Responsibilities:
The Computer Systems Programmer creates and/or maintains operating systems, communications software, database packages, compilers, repositories, and utility and assembler programs. This individual shall modify existing software, and develop special-purpose software to ensure efficiency and integrity between systems and applications.

Primary Purpose of Organizational Unit
OASIS (Office of Arts and Sciences Information Services) provides information technology support for the College of Arts and Sciences at UNC-Chapel Hill. Position Summary
The primary purpose of the Systems Specialist is to develop and support information technology systems that support the business, research and instructional functions of the College community. This is specialized work involving complex systems, many of which have high information security and uptime standards. This will require providing direct support to users of those systems, generating and maintaining documentation in regard to those systems, researching specialized hardware and software for same for both the research and instructional mission of the College, and manage and install operating systems and software on both real hardware and virtual machines. The work involves the advanced use of software and/or hardware tools to maintain existing and provision new services that are critical to the daily work of the College community. The work requires expertise with core infrastructure elements and how they interrelate to provide a cohesive and stable computing environment. Under limited direction, the Systems Programmer II defines objectives, system requirements and formulates project plans relating to software technology or business methodology where technology can be consumed or enhanced.
Duties and Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Develops, programs, and designs high-quality, cost-effective information technology solutions to address the business needs of the City and its departments; creates and maintains software programs, components, or applications and supports the full life cycle development.
- Develops and implements available and emerging technologies, programs, components, and applications for the City use; meets and collaborates with staff from other departments to determine programming needs; sets expectations for software development delivery timeline and functionality.
- Supports database driven applications used within the City; troubleshoots system issues, determines root causes of issues, and works with end users to implement effective solutions.
- Performs database upgrades and migrations and ensures backups are operational; installs applications, maintains application upgrades, and coordinates with third party vendors to support program and application maintenance.
- Tests software and programming to ensure complete functionality and operation; verifies error handling, monitors software fixes, and documents all activities.
- Assists with training of staff and department on system programming, application usage, and other systems; creates training documentation; participates, develops, and assists various training programs to develop new skills and competencies, participates in vendor conventions, and ensures quality control in programming activities.
- Responds to and addresses technical emergencies; troubleshoots problems, identifies issues, and determines appropriate resolutions; backs up and debugs applications and systems and restores databases.
- Assists in the development and implementation of policies and procedures for system programming; participates in Requests for Qualifications and Requests for Proposals development response review.
- Performs other duties as assigned.
Licenses or Certifications:
A valid State driver's license is required.
Education and Experience:
Bachelor's Degree in Computer Science or related field AND three (3) years of professional level experience in systems analysis or programming; OR an equivalent combination of education, training, and experience may be considered.

This posting will be used to fill a full-time, permanent, Systems Programmer position in Utility Operations in the Department of Public Works. This is highly specialized technical support work in implementing and maintaining computerized control of Industrial systems. These systems include Programmable Logic Controllers (PLC's), Variable Frequency Drives (VFD's), Systems Control and Data Acquisition (SCADA), Personal Computers (PC's) and telecommunication links. This position is required to keep up with workload demands throughout the broad array of processor-based control and remote monitoring systems within the Bureau of Utilities water and wastewater facilities to ensure equipment and system failures are avoided to prevent loss of water service to customers, potential wastewater overflows and maintain water quality standards.
NATURE AND VARIETY OF WORK
This position is responsible for the Installation, maintenance and programming of industrial processor-based control systems, components and communication networks related to water and wastewater treatment and pumping facilities. Work is performed with relative independence within defined policies and procedures, and is reviewed by a technical superior through conferences and effectiveness of systems programming activity
Examples of Duties and Knowledge, Skills and Abilities

- Analyzes current system software, proposes modifications and evaluates new software for improving control system operations, standards and procedures.
