Recruitment Operations & Optimization
Manage recruiting for all positions within assigned groups and/or recruiting solutions for system wide impact.
Measure performance, productivity and ROI and take action to improve results as needed.
Develop, lead and manage the design and implementation of recruitment strategies, solutions and plans to ensure a continual pipeline of high quality, excellent talent for clients in assigned groups.
Assure integrity and consistency of TA systems, processes and policies, working closely with others to implement changes to practices as needed to meet organizational, regulatory or legal requirement
Hold staff accountable for utilizing technology systems, data and metrics, processes, assessment and selection techniques and consultation skills. Provide feedback to improve efficiency and effectiveness of team members. Continually monitor and assess the performance of the staff, recruiting systems, processes and data and reporting to provide recommendations for improvement as needed
Data driven Decision Making
Develop and understand recruiting metrics and goals in alignment with department goals and business outcomes.
Create presentations, business cases and data-based reports to present to business leaders.
Develop capabilities of staff, building on individual interests, skills and competencies with an eye on retention, recognition and succession creating an environment of continuous learning, improvement and development.
Ensures each member of the team is fully capable to deliver results, improve processes and procedures and maintain expected performance, engagement and customer satisfaction levels. Identify, hire and allocate resources to meet the objectives of the business.
Recruitment Strategy Implementation
Effectively balance standardization and efficiency of operations with creative solutions to individual or collective client needs.
Works with customer groups to understand, calibrate and exceed expectations. Resolve business challenges that require escalation and collaboration across internal departments and vendors/suppliers.
Research and stay current on market trends, benchmark data, best practices and innovative solutions to drive future strategies and relevant solutions.
Consult and drive recommendations, strategies, solutions and tactics to improve operations, solutions and results.
Lead and champion change management and adoption of new tools and process improvements to optimize the recruiting process, solutions and experience.

We're looking for a dynamic Program Manager to join our Talent Acquisition Technology team within People Technology. In this key role, you'll collaborate with Product Managers, Program Partners, Engineers, and Talent Acquisition teams to design and implement innovative tools that drive our recruitment efforts. What the Candidate Will Do:
* Collaborate with People Infrastructure and Business Technology teams to manage requirements, sprints, and system updates.
* Build and improve Talent Acquisition processes throughout the recruitment life cycle.
* Serve as a point of contact for service-related inquiries, triaging and escalating issues to engineering when necessary.
* Partner with stakeholders to understand and define requirements.
* Liaise with Technical Program Managers (TPM's) and Engineering teams for sprint planning and execution.

Basic Qualifications:
* 4-7 years of relevant professional experience, with at least 3 years administering or supporting Talent Acquisition (TA) tools (e.g., Oracle, iCIMs, SHL, Beamery).
* Experience using Jira or similar ticketing systems.
* Strong communication skills, able to engage with both technical and non-technical stakeholders.
* Experience with product lifecycle management.
* Knowledge of HR processes and best practices.
* Proven ability to partner effectively with Talent Acquisition teams.

**A DAY IN THE LIFE**
+ Responsible for full cycle recruiting from sourcing, cold calling, managing active candidates, and final interview
+ Experience using recruiting tools such as LinkedIn Recruiter and ZoomInfo
+ Work with leadership team to develop new recruiting strategies
+ Build database of leads and maintain relationships with potential candidates
+ Build best practices and procedures for hard to fill positions
+ Guide candidates through interview process from sourcing to first day
+ Manage candidate interview process via applicant tracking system
+ Manage all job creation, postings, and external candidate marketing
+ Attend and assist with college recruiting fairs (fall and spring season)
+ Various projects as needed
**NECESSARY QUALIFICATIONS**
+ 4-10 years of experience in full cycle construction or engineering recruiting
+ Bachelor's degree required
+ Experience with early talent recruitment a plus
+ Must be extremely organized and self-motivated
+ Ability to plan and manage multiple activities to accomplish desired results
+ Familiarity with applicant tracking systems; ICIMs preferred
+ Experience managing multiple hiring managers/executive leaders

**NECESSARY QUALIFICATIONS**

- Lead and mentor a team of recruiters, driving performance, consistency, and alignment across open requisitions
- Oversee intern recruiting processes, including sourcing, job board postings, career fair participation and coordination with hiring managers and university partners
