We are looking for Liaison Support Officers , at all levels, to join our intelligence program supporting a key government sponsor in Northern Virginia.
This posting is for multiple opportunities ranging in years of experience.All positions require possession of a current/active security clearance with Polygraph. Applicants will be evaluated and placed in a level from 2-5 based off their experience and customer feedback after multiple assessments.
- Provide support to all aspects of liaison visits, to include all logisticalplanning and coordination to support these visits.
- Follow thesponsor office's guidance/direction as it applies to planning and coordinating visits or events.
- Submit requests for building access, catering, transportation, museum tours, photos, gifts, lodging, and special events.
- Act as a point of contact for thesponsor office's senior management when generic liaison visit questions arise.
- Be knowledgeable of cultural sensitivities and preferences for the country portfolio, eventually becoming a subject matter expert on the culture(s) in the portfolio.
- Coordinate meetings to include time, day, and reserving the necessary conference rooms.
- Populate data within liaison-tracking databases or tools, maintain calendars, and maintain historical records.
- Provide expert concierge service by having event-planning experience and current knowledge of the popular dining, unique experiences, and events (sports, music concerts, etc.) occurring in the Washington, DC area.
- Support the development and provide continuous updates for standardizing procedures/templates for liaison engagements, to include developing Standard Operating Procedures (SOP) documents.
- Anticipate the needs of the sponsor office according to the preferences of the liaison guests.
- Respond to and adeptly handle an immediate event crisis with positive results or a favorable outcome.
- Handle all aspects of event planning from start to finish.
- Propose and provide creative solutions to issues or impediments as they arise.
- Comply with ad-hoc requirements issued by the sponsor office during liaison events.
Qualifications:

Three (3) years of relevant experience and a Bachelor's degree

+ Responsible for legal support activities related to legal operations, litigation, discovery or settlements
+ Responsible for robust and detailed reconciliations related to legal settlement expense account from the legal systems to the financial general ledgers

Summary of Job Duties:
The Export Control Support Officer (ECSO) plays a critical role in developing, implementing, communicating, and monitoring an effective export control program at the University of Arkansas in Fayetteville. This position serves as a primary point of contact for internal and external inquiries regarding export control compliance, advising the university community on complex issues related to international travel, shipments, proposals, contracts, and other agreements. The ECSO will be instrumental in applying for necessary export control licenses, developing Technology Control Plans (TCPs), and meticulously maintaining records in accordance with federal requirements.
Working collaboratively across various departments, the ECSO identifies equipment and activities that may trigger export control obligations. The ECSO leads institution-wide initiatives to understand and apply federal export control policies to a wide variety of operations, including research contracts and grants, service agreements, material transfer agreements, purchase orders, fieldwork, and international and visiting scholar appointments.
The ECSO will proactively conduct restricted party screening, communicating results and implications as appropriate, and will design and deliver a variety of educational and training materials tailored for different campus audiences. This role also involves overseeing web resources dedicated to export control education and outreach.

Essential Functions:
Compliance Guidance & Best Practices: Investigate and recommend best practices on all aspects of export control compliance and regulations to the university community, including visiting scholars, scientists, and key administrative offices (e.g., Research Security, Purchasing, Global Engagement, Finance, Environmental Health & Safety).
Training & Education Programs: Develop, implement, and maintain comprehensive training programs and informational materials, including a robust website, to educate faculty, staff, and students on export control regulations.
Restricted Party Screening (RPS): Coordinate with the Office of Global Engagement, International Services Office, and other relevant departments for restricted party screening. Conduct screenings, communicate findings and implications, and develop plans for visitors and international travel as appropriate.
Policy & Procedure Development: Collaborate with administrative and academic departments, labs, and centers to develop, implement, and coordinate policies and procedures that ensure compliance with export control regulations.
Research & Agreement Consultation: Provide training, support, and consultation to ensure research proposals and agreements, as well as university memoranda of understanding (MOUs), reflect export control compliance and enable investigators to meet both regulatory and academic objectives.
Contract Negotiation Support: Collaborate in contract negotiations to resolve problematic clauses in federal and industry-sponsored project agreements, MOUs, and purchase orders related to export compliance. Assist the Office of General Counsel (OGC) on export control-related issues.
Regulatory Monitoring: Stay abreast of new laws and regulations affecting the university's export control compliance and respond to proposed regulatory changes.
Reporting & Communication: At the direction of the Export Control Officer, keep the University leadership teams and other relevant parties informed of activities and issues in the area of export controls.
Documentation & Record Keeping: Maintain thorough documentation of reviews and decisions made on export control compliance as part of the university's export compliance management system.
Technology Control Plan (TCP) Assistance: Assist principal investigators, researchers, and other covered individuals with the creation, revision, maintenance, and implementation of any required Technology Control Plans.
Special Projects: Assume responsibility for special projects and studies as assigned.
