Job Description

The Credit Balance Manager leads the Credit Balance team within Student Finance Operations and is responsible for the timely and accurate processing of credit balance refunds, including those tied to Title IV federal financial aid. This role ensures full compliance with federal regulations, institutional policies, and state-specific escheatment laws, while promoting operational efficiency and a positive student experience.

The ideal candidate will lead and support the department through, but not limited to, the following:

  • Direct the end-to-end processing of student account credit balance refunds, including advanced and applied balances, in accordance with federal (Title IV) regulations and institutional timelines.
  • Manage daily functions of the Credit Balance team including, but not limited to, processing credit balance refunds, rejected ACHs, stop payments, and unclaimed property/escheatment processing.
  • Ensure appropriate staffing levels through recruiting, hiring, training, and development of team members; make staffing and promotion recommendations as needed.
  • Develop and maintain schedules to ensure proper operational coverage and adherence to service-level expectations and compliance requirements.
  • Provide input regarding department staffing plans, maintaining service quality while aligning with resource constraints.
  • Regularly review and improve customer service and operational processes to enhance accuracy, efficiency, and the student experience.
  • Provide training, mentorship, and guidance to staff to ensure they are well-informed and capable of delivering high-quality student support.
  • Demonstrate deep and current knowledge of Title IV regulations as well as institutional policies, and when applicable, knowledge of third-party billing, Military/Veteran Affairs funding, international programs, and state-specific financial aid requirements.
  • Clearly communicate policies and procedures, articulating both regulatory requirements and their value to the student experience.
  • Serve as a subject matter expert and escalation point for complex student finance inquiries and refund issues.
  • Ensure team members have access to and understanding of tools, systems, and resources necessary to perform their duties effectively.
  • Identify, document, and share best practices within the department to promote consistency and continuous improvement.
  • Maintain a thorough understanding of all student finance programs, processes, and systems.
  • Assist in the preparation and submission of documentation or reports related to audits, accreditations, or state authorizations.
  • Ensure compliance with all applicable federal, state, and institutional standards and policies.
  • Perform other duties and special projects as assigned.
Qualifications

  • Bachelors Degree Required
  • 4 years of combined professional and prior people management experience Required.
  • Experience working in a service-oriented industry Required.
  • Experience in budget preparation, financial modeling, and accounting management Required
  • Must know federal and state financial aid rules and regulations.
  • PC skills in Microsoft Office and financial aid software.
  • Understand and support internal and external customers.
  • Exceptional leadership, critical thinking, organization and interpersonal communication skills. Ability to interact with all levels of the organization and work in a fast-paced environment. Ability to work independently and make sound decisions without supervision.
  • Student Finance experience required. Specifically, knowledge of principles, practices, methodology, and procedures for the provision of student financial aid and knowledge of federal and state financial aid laws.

  • Strong presentation skills and prior experience speaking in front of senior leadership.


Additional Information

In support of the pay transparency laws enacted across the country, the expected salary range for this position is between $61,720.78 and $108,334.92. Actual pay will be adjusted based on job-related factors permitted by law, such as experience and training; geographic location; licensure and certifications; market factors; departmental budgets; and responsibility. General Responsibilities
Employee is responsible for applying financial aid and cash receipts to student accounts including the administration of financial aid refunds with an external refund processor. Employee monitors the student financial aid refund process ensuring compliance with all applicable requirements and coordination with external refund processor. Responsible for monitoring and processing students' electronic loans and direct loans in compliance with federal guidelines. Advise students and assist with external refund processor questions and requests. Employee supports accounts receivable staff in helping students and completing various tasks related to student billing and financial aid. This position also provides front end coverage in the finance office by greeting students, and assisting with tuition payment plans and refunds. Work is performed in an accurate and timely manner under supervision and in compliance with Generally Accepted Accounting Principles (GAAP) guidelines.

Work Performed
Employee must comply with payment card industry data security standards (PCI DSS) and complete annual training. Employee must be well-informed about changes to student finance views to understand and educate student body and have knowledge of all policies and procedures that impact the student account from a college wide prospective.

Responsible for applying financial aid to student accounts. Researches, analyzes, and computes all financial aid adjustments and prepares documentation for resulted billings. Coordinates with financial aid staff regarding student account issues.

Responsible for monitoring and processing all electronic student and Parent PLUS loans ensuring compliance with federal and financial aid guidelines. Requires extensive knowledge of financial aid and registration policies and procedures as well as an understanding of the transactions from those offices on the student account.

Responsible for processing and monitoring returned and uncashed checks and performs communication efforts, including Federal Checks in Excess, Time Out Disbursements, and uncashed paper checks. Process in coordination with financial aid and finance office staff promptly to ensure federal and state compliance.

Responsible for verifying, computing, and processing student refunds in compliance with Title IV regulations, including refund preference set-up and identification verification with the external refund processor.

