The Tactical Networks Program Office (PMW 160), within Program Executive Office (PEO) Command, Control, Communications, Computers, and Intelligence (C4I), provides cyber secure, accredited, and reliable integrated local and wide area networks (WANs) and foundation computing systems to support Navy, joint, and coalition forces across geographically dispersed locations. These networks enable critical command and control capabilities.  
PMW 160 comprises four divisions: Consolidated Afloat Networks and Enterprise Services (CANES), Future Capabilities, Platform Application Services (PAS), and Wide Area Networks (WAN).  
Noblis is looking for **Database Analysts,** with a **Secret** Clearance, with experience in DoD database systems to administer and implement computer database.
**Responsibilites include:**
+ DoD Database systems includingCMPro, Jira, Confluence, SQL, Oracle and other relational databases.  
+ Designing, implementing, and maintaining an organization's database systems to ensure data integrity, security, and performance   
+ Installation, configuration, and upgrading database management systems (DBMS).   
+ Data Management: Organize sensitive data, maintain security and privacy settings, and ensure data integrity.   
+ Performance Tuning: Monitor database performance and proactively troubleshoot issues to ensure optimal performance.   
+ Backup and Recovery: Develop and implement backup and disaster recovery solutions to prevent data loss.   
+ Security: Maintain security and integrity controls to protect sensitive information.   
+ Collaboration: Work with developers and other IT professionals to design database schemas and implement new features.  
Required Qualifications
+ Bachelor's or Master's Degree with 3 years of experienceOR associate's degree with 6 years of experience OR high school with 9 years of experience.  
+ Secret clearance required
+ U.S. Citizenship is required  
+ Hands-on experience with DBMS like MySQL, Oracle, and Microsoft SQL Server, including their administration, optimization, and security.   
+ Strong proficiency in SQL for writing complex queries, data extraction, and manipulation to analyze data.   
+ Experience in designing, implementing, and optimizing database schemas, which are fundamental to organizing and structuring data efficiently.   
+ The ability to analyze large datasets, identify trends, and present insights through reports, dashboards, and data visualizations using tools like Tableau or Power BI.   
+ Understanding and experience with data governance, data integrity, compliance, and best practices for database security.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. In this role, you will work directly with stakeholders to translate business needs into data models, ensuring data accuracy and efficiency for analysis and reporting. You will support a multi-functional team in creating, validating, and delivering reports, data extracts, dashboards, and other data products.

Requirements
Required Qualifications:
+ BS in Computer Science or related field and 12+ years of relevant experience.
+ 6+ years of experience with Microsoft enterprise data warehousing and analytical models.
+ 4+ years working directly with stakeholders on data needs analysis.
+ Proficiency in transactional/dimensional modeling, source-target mapping, and data transformation.
+ Experience developing conceptual, logical, and physical data models.
+ Familiarity with relational, dimensional, NoSQL, and data lake architectures.
+ Proficiency with Microsoft tools: SQL Server, SSIS, SSRS, SSAS, Power BI.
+ Skilled in SQL, T-SQL, Python, PowerShell.
+ Experience with Azure Data Lake Services, Synapse Analytics, Azure SQL MI.
+ Experience advising ETL and data engineering teams.
+ Strong communication and collaboration skills.

This is a full time role and is ideal for a data professional with strong coding skills in SQL and Python who can transform complex healthcare data into actionable insights to support fraud, waste, and abuse (FWA) detection and Medicaid regulatory & compliance reporting. This is an individual contributor role.
Job responsibilities include:
+ Write robust, efficient code in SQL and Python to extract, manipulate, and analyze large healthcare datasets.
+ Design, develop, and maintain complex data analyses to support investigations of potential fraud, waste, and abuse in Medicaid claims and provider activity.
+ Prepare timely and accurate Medicaid regulatory & compliance reports in accordance with prescribed guidelines and standards.
+ Communicate messages based on data analyses, including preparing easy-to-understand visualizations and other related documents for diverse audiences
+ Collaborate with SIU investigators, Program Integrity Manager, and Compliance to understand business processes and translate them into actionable data requirements.
+ Develop and participate in presentation and consultation with business partners on data, capabilities and performance results
+ Identify data quality issues, perform root cause analysis, and recommend improvements to enhance reporting accuracy and data integrity.
+ Stay informed about changes in Medicaid policy, regulatory requirements, and FWA detection techniques to ensure ongoing compliance.
**Required Qualifications**
+ A minimum of 3 years of data interpretation and analysis experience, preferable in the health insurance or Medicaid program.
+ Ability to distill complex data into meaningful insights and present findings to non-technical audiences.
+ 2+ years experience interpreting medical claim data
+ Advanced experience in SQL & Python coding sourcing from a data warehouse
+ 3+ years of project leadership experience
+ Strong business as well as systems knowledge
+ Excellent problem-solving, critical thinking, and written communication skills
+ Advanced experience in Excel
**Preferred Qualifications**
+ Experience in healthcare fraud, waste and abuse
+ Knowledge of Medicaid healthcare claims adjudication (QNXT) & regulatory reporting
