About the Role
Reporting to the Quality Assurance Division (QAD), Manager of Structural Integrity, the successful candidate will manage condition survey projects and manage the response to, and assist in, evaluating immediate structural deficiencies at assigned Port Authority facilities. In addition this individual will perform reviews of condition survey reports and biennial bridge inspection reports. The selected candidate will be handling multiple projects as a Project Manager and will also manage Task Leaders assigned to those projects:
Responsibilities
+ Manage the response to Immediate Actions.
+ Collaborate with other Quality Assurance Division Managers to prepare annual Quality Assurance Division budgets for Condition Surveys for Line Department and Facility approval.
+ Allocate projects to consultants and in-house staff within the guidelines established by the Procurement Department.
+ Develop RFPs and Attachment A for Condition Survey Projects. Manage the RFP process and negotiate fees for Task Order consultant assignments.
+ Review aspects of the Condition Survey field inspection and report preparation.
+ Assure assigned projects meets budget and scheduling goals
+ Maintain and update the Structural Integrity Database (SID) for condition survey report data, immediate actions and priority repairs.
+ Provide guidance for consultant management and facility liaison.
+ Assists in the management of staff and consultants directly and through directives to subordinates
+ Attend nighttime and/or weekend inspections as needed.
Minimum Qualifications
+ A bachelor's degree in Structural or Civil Engineering from an accredited college or university.
+ Five or more years or specific condition inspection and design experience of various types of structures.
+ Demonstrated experience in project management, engineering design and/or construction fields including the preparation of reports and construction documents, setting priorities, scheduling and budgetary control
+ Familiarity with New York State, New Jersey state and FHWA requirements for biennial inspection of bridges and tunnels and familiarity with various other codes including AASHTO specifications.
+ Ability to respond to emergency structural situations.
+ Possess valid driver's license.
+ Proficiency and effectiveness in written and oral communication skills are essential.
Desired Qualifications
+ Professional Engineering license in New York and/or New Jersey.
+ Completion of Bridge Inspection Training Courses: NHI (Safety Inspection of In-Service Bridges), NHI Bridge Inspection Refresher.
+ Completion of Tunnel Inspection Training Course: NHI Course No. (Tunnel Safety Inspection ).
+ Experience in bridge and/or building repair design.
+ Ability to assess inspection findings, effectively reach a sound conclusion and recommend repairs.

Boeing Defense, Space & Security (BDS) has an exciting opportunity for a **Principal Airframe Structural Integrity Architect** to join our **Phantom Works** team in **Hazelwood, MO.**
The engineer in this role will be instrumental in defining and executing the course that achieves the required structural integrity of a proprietary air vehicle airframe. In collaboration with internal colleagues and external customers, the architect will have the opportunity to insert digital design and analysis advancements into the traditional structural airworthiness practices to ensure a robust and efficient process leading to the successful verification and validation of a next generation airframe. The architect will be part of the technical leadership of the Structures IPT responsible for structural definition, integration, analysis - including loads and dynamics and fatigue and fracture - of the vehicle and report directly to the IPT Senior Manager.
**Position Responsibilities:**
+ Plan and organize the structural analysis work statement at the airframe level such that it complies with and delivers the artifacts necessary to support all structural integrity requirements pertaining to the airframe
+ Provide guidance and direction to other structural analysis SMEs and TLEs to ensure alignment across multiple teams an sites with regard to structural analysis criteria, methods, and practices
+ Operate as the POC for both internal and external customers and stakeholders that require technical information regarding the structural integrity plans and deliverables associated with the development, build, and testing of the airframe
+ Partner with a multi-disciplinary, cross-functional team of engineers to apply MBSE best practices related to digital design, analysis, and verification & validation efforts related to the airframe
+ Invest in the development of people, tools, and processes to advance the capabilities of the program, Phantom Works, BDS, and the Boeing enterprise in the domain of air vehicle structural integrity

Job Description

Summary: The Civil/Structural Engineering Department Manager serves as Senior Civil/Structural Engineer on project work for clients and supervises the work of the civil/structural department personnel. This position provides leadership, technical engineering support, and guidance for the discipline team members. The Department Manager assists the project and administrative management teams with resolution of issues related to personnel scheduling and ensuring that discipline project work is completed within budget and schedule. The Department Manager will ensure that project services and deliverables meet Chemstress quality standards and technical standards required for each client’s project. This individual is expected to fulfill the requirements of the position and understands that the design process includes visiting clients’ facilities where they may be expected to perform physical work.

PLEASE NOTE: We do NOT design any residential, commercial, or retail projects. Successful candidates will have INDUSTRIAL structural design experience. This is a also HYBRID position and remote candidates cannot be considered. Relocation assistance is offered on a case-by-case basis.

Qualifications - Education/Experience:

Bachelor of Science Degree in Civil Engineering from an accredited university; Professional Engineer (PE) license and Industry related training certification(s).

Twenty (20) or more years working in at least three (3) of the following service areas: Chemicals, Petrochemicals, Polymers/Resins compounding, and Manufacturing -OR- Ten (10) years of relevant consulting work.

Ability to provide professional seal for governmental permitting procedures.

Advanced knowledge of building codes as they relate to civil/structural design.

Experience in acting as project manager on civil/structural based projects.

Ability to obtain data from field observations, including working at heights via ladder or personnel lifts as required.

Ability to work in a fast-paced team environment with multiple deadlines and have strong communication and interpersonal skills.

Proficient in using Microsoft Office, STAAD, STAAD Foundation, Bluebeam and AutoCAD. Familiarity with Revit, Navisworks, Civil 3D, Tekla Tedds, Hilti PROFIS, RAM Elements and other engineering or drafting software is helpful but not required.

Optional experience: basic surveying for determination of project elevations using level and/or total station equipment; limited stormwater/sewer design for small-scale in-plant systems or extension of existing systems; familiarity with the implementation of laser scanning in project design.

The successful candidate will join a diverse team of technical experts who provide high-value, innovative engineering solutions to Chemours global chemical businesses in support of research and development, plant operations, and new capital projects. They will support the structural reliability and safety of our manufacturing facilities by providing guidance on the design, assessment, and maintenance of buildings, foundations, supports, and process infrastructure essential to site operations. + BS or MS degree in Civil Engineering from an accredited university.
+ 7+ years of civil/structural engineering experience, with at least 3 years in the chemical or related industry.
+ Strong understanding of industrial codes and standards (AISC, ACI, ASCE, IBC, AASHTO, OSHA).
+ Thorough knowledge of core civil engineering competencies including engineering mechanics, materials of construction, structural engineering design and analysis, and specification of civil and structural components.
+ Ability to maintain a travel rate of approximately 25 - 30% and perform field assessments that may require climbing ladders.
**The following is** **_preferred_** **for this role:**
+ Professional Engineer (PE) license or actively working towards licensure.
+ Basic knowledge of geotechnical/foundation engineering, site grading, drainage, hydrology, groundwater protection, environmental structures, underground piping systems, roadway/railway systems, loading/unloading facilities, etc.