Serves as primary liaison for the Finance office for external refund processor regarding student service matters, including researching student refund status.

Responsible for applying non-credit financial aid and miscellaneous payments to student accounts, including vouchers, gift certificates, and child care scholarships. Researches, analyzes, and computes all related adjustments. Maintains records and reporting for non credit financial aid and miscellaneous payments.

Coordinates with Workforce, Career, and Community Education staff regarding student account issues.

Reviews and monitors all student account activity for current and past terms (including financial aid disbursements, payment plans, registration changes, and return of Title IV funds).

Monitors and maintains proper restriction holds on student accounts related to financial aid adjustment.

Responsible for processing returned unpaid checks and communicating with students.
Download daily payments from an external payment plan processor.

Responsible for making phone calls to students for financial aid reversals and other collection efforts when requested.

Assists and helps students over the telephone, by email, and in person, with issues related to registration charges, financial aid, external payment plan processor payment plan, and external refund processor inquiries. Monitors and responds to emails sent to HCC refund and payment plan mailbox

Assists with BankMobile enrollment file management.

Assists with preparing outgoing materials such as billing and miscellaneous communications to students.

Assist in the de-registration process by triaging students for payment plan and for those who paid partially.

Ensures security and confidentiality of all accounting documents and assets regarding to Family Educational Rights and Privacy Act (FERPA) compliance.

Investigates, researches, and resolves discrepancies in student accounts. This requires good accounting skills and the ability to analyze very complex accounting system.

Files and maintains all cashiering and A/R documents in compliance with PCI regulations.

Performs general cashiering duties during period of high traffic throughout the year.

Cover the front desk when the Office Associate is not in which includes, opening and distributing the incoming mail, logging in any checks received, and answering the phone.

Represents the office at on-campus events.

Maintains work area in order.

Trains temporary, part-time, and work study staff.

  • Reviews and approves requests for withdrawal, exchanges, deposits, annuity purchases, and contract cash-outs. Requests additional information when necessary.
  • Compiles management information such as contract and sold case activity as needed by internal management.
  • Communicates with customers, sales force, other departments, regional and/or field offices, and other industry companies on topics that do not require insurance or securities licensing and registration. Collaborates and networks with outside business units to create innovative solutions for internal and external customers. Maintains appropriate records. Approves and processes business according to government regulations, contract provisions, and internal procedures and controls.
  • Conducts in good order reviews or other applicable requests for servicing Nationwide policies and customers for withdrawal, exchanges, deposits, annuity purchases, and contract cash-outs.

The Financial Aid and Scholarships Office (FASO) directly awards or coordinates the awarding of over $850 million from over 700 funding sources to over 25,000 undergraduate and graduate students.

Responsibilities
  • Applies professional financial services concepts (e.g. accounting, payroll, etc.) to independently resolve UC Path and Work-Study Program issues in compliance with external regulations and internal policies.
  • Initiates Salary Cost Transfers and Direct Retros when applicable.
  • Provides support and analyses for mitigating limited functionality in UC Path and implementing contingencies.
  • Participates in the analysis, design, and implementation of new services or financial operational systems or processes.
  • Implements financial transaction processes and procedures.
  • Reviews financial data and transactions that support the Work-Study payroll function.
  • Reviews, identifies and takes action on payroll transactions (variance analysis & resolution) to ensure compliance with federal, state and institutional requirements.
  • Ensures that financial processing functions are performed with accuracy and that daily operations run smoothly.
  • Performs variance analysis and resolution of assigned financial aid programs.
  • Assesses, recommends, and implements changes to processes that affect the Work-Study Program as needed to ensure financial processes maintain compliance with federal and state requirements and internal financial/audit policies.
  • Follows related policies and advises campus staff accordingly.
  • Recommends and implements quality customer service standards and procedures to affect various constituencies, including campus departments, students and external vendors.
  • Assists with payroll and financial inquiries originating from work-study employers.
  • Provides customer service on escalated cases for campus staff and students related to work-study processes and student employment records.
  • Documents and maintains processes and procedures for financial activities.
  • Develops a professional development plan and participates in development activities, such as attending classes, joining organizations, working on special projects, and serving on departmental or campus-wide committees, in order to enhance expertise in job areas.
  • Other duties as assigned.
Required Qualifications
  • Thorough knowledge of financial processes, policies and procedures.
  • Knowledge of financial data management and reporting systems.
  • Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multi-task in a high-volume environment, organizational skills, effective verbal and written communication skills, sound judgement and decision-making ability to develop original ideas to solve problems.
Education/Training:
  • Bachelor's degree or AA degree in related area and / or equivalent experience / training.
Preferred Qualifications
  • Familiarity with and/or ability to learn UC-specific financial systems and financial aid programs.

  • This is a hybrid position, eligible for up to 60% remote capability.
