SUMMARY: The Sourcing Specialist will engage in strategic andday-to-day sourcing activities including, but not limited to, negotiating contracts, supporting the monitoring of contract performance, conducting Request for Proposals (RFPs), developing, evaluating, and managing supplier relationships and implementing contracts with end users. The Sourcing Specialist is additionally responsible for conducting benchmarking activities, reviewing industry best practices, analyzing spend and collaborating in cross-functional teams to achieve cost savings, increase quality, and build and maintain a competitive portfolio of pricing. Area-specific responsibilities will include reviewing buy vs. lease analysis and conducting total cost of ownership reviews. The Sourcing Specialist is responsible for the full spectrum of product supply andsupply contract activities, including supplier identification and qualification, supply evaluation and specification development, ROI (return on investment) or TCO (total cost of ownership) analysis, VAC (Value Analysis Committee) interaction, issuing requests for proposals, price contract negotiations, legal liaison, supplier selection, contract execution, suppler onboarding, assistance to internal customer as to understanding the contract and interpretation and dispute resolution.
EXPERIENCE: Five years of Supply Chain related experience in a hospital setting including experience with purchasing, GPO contracting, contract negotiations, strategic sourcingis preferred. One year of progressive participation in and responsibility for process improvement / savings implementation projects and / or quality management efforts is preferred.
SPECIAL SKILLS: Excellent working knowledge of computer software such as Excel, Access, and computerized materials management systems. Excellent oral, written, interpersonal and presentation skills. Self-motivated with strong analytical and contract negotiations skills.
LICENSE/CERT: Preferred: CMRP (Certified Materials and Resource Professional)

Carries out the Strategic Sourcing process designed to maximize competition and leverage when selecting and contracting with chosen suppliers. Negotiates contracts generally up to $500K in value.
**Primary Responsibilities:**
+ For sourcing initiatives, work with management to identify an Executive Sponsor and a cross-functional project team to ensure appropriate buy-in, support and participation throughout the project.
+ Guide the Project Team through the Strategic Sourcing process and keep the Executive Sponsor and relevant senior managers informed of progress, setbacks and obstacles. Lead a kick-off meeting with the Project Team to clarify the objectives, strategy and proposed timeline of the sourcing initiative. Develop and execute Requests for Proposals (RFPs), Requests for Quotes (RFQs) and/or Requests for Information (RFIs) based on identified business needs, market conditions and corporate standards. Facilitate analysis, evaluation and scoring of supplier proposals against criteria established and agreed on by the team. Conduct multiple rounds of bids and coordinate activities such as supplier demonstrations, reference calls and on-site visits to short-list suppliers. Lead contract negotiations in conjunction with the Project Team and Legal to ensure we obtain the most competitive pricing and favorable terms possible.
+ Prepare sufficient documentation to inform Executive Sponsor and senior managers of recommendations and results of the sourcing initiative, including any achieved savings, customer implications and impacts to business operations.
+ Guide business and support units through the Third-Party Risk Management Program in conjunction with the Third-Party Risk Management team to ensure selected suppliers are properly risk-tiered, vetted and approved before executing a contract.
+ Research and analyze procurement trend data at the Bank and recommend savings opportunities to associated business lines and support functions.
+ Understand and adhere to the Company's risk and regulatory standards, policies and controls in accordance with the Company's Risk Appetite. Identify risk-related issues needing escalation to management.
+ Promote an environment that supports belonging and reflects the M&T Bank brand.
+ Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
+ Complete other related duties as assigned.

Strategic Sourcing is a structured process that maximizes competition and leverage to select the most suitable suppliers at the best price. As such, this position plays an important role in controlling expense and mitigating risk at the Bank. Strategic Sourcing Manager (PDUs) for Oracle Cloud Infrastructure to help us expand and scale the next generation of Oracle Cloud services. Our Global Strategic Sourcing Group is responsible for strategic decisions that impact suppliers cost, technical capabilities, and supply availability to deliver hardware to our customers. A Strategic Sourcing Manager must have a blend of business knowledge and technical requirements that enables them to make the best decisions for our customers and products. This Strategic sourcing role must have experience in sourcing server component hardware, with strong supplier relationships and hardware infrastructure knowledge. You will be expected to develop strategic sourcing category plans, and communicate those plans internally for cross functional alignment. A Strategic Sourcing Manager should have strong written and verbal communication skills and the ability to represent Oracle Cloud to senior leaders and executives at our suppliers.
**Responsibilities**
-Leads cross line of business teams to drive competitive cost, supplier performance and supply chain efficiencies
-Create and implement supply chain initiatives & improvements to drive efficiencies and best practices
-Provides balanced judgement and demonstrates problem solving skills in extremely complex and ambiguous situations
-Creates an environment that allows for exploration and deployment of new ideas
-Mentor and provide leadership to other colleagues
-Sets an example of agility and adaptability
-Builds constructive stakeholder relationships which involve direct interaction and influence with different Oracle lines of business and Oracle suppliers
-Acts as the primary interface in the management of the supplier relationships
-Able to operate in fast pace, ambiguous environment
-Provides direction and specialist knowledge in supply chain strategies for continuous cost improvement through partner negotiations
-Conducts competitive analysis of suppliers, cost models, market analysis and supply chain alternatives
-Evaluates submitted proposals/quotes against Oracle standards
-Manage suppliers that meet stakeholder requirements
-Negotiates and executes supplier contractual agreements while sustaining product competitiveness
-Track and provide supplier performance feedback to ensure Oracle standards are achieved
-Influences product selection with stakeholders based on continuity of supply, cost, and technology
-Key skills and abilities include coaching, influencing, facilitation, negotiations, presentation, communication, process development, analysis, and problem solving
