Summary This position is part of the Defense Human Resources Activity. The incumbent will be responsible for performing duties independently as the subject matter expert (SME) ensuring effectiveness, continuous improvement, awareness, and compliance with the DoD MCTO transition and reintegration programs across multiple portfolios with various OSD, federal, and with non-federal entities. Responsibilities As a MANAGEMENT & PROGRAM ANALYST (STRATEGIC PLANS & INITIATIVES) at the GS- /14 some of your typical work assignments may include: Analyzes the strategic direction of MCTO's mission, strategy, operations, and organizational structure impacting the way DoD accomplishes transition and reintegration assistance for uniformed members. Develops strategic plans, engagement strategies, analysis and monitors activities to develop, inform, and support employment, education, vocational, and small business initiatives, which support hiring, training, mentoring, and educating U.S. Military Service members transitioning or reintegrating following their active duty service. Performs a broad range of duties related MCTO strategic planning related to legislative changes and programmatic impacts to include pre-separation/transition counseling; employment, vocational, entrepreneurship, education, and RC well-being resources; Veterans benefits and services; and accessing and researching DOL American Job Centers' counseling and placement programs. Identifies strategic communications opportunities leveraging cross-collaborations; develops strategic plans, talking points, information papers and/or increase social media activities, marketing, and other related activities. Reviewing the DoD TAP, SkillBridge and YRRP distinct platforms for content accuracy congruent with MCTO strategic initiatives, messaging, and DoD compliance with policies. Reviews, analyzes, and updates policies, guidance, standard operating procedures, technical reports, information papers, fact sheets and special literature and other documents to determine their impact on MCTO as appropriate. Represents the SP&I at meetings within the Department and with other government and non-government agencies. Planning and carrying out studies or projects and directing activities of contractors and other SP&I priorities; promotes collaboration of relationships with other government, research institutions/organizations, non-federal entities, and other stakeholders in the transition and reintegration space. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Analyzing and advising on strategic plans, operations, and organizational impacts. Developing information into briefs, presentations, reports, or other forms of data visualization for presentation. Coordinating, consolidating, tracking, and monitoring organizational tasks. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing and delivering presentations to inform and advise senior leadership on agency strategic plans, initiatives, and/or organizational direction. Writing, developing, and coordinating on congressional, policy and/or legislative proposals or request for information (RFIs). Coordinating with the Military Departments, other Federal agencies, employer partners, and stakeholders subject matter experts to resolve complex policy or programmatic matters related to military transition assistance, Reserve Component reintegration, and/or employer partnerships. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. **What you'll be doing:**
- Support the day-to-day coordination of select health plan vendor activities, including tracking issues, maintaining documentation, and assisting with reporting activities.
- Support benefits financial tracking efforts, including compiling and organizing data related to plan and program expenses - and departmental budgets.
- Assist with tasks related to wellness program administration, including reviewing utilization and supporting wellness strategy efforts.
- Contribute to the development of executive briefing materials by preparing charts, summaries, and data visualizations.
- Provide administrative support for vendor contracts and procurement activities, compliance documentation, and reporting activities (e.g., regulatory).
- Support health plan performance monitoring efforts, in collaboration with benefit team members and vendor partners.
- Participate in benchmarking and survey efforts by assisting with information gathering and materials preparation.
- Support health plan communication efforts, ensuring technical accuracy and consistency.
- Support merger and acquisition activities by assisting with data collection and health plan review activities.
- Coordinate scheduling and meeting logistics with internal stakeholders and external vendors.
- Develop working relationships with Total Rewards and internal functional team members and external partners to support overall health plan operations.
- Participate in special projects, as assigned.

**Basic Qualifications:**
- Bachelor's degree in Human Resources, Business, Public Health, or a related discipline, or equivalent combination of education and experience.

**Pay Rate:** The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $60,600 - $106,835. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
