The Supply Chain Operations Manager will plan, manage, and implement the operational aspects of supply chain responsibilities within the facility to include value analysis strategies, requisition tactics, inventory controls and distribution processes. Implements and manages value analysis decisions to include the cost-effective utilization of products, support the coordination of product evaluation, acquire clinician buy-in on product conversions, and coordinate the educational processes regarding products to ensure high quality patient care. Serves as the on-site liaison between the hospital and System Logistics.

Major Responsibilities

• Serves as a primary on-site liaison between System Logistics Department (purchasing and distribution) and site Administration, department heads, physicians and clinical staff within each facility to ensure cost-effective utilization of products, including but not limited to medical/surgical supplies and technological assessment.
• Ensures optimal utilization of supply chain resources at assigned hospitals and facilities, including staffing and inventory.
• Analyzes supply chain data and information to measure best practices, increase quality, and decrease costs within the supply chain function.
• Collaborates with facility caregivers and System Logistics to convert new products across the facility.
• Serves on system-wide Value Analysis Teams as required.
• Evaluates and monitors new and existing asset and expense inventory/stock levels by adjusted inventory reorder points and economic order quantities for all departments of the assigned hospital or facility.
• Evaluates processes, conducts quality supply chain audits, identifies quality issues, and develops and implements process improvement plans.
• Meets with vendors to review products/services and contracts for standardization and efficient utilization of products/services.
• Coordinates with staff development on all educational programs relating to products.
• Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
• Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
• Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.

JOB SUMMARY

The Supply Chain Services Operations Manager is accountable for continuously reviewing Surgical Services, Interventional Radiology and Endo/GI Lab for Baylor University Medical Center at Dallas supply costs and identifying, evaluating and implementing the needed actions to reduce costs and maintain high contract compliance. Acts as a key player in maintaining and continuously improving services to our clinicians. Demonstrates solid critical thinking skills, problem solving and proactive approach to leading and anticipating needs. Works with the other service line and supply chain leadership members in seeking and implementing supply chain efficiencies and team growth and development.

ESSENTIAL FUNCTIONS OF THE ROLE

Supervises SCS staff as assigned by Corporate Operations senior leadership.

Accountable for supervising, coordinating, facilitating and implementing standardized processes and systems related to inventory control within Surgical Services, Interventional Radiology and Cardiovascular Care for Baylor Scott & White Health.

Serves as liaison between Supply Chain Services, Surgical Services, Interventional Radiology, Endo/GI Lab departments to ensure effective and efficient management of supplies.

Responsibilities include management of processes and personnel related to: materials acquisition, receiving and distribution and coordination of PAR levels for Surgical Services, Interventional Radiology and Endo/GI Lab.

Ensures standardization of processes based on SCS best practices to maximize efficiencies of SCS as a whole.

Manage or participate on project teams as assigned; coordinate team activities, develop and implement project plans.

Develop reports and associated materials to update project status.

Evaluates and resolves all necessary SCS reports such as Open Receiving, Invoice Discrepancy and MM280.

Provides exceptional leadership role in semi-annual system-wide physical inventory.

Facilitates system-wide product and service agreement conversions.

Ensures the priority of enhancing patient care in a cost-effective manner through effective utilization of contracted supplies and equipment remains the focus.

Completes special projects as assigned and assist field operations as needed.

Performs other position appropriate duties as required in a competent, professional and courteous manner.

KEY SUCCESS FACTORS

Bachelor's degree preferred.

Professional certification, such as Certified Purchasing Management (CPM), Accredited Purchasing Practitioner (A.P.P.), Certified Material Resource Professional (CMRP) or other recognized professional certification is preferred.

Proven skills in Word, Excel, Access, PowerPoint and Supply Chain ERP.
