabilities and processes, and best practices across the J3.
**Cyber SMEs will participate in robust cross training initiatives and all personnel will be certified and willing to support surge operations across the entirety of JOC missions. This opportunity is in anticipation of a future contract award.
**What you'll be doing:**
+ Provide subject matter expertise in managing a contract workforce supporting JOC operations.
+ Experience managing a robust cross training program to create operational depth across numerous functions on the JOC floor.
+ Experience advising government decision makers on best practices for integrating a contract workforce for most effective operational support.
+ Lead and support Joint Operational Planning Groups and Teams (OPG/OPT), and develop and integrate Cyberspace capabilities into plans.
+ Develop concepts of support, courses of action, integrate command and external capabilities, coordinate and document comprehensive plans.
+ Engage in, and provide situational awareness to, range of projects, Crisis Action Teams, and current operations activities supporting OPTs.
+ Develop and review specific CO plans and guidance for integration into broader planning activities and to ensure that execution and resource allocation decisions align with organization objectives.
+ Demonstrate knowledge of cyber threats and attack methods and techniques emanating from state and non-state adversaries and tiered vulnerabilities within Blue Space as focus of threats.
+ Have experience integrating capabilities to better support operations.
+ Navigate organizational structure as it pertains to full spectrum CO, including the functions, responsibilities, and interrelationships among distinct internal elements.
+ Communicate complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means.
**What does Leidos need from me?**
+ Active Top Secret/SCI (TS/SCI) security clearance with Polygraph is required.
+ BA/BS degree or higher within STEM field, National Security Studies, or field of study supporting operational art & science. Additional years of experience may be considered in lieu of degree.
+ 12 plus yrs or greater recent (since 2010) work experience as CO Planner or combined experience in planner position and other CO support positions.
+ Four plus years recent (since 2015) work experience at USCYBERCOM in at least one JOC role.
+ Familiarity with military operations including phases of planning, approval, and execution.
+ Intimate familiarity with applicable Joint Publications such as JP 3-12 Joint Cyberspace Operations and JP 5-0 Joint Operational Planning.
+ Broad knowledge of full spectrum Cyberspace Operations and how the JOC operates and coordinates internally and with external partners.
+ Experience developing work schedule for 24x7x365 watch floor environments.
+ Ability to support timely, accurate, relevant analytical production, to include documents, summaries, issue papers, talking points, and briefings.
+ Demonstrated proficiency working in a fast-paced collaborative environment, ability to proactively multi-task and meet short deadlines.
+ Strong interpersonal, critical thinking, and communication skills, including the ability to clearly convey complex and technical data to nontechnical consumers.
+ Able to work across Department of Defense and Intelligence Community agencies to support organizational goals.
**Favorable if you have:**
+ Masters' Degree or higher within STEM field, National Security Studies, or field of study supporting operational art & science.
+ Intimate familiarity with USCYBERCOM organizational structure and mission.
+ Prior experience supporting Joint operations across multiple warfighting domains.
+ Demonstrated experience incorporating Artificial Intelligence and Machine Learning into operations at any level to increase efficiency and effectiveness of operational outcomes.
+ Formal training within field of Cyber Warfare and Joint Operations.
+ Demonstrated experience with development and delivery of CO-related training and support to exercise planning and execution at any level.
+ Familiar with art of Data Science and applicability to CO.
+ Familiar with Microsoft Power BI data visualization software.
+ Desired Certifications: DoD 8570 IAT Level II (CCNA Security, COMPTIA CySA+, COMPTIA Security + CE, GICSP, GSEC, SSCP).

Description

GES is seeking an experienced Network Systems Subject Matter Expert (SME) to provide Tier 3 sustainment support to a mission critical IP voice transport network in Fort Meade, MD. The position requires extensive experience optimizing, implementing, and maintaining complex networks with a focus on security, high availability, and performance. The SME will work closely with operations, management, and customer stakeholders to ensure the network is both secure and functioning optimally.

