Job Summary
B&A is seeking a skilled Lead Sustainment Developer (Systems Architect) to provide strategic leadership and hands-on technical expertise in the sustainment, architecture, and operational support of enterprise health IT systems. The ideal candidate will have extensive experience in maintaining and enhancing large-scale systems, especially within the Department of Defense (DoD) health IT ecosystem, including systems such as AHLTA and HAIMS . This role is key to ensuring continuity, performance, and modernization of mission-critical platforms, with a focus on systems built using OpenText Content Suite , AppWorks , and Archive Center .
Responsibilities
- Lead the sustainment and operations of large-scale health IT systems, including performing routine maintenance, troubleshooting, updates, and incident resolution.
- Provide systems architecture support, ensuring solutions are scalable, secure, and aligned with enterprise and DHA architectural goals.
- Develop and apply automated solutions for engineering, scientific, and business data acquisition and management problems using modern computer techniques and tools.
- Plan and architect enhancements, modernization efforts, and integrations for existing DHA systems, including AHLTA and HAIMS.
- Collaborate with program offices, business analysts, developers, and infrastructure teams to ensure high system availability and performance.
- Oversee system documentation, including technical design, configuration management, maintenance procedures, and architecture artifacts.
- Support implementation and sustainment of OpenText enterprise content management (ECM) platforms such as Content Suite , AppWorks , and Archive Center .
- Ensure compliance with security, configuration, and documentation standards as defined by DHA and DoD guidelines.
Education and Experience
- Bachelor’s Degree in Computer Science or related field, or equivalent professional work experience.
- Minimum 10 years of technical experience supporting and sustaining health IT systems.
Required Skills
- Strong knowledge of computer science concepts , system automation, and data management techniques.
- Demonstrated hands-on experience with the operations, maintenance, and troubleshooting of complex, large-scale systems.
- Proven experience in the architecture and planning of DHA systems such as AHLTA and HAIMS .
- Experience working in secure environments, with knowledge of DoD IT policies and sustainment best practices.
Desired Skills
- Experience implementing and supporting OpenText ECM solutions , including Content Suite , AppWorks , and Archive Center .
- Familiarity with ITIL or similar frameworks for IT service and operations management.
- Working knowledge of health data standards (e.g., HL7, DICOM, FHIR).
- Experience with configuration management tools and sustainment practices for DoD or federal systems.

As a Senior Systems Architect you will guide the design and development of solutions for complex applications problems, API design, data services, platform services, cloud services and infrastructure services to meet user requirements and align to strategic goals and the Enterprise Architecture.
Duties include:
- Guides Mid-Level and Junior-Level systems architects in the design, development, maintenance, and documentation of solution architectures ensuring traceability to the Enterprise architecture and Enterprise requirements.
- Guides the analysis of user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.
- Guides Mid-level and Junior-level systems architects in the development of proposed changes to the solutions architecture design based on analysis of requirements and new technology.
Qualifications:
- Active TS/SCI Clearance w/CI Poly
- STEM degree or higher in Computer Science, Information Technology, Engineering, Engineering Management, Management Information Systems, or related STEM degree program, or related equivalent additional experience.
- Senior-level or higher experience working in government or industry in relevant work areas including: Enterprise Architecture, Solution Architecture, Data Architecture, Department of Defense Architecture Framework (DoDAF), or Intelligence Community’s (IC) Program Architecture Guidance (PAG).
Desired Skills:

Job Requirements:
- 7+ years of Smart IQ (v17X or earlier) experience, working with Modules, Custom Actions, designing and implementing custom databases and tables in addition to Smart IQ database, installing and configuring Smart IQ Scheduler and creating Scheduled Jobs, using API calls to generate PDFs and integrating the application with external applications/systems using Soap services

Compensation and Benefits:
We expect to pay a starting salary between $150,000 175,000. An applicants placement within this range is based on their individual qualifications and professional experience. Description
The position is requested for New York Workers Compensation Insurance and Disability Insurance Systems. The Systems Architect will perform solution design, development, and implementation tasks as it relates to Workers Compensation including performing architectural review of proposed solutions, and recommending alternative solutions as needed to ensure the solution is on sound foundation.
Responsibilities:
The Systems Architect at the expert level will have responsibility to support the technical operational aspects of the New York Workers Compensation Insurance Systems and Disability Insurance Benefit Systems. This includes all software, and technical infrastructure in support of the design, development, and implementation of various Workers Compensation Insurance and Disability Insurance applications covering multi-state policies. Specific duties include:
- Create, Review, and Evaluate technical specifications.
- Ensure NYSIF ITS compliance with business objectives and requirements.
