Project Kuiper is Amazon's low Earth orbit satellite broadband network. The Kuiper Ground Infrastructure Design and Construction team is looking to scale ground locations globally. As a member of the Design and Construction Team, work with multiple internal and external stake holders across multiple disciplines to design, build, and activate infrastructure that enables Kuiper to achieve its long-term mission. Key job responsibilities
As a Technical Business Developer working on the Kuiper Ground Infrastructure Design and Construction team you will be responsible for:
- Writing, negotiating, and managing design and construction contracts with subcontractors across multiple disciplines through contract close-out
- Communicating risks and monthly business updates related to site design and construction to the larger organization
- Managing a portfolio of global sites under active design (topo surveys, geotechs, power/fiber, construction drawings and building permit filings and approvals)
- Managing a portfolio of global sites under active construction (site grading, power, access roads, conduits, concrete, and fencing)
- Driving continuous improvement for future site designs and construction as lessons are learned
- Resolve design and construction conflicts in the field in real time
- Interacting with engineers, contractors, and project stakeholders
- Accustomed to a fast pace site deployment / launch environment experience ideal
- Core operational responsibilities include ensuring consistency in processes, reporting, forecasting, and data integrity with respect to the project buildout
- Highly developed oral and written communication/people skills Excellent organizational and time management skills
- Able to travel as needed (up to 25%)

Basic Qualifications
Bachelors Degree in Engineering or Construction Management or equivalent experience
5+ years of professional experience with the design or build of ground infrastructure
5+ years of Proven project management, construction or engineering experience with a track record of managing both new builds and the enhancement of existing sites

This individual will initiate and manage multiple programs and projects using effective time management skills and personal impact to drive complex activities across the organization. The Technical Infrastructure Program Manager supports all Amazon fulfillment business units and site types. This role will drive continuous improvement of HVAC systems and actively participate in the design and implementation of Improvement Strategies. The goal is to increase efficiency, uptime, and provide support to operational areas with an emphasis on short- and long-term reliability improvements.
This role requires a dynamic individual who can independently manage complex technical programs, lead cross-functional teams, and drive our commitment to sustainability and operational excellence. Teamwork is an absolute must to accomplish our goals. You must be able to work within a team while both depending on, and driving others to accomplish goals for our customers. The candidate will lead with influence and work with internal teams as well as external suppliers, vendors, and consultants including utilities, manufacturers and contractors to align priorities and ensure the delivery of key milestones.
The successful candidate will be a subject matter expert in their field, and possess a HVAC design, construction, or reliability maintenance background, coupled with an understanding of project/construction management. This individual will be relied upon to provide technical expertise to remote customers who need technical, operational, and commercial support. This position will require proficiency in the principles of airflow distribution, a deep knowledge of HVAC sequence of operations strategies and an understanding of building codes and standards across multiple geographies. This person will be able to undertake the challenges of sophisticated equipment platforms and demonstrate their ability to think broadly and strategically in aligning building equipment with the larger objectives of the business.
Key job responsibilities
- Develop, execute, and manage programs focused on the implementation of sustainable HVAC and mechanical system solutions across different business units.
- Work independently to successfully deliver program goals, seeking guidance as needed and making connections to the right people or technologies as required.
- Oversee the delivery of capital projects related to the HVAC, from scoping and design to construction and commissioning.
- Collaborate closely with internal and external stakeholders, including technology providers, internal customers, business stakeholders, and vendors, to deliver complex/cross-functional projects.
- Identify and drive improvements in HVAC and mechanical systems to increase energy efficiency, reduce environmental impact, and enhance performance.
- Provide technical leadership on HVAC and mechanical system design, installation, operation, and maintenance.
- Lead cross-functional teams, manage resources, and maintain project schedules and budgets.
- Monitor, evaluate, and report on the performance and efficiency of HVAC systems.
- Stay up to date with the latest sustainable technologies and industry trends and ensure compliance with relevant regulations and standards.
- Review engineering designs & drawings, inspection and maintenance documentation and perform vendor audit for reliability, safety and regulatory compliance.
- Develop, implement, and support preventative and predictive maintenance strategies for new and existing equipment.
- Participate in/lead Root Cause Failure Analysis (RCFA) to identify root causes of complex and/or repetitive problems and put in place executable corrective actions.
- Provide support for hazard evaluations and risk assessments to comply with applicable OSHA, EPA, and International Building Code requirements or methodologies.
- Develop, monitor and refine asset maintenance strategies promoting value-added preventive maintenance tasks.
- Analyze operational data, KPIs, OEE, etc. to identify gaps and areas of potential improvement.
- Actively participate in design and implementation of Asset Improvement Strategies for systems to improve production and uptime.
- Lead discussions to handle concerns and Requests for Information (RFIs). This will require technical knowledge, resourcefulness to navigate through internal and external resources, and a focus on customer satisfaction.

Basic Qualifications
- Bachelor's Degree in an engineering or relevant technical discipline.
- A minimum of 3 years of experience in a HVAC design, asset management, operations, or reliability maintenance role in manufacturing, industrial warehouse, or commercial building environment.
- Experience in managing multiple programs or projects, using effective time management skills and personal impact to drive complex activities across the organization.
- Experience in design, operation or maintenance of mechanical HVAC systems, including Roof Top Units (RTU), CRAC systems, HVLS fans, exhaust fans, and other air quality and comfort control equipment.
- Understanding of psychometrics, thermodynamics, heat transfer, and fluid dynamic processes and their relation to HVAC related applications.
- Familiarity with building and or process heating/cooling load calculations to derive HVAC equipment specifications.
- Familiarity with safety standards and regulatory requirements including international building code (IBC), National Electric Code (NEC), ASME, NFPA, and ASHRAE.
- Experience, preferably in a supervisory, construction or project management role, in the installation of utilities and infrastructure in new construction and existing buildings.
- Strong analytical and problem-solving skills.
- High capability to adapt to tight deadlines, heavy workloads, frequent changes in priorities, and changes in the business environment.
Preferred Qualifications
- Professional Engineering (PE) License, Certified Energy Manager (CEM), or LEED accreditation is highly desirable.
- Six Sigma/Project Management certification (PMP or equivalent).
- Familiarity designing, troubleshooting, or operating automated building controls (Building Management System).
- Effective interpersonal and communication skills to successfully integrate and align a multi-discipline team in delivery of projects.
- Able to problem solve and troubleshoot HVAC equipment as the need arises. Support can be remote, or hands-on.
- Experience using a Computerized Maintenance Management System (CMMS) such as SAP, Maximo, Enterprise asset management (EAM) or Asset Performance Management (APM).
