Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide analytical consultative services required to administer programs throughout all phases of business requirements analysis, software design, system and performance testing, and implementation.
  • Analyze and review budgets, schedules, and other program resources, identifying resource shortfalls and making corrective recommendations.
  • Participate in analysis sessions to provide program requirements, ensuring that the business, system, software, and integration requirements meet the program needs.
  • Review the business and system, software, and system integration requirements to ensure they align with program needs, considering alternatives and developing recommendations as required.
  • Identify, communicate, and resolve risks, implementing proactive measures to mitigate or eliminate potential consequences that may impact the project's success.
  • Identify and resolve issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project.
  • Research and analyze resource materials, staying up-to-date with industry trends, best practices, and regulations relevant to the acquisition process.
  • Monitor system tests, review test results, and identify project issues, ensuring timely resolution and adherence to quality standards.
  • Collaborate with cross-functional teams, including project managers, subject matter experts, and stakeholders, to ensure effective project execution and alignment with organizational goals.
  • Develop and maintain project documentation, including project plans, status reports, and post-implementation reviews.
  • Other duties as assigned

Requirements:

  • Bachelor's degree in a relevant field such as Business Administration, Engineering, or Project Management.
  • Ability to obtain a Public Trust

Work Experience, Knowledge, Skills & Abilities:

  • Minimum of eight (8) years of experience in project management, acquisition processes, or related fields.
  • Professional acquisition certification, such as FAC-C or DAWIA Level III certification, is desired.
  • At least 24 semester hours of coursework in areas such as accounting, law, business finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organizational management.
  • Strong analytical and problem-solving skills, with the ability to identify and resolve complex issues in the acquisition domain.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
  • Proficiency in project management methodologies, tools, and best practices related to acquisition processes.
  • Knowledge of industry standards, regulations, and compliance requirements related to software development, system testing, and implementation in the acquisition domain.

What You’ll Do

As a Technical Lead supporting the SITE III BES contract, your responsibilities will include:

  • Participate in software design reviews and strategic technology decisions

  • Translate business needs into clear technical requirements and deliver solutions aligned with stakeholder goals

  • Provide technical leadership across the full development lifecycle—from concept through delivery and post-deployment support

  • Prioritize and allocate resources across multiple concurrent projects, working closely with engineers, system administrators, and ISSOs

  • Define project scope, goals, and work breakdown structures (WBS); develop timelines and manage dependencies

  • Leverage project management tools to track progress, ensure accountability, and enhance cross-team visibility

  • Facilitate continuous communication with stakeholders through regular updates, dashboards, and status meetings

  • Foster a collaborative team culture that promotes ownership, problem-solving, and mutual respect

  • Execute task and resource management, resolve project roadblocks, and ensure timely delivery

  • Monitor performance, adjust project plans as needed, and lead risk mitigation strategies

  • Oversee change management and documentation processes to maintain alignment with mission requirements

  • Conduct post-project evaluations to identify successes, lessons learned, and improvement opportunities

Qualifications

Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD - An additional 4 years of experience may be considered in lieu of a degree

Required Qualifications
  • Active TS/SCI or SCI eligibility and active polygraph or ability to obtain a polygraph
  • Formal technical training or academic background in Information Technology, with an emphasis on application development

  • Demonstrated experience managing project activities using adaptive, problem-solving approaches

  • Strong technical, diagnostic, and troubleshooting abilities

  • Proven leadership skills and experience managing cross-functional teams

  • Excellent communication skills—both written and verbal—suitable for engaging senior leadership and technical staff

  • Strong organizational skills and the ability to balance multiple priorities in a dynamic environment

  • Experience interacting with government stakeholders or senior-level sponsors

  • Exceptional interpersonal skills with the ability to foster collaboration and resolve conflict

Desired Qualifications
  • Hands-on experience in software development

  • Familiarity with Agile methodologies and iterative project delivery

  • Demonstrated interest in emerging technologies, with a strong desire to learn and grow in a dynamic technical environment