Primary Responsibilities:
  • Provide system and network optimization design, implementation, testing, and maintenance support for a complex enterprise network using industry best practices.
  • Resolve escalated network and security support issues (Tier 3).
  • Independently conduct network assessments, identify possible vulnerabilities, and recommend/develop solutions to problems found.
  • Lead development of network documentation, diagrams, and standard operating procedures. This includes creating and maintaining Engineering Implementation Plans (EIPs).
  • Support Continuous Service Improvements (CSI).
  • Active participation in Root Cause Analysis for Problem Management activities.
  • Work with cross-functional teams to plan and execute network upgrades, migrations, and deployments.
  • Manage vendor relationships, including engagement on Incident Support activities and ensure timely delivery of program deliverables.
  • Monitoring, capacity planning, backup, and recovery of network equipment
  • Keep up with technology trends. Evaluate and recommend new technologies, tactics, and tools to improve service delivery.
  • Mentor and coach junior engineers, including providing training and support as required.
  • Provide testing support for the setup, installation, and transition to operations of service infrastructure devices, NMS and tools.
  • Support administration, patching, configuration, and sustainment activities for JITC lab components hosted at DISA Ft Meade.
  • Function as the primary COOP capability support engineer.
  • Review ACAS scanning and findings reports. Provide engineering support to the program ISSM/ISSO to mitigate findings.
  • Support lifecycle sustainment and refresh activities.
  • Utilize the designated ticketing system to document resolution and develop knowledge management artifacts.
  • Consult and collaborate with OEM resident and TAC engineering support provided by the government to ensure program operational and engineering needs are supported.
Core Qualifications :
  • Bachelor's degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience. Specific years of related work experience may be substituted for a degree at the Hiring Manager's discretion.
  • Ability to work in a team environment with excellent communications and interpersonal skills.
  • Active DoD clearance at the Top-Secret level with SCI eligibility
  • Security+ Certification or other DOD 8570 IAT Lvl II Certification within a certain timeframe after starting if not starting with one when hired.
  • Extensive knowledge of defense-in-depth principles, Network and Security architecture, network topology, IT device integrity, and common security elements.
  • 10+ years' experience engineering and troubleshooting networks, including extensive routing and switching experience such as one or more of the following: MPLS, VPNs, routing protocols i.e. BGP, OSPF, IS-IS, switching protocols i.e. Spanning Tree Protocol, VLANs, LLDP, VoIP, Multicast protocols and emerging network technologies.
  • Strong understanding and in-depth knowledge of IP network/subnet addressing.
    Experienced and adept at developing and maintaining technical documents, analyses, and reports.
  • Experience developing and presenting technical information to senior customer management, customer stakeholders, and company management.
  • Ability to travel up to 10% including OCONUS potential travel.
Preferred Qualifications:
  • Experience with Juniper route, switch and security appliances. (MX, EX, SRX)

**What Is the Opportunity?**
We are looking for a motivated and enthusiastic team player with industry experience to join our Strategic Resolution Group Claim team as a Sr. Technical Specialist handling complex toxic tort, latent injury, sexual misconduct, environmental claims and/or excess claims that present significant financial exposures. With general supervision, you will manage challenging large exposure claims which routinely present unique, complex liability and coverage issues. You will develop strategies to successfully resolve these claims in the most efficient and effective way while meeting established protocols and delivering optimal customer service. You will apply your advanced knowledge of legal issues and applicable case law in multiple jurisdictions. Provides mentoring, coaching, consulting, and training resources, and serves as a contact and technical resource to the field and our business partners. Assists with interviewing and hiring and training of junior employees.

**What Will You Do?**
+ In the handling large exposure claims, your responsibilities may include:
+ Coverage Research and Analysis - Responsible for researching the existence of policies that may have been issued by multiple legacy companies and analyzing coverage. Apply knowledge of relevant legal concepts in applicable jurisdictions. Prepare coverage recommendations and present to management. Effectively communicate coverage positions to policyholders or their representatives.
+ Liability Investigation and Analysis - Conduct thorough investigation and analysis of claim facts to determine liability. Apply knowledge of relevant legal concepts in jurisdiction to evaluate damages and develop recommendation of appropriate course of action.
+ Litigation Management - Proactively develop and execute a strategic file management plan that achieves optimal file resolution, including as appropriate: research and recommendation of counsel; litigation and resolution strategies; management of loss adjustment expenses; engagement of appropriate experts; use of proper settlement and release terms. Apply critical and strategic thinking in managing files and accounts. Attend meetings with counsel, settlement conferences, mediations and trials.
+ Account Management - Apply an in-depth knowledge and understanding of assigned accounts in actions and decisions. Maintain effective working relationships with other account contacts. Ensure claims and settlement agreements are handled in a consistent manner. Responsible for decisive and broad reaching regular communication and reporting to coordinate / align actions on assigned accounts. Take a leadership role in meetings, presentations and negotiations with other account contacts.
+ Financial Analysis - Estimate financial exposures on an individual claim and account basis. Develop budgets and financial analyses, maintain appropriate defense and indemnity estimates.
+ File Maintenance and Administrative Compliance - Maintain well-documented and organized claim files. Maintain proficiency SRG claim systems and databases. Adhere to applicable requirements for data accuracy. Efficiently manage file inventory.
+ Coaching - May be involved in training, mentoring, coaching and interviewing.
+ Project Leadership - May lead or represent the unit/office on special projects at request of management.
+ Perform other duties as assigned.

+ 3 years of bodily injury or property damage claim handling experience or comparable claim litigation or legal experience plus 1 year of SRG experience.
+ In order to perform the essential functions of this job, acquisition and maintenance of Insurance License(s) may be required to comply with state and Travelers requirements. Generally, license(s) must be obtained within three months of starting the job and obtain ongoing education credits as mandated.
